10. PUBLIC HEARING DISCUSSION AND CONSIDERATION REGARDING PLACING A
PARCEL TAX MEASURE ON THE NOVEMBER 2026 BALLOT
Recommended Action: Open the public hearing and take public
testimony. Following the public hearing, City Council direction is
requested.
If the City Council’s direction is to not proceed with the proposed
parcel tax on commercial/industrial properties, the City Council
would take no further action and receive and file this report. If the
City Council’s direction is to proceed with submitting the proposed
parcel tax measure for commercial/industrial properties to the
voters, then City Council should take the following actions:
A. Adopt Resolution No. 26:032 “A RESOLUTION OF THE CITY
CALLING AND PROVIDING FOR A SPECIAL MUNICIPAL
ELECTION TO BE HELD ON TUESDAY, NOVEMBER 3, 2026
FOR THE SUBMITTAL OF A SPECIAL PARCEL TAX BALLOT
MEASURE TO THE VOTERS”
B. Adopt Resolution No. 26:033 “A RESOLUTION OF THE CITY
REQUESTING THE BOARD OF SUPERVISORS OF THE
PARAMOUNT’S SPECIAL MUNICIPAL ELECTION TO BE
HELD ON TUESDAY, NOVEMBER 3, 2026 WITH THE
STATEWIDE GENERAL ELECTION BEING HELD ON THE
SAME DATE PURSUANT TO ELECTIONS CODE SECTION
10403”
C. Adopt Resolution No. 26:034 “A RESOLUTION OF THE CITY
APPROVING THE PARAMOUNT SPECIAL PARCEL TAX
MEASURE, WHICH WOULD IMPOSE A SPECIAL PARCEL
TAX BETWEEN 8¢ and 13¢ PER SQUARE FOOT ON
INDUSTRIAL AND COMMERCIAL PROPERTIES WITH
ANNUAL ADJUSTMENTS, AND ORDERING THE SUBMITTAL
OF SAID MEASURE TO THE VOTERS AT THE SPECIAL
MUNICIPAL ELECTION TO BE HELD ON NOVEMBER 3, 2026”
D. Authorize a member (or members) of the City Council to submit
an argument in favor of the ballot measure, if desired at this time.

2. APPROVAL FIFTH AMENDMENT TO AGREEMENT WITH TRIPEPI SMITH &
ASSOCIATES FOR COMMUNICATIONS CONSULTING
SERVICES
Recommended Action: Approve the Fifth Amendment to the
Agreement with Tripepi Smith & Associates for communications
consulting services and authorize the City Manager to execute the
Amendment.

3. APPROVAL SECOND AMENDMENT TO AGREEMENT WITH VIDIFLO, LCC
FOR AUDIO-VISUAL MAINTENANCE AND SUPPORT SERVICES
Recommended Action: Approve the Second Amendment to the
Agreement with Vidiflo, LLC for audio-visual maintenance and
support services and authorize the City Manager to execute the
Amendment.

26:031 INVESTMENT OF MONIES IN THE LOCAL AGENCY
INVESTMENT FUND
Recommended Action: Adopt Resolution No. 26:031, authorizing
the investment of City monies in the Local Agency Investment Fund.

Recommended Action: Adopt Resolution No. 26:029, approving
an interfund loan between the General Fund and the Water Fund.

TECHNOLOGIES FOR INFORMATION TECHNOLOGY
SERVICES
Recommended Action: Approve the Fourth Amendment to the
Agreement with Infinity Technologies for Information Technology
Services and authorize the City Manager to execute the
Amendment.

7. AUTHORIZATION AUTHORIZATION OF AFTER-THE-FACT EMERGENCY REPAIR
SERVICES FOR WATER MAIN REPAIR ON ORIZABA AVENUE
AND SOMERSET BOULEVARD
Recommended Action: 1) Approve an additional budget
adjustment of $262,500 from the Water Fund for Fiscal Year 2025-
2026 and; 2) Authorize the after-the-fact emergency repair services
for the water main break at the intersection of Somerset Boulevard

8. APPROVAL MAYOR’S APPOINTMENT – CLEAN POWER ALLIANCE
ALTERNATE DIRECTOR
Recommended Action: Approve the appointment of Michelle Tse
as the Mayor’s appointment to serve as alternate director on the
Clean Power Alliance Board of Directors.
