Award a five-year Public Works Agreement to Pacific West Industries, Inc., for heating,\nventilation and cooling maintenance, testing and repairs in an amount not-to-exceed\n$240,000; and\n2. Authorize the City Administrator to approve contract change orders up to 30% or\n$72,000 of the contract not-to-exceed amount; and\n3. Authorize the City Administrator and/or his designee to execute all necessary\ndocuments, in a form approved by the City Attorney.

Adopt Resolution No. R-2024-68 a Resolution of the City Council of the City of\nPlacentia, California approving a side letter settlement agreement amending the\nmemorandum of understanding of the City of Placentia Police and Fire Management\nAssociation to address the process of determining the salary step upon promotion and\nto amend Article 12 (E) of the Memorandum of Understanding amending the Medical\nOpt Out provision; and\n2. Authorize the City Administrator to execute the agreement, in a form approved by the\nCity Attorney.

Approve the purchase of two 2024 Ford F-150 pickup trucks from Fairway Ford in the\namount of $79,464.88; and\n2. Authorize the City Administrator to approve invoice changes up to 10% of the quoted\namount; and\n3. Authorize the City Administrator and/or his designee to issue a purchase order to\nFairway Ford for the trucks and execute all necessary documents, in a form approved\nby the City Attorney.

On August 15, 2024, HCD released the NOFA for the third\nround of the Prohousing Incentive Program (PIP Round 3). PIP Round 3 makes\napproximately $8 million available for jurisdictions with a Prohousing Designation.\nRecommended Action: It is recommended that the City Council:\n1. Adopt Resolution No. R-2024-70, a Resolution of the City Council of the City of\nPlacentia, California, authorizing application to and participation in the Prohousing\nDesignation Program.\n2. Adopt Resolution No. R-2024-71, a Resolution of the City Council of the City of\nPlacentia, California, authorizing application for, and receipt of, Prohousing Incentive\nProgram funds.

Appoint previously approved candidate Juan Guerrero to the Planning Commission\neffective December 1, 2024; and\n4. Update the City’s master Commission/Committee vacancy list to include one vacancy\non the Planning Commission and solicit applications.

Approve a purchase order with Bowman Company to provide construction inspection\nservices for the Citywide Fiber Optic Deployment Project for a not-to-exceed amount\nof $53,000; and Authorize the City Administrator to approve amendments up to 20% of\nthe purchase order amount; and\n2. Approve Amendment No. 5 to the Professional Services Agreement with Totum\nCorporation to close-out the remainder of their work performed through September\n2024 for the construction inspection services for the Citywide Fiber Optic Deployment\nProject to $633,000.
