Approve a Professional Services Agreement with Alarm Program Systems, LLC for a\nterm of five (5) years for false alarm management services; and\n2. Authorize the Acting City Administrator and/or her designee to execute the necessary\ndocuments, in a form approved by the City Attorney.

1.g Approval of the Acquisition of Permanent and Temporary Construction Easements for the\nGolden Avenue Bridge Replacement Project\nFiscal Impact:\nExpense: $ 9,250.00 Acquisition Costs\nAvailable Budget: $ 21,474.01 Proposed Budget Resolution No. R-2024-80 (331801-6740)\nRecommended Action: It is recommended that the City Council:\n1. Approve Resolution No. R-2024-80, A Resolution of the City Council of the City of\nPlacentia, California authorizing a budget amendment in Fiscal Year 2024-25 in\ncompliance with City Charter of the City of Placentia §§1206 and 1209 pertaining to\nappropriations for actual expenditures; and\n2. Approve Resolution Nos. R-2024-82 thru R-2024-85, Resolutions of the City Council\nof the City of Placentia, California Authorizing the Appraisals, Fixing the Amounts of\nJust Compensation and Authorizing Offers to affected property owners; and\n3. Accept the temporary and permanent construction easements; and\n4. Approve the Just Compensation recommendations for each of the subject properties;\nand\n5. Authorize Staff to sign the Just Compensation Recommendation; and\n6. Authorize the Acting City Administrator to make offers to the subject property owners\nfor the acquisition of both temporary and permanent construction easements; and\n7. 1.j Approval of New Lease Agreement Between the City of Placentia and the Placentia\nFounders Society for Use of the Bradford House\nFiscal Impact:\nExpense: $8,500 Per Year\nBudgeted: $8,500 FY 2024-25 Risk Management Fund (404582-6201)\nRecommended Action: It is recommended that the City Council:\n1. Approve the Lease Agreement between the City and the Placentia Founders Society\nfor the use, maintenance, and upkeep of the Bradford House for a term ending\nDecember 31, 2029; and\n2. Authorize the Acting City Administrator and/or her designee to make non-substantive\namendments as necessary and execute the lease on behalf of the City, in a form\napproved by the City Attorney.

1.k Vesting Tentative Tract Map No. VTTM 19300 resulting in the subdivision of four parcels into\nthree parcels and a lettered lot and also for the purposes of establishing a residential\ntownhome condominium subdivision concurrent with DPR No. 2024-01 and UP No. 2024-07\nwithin the High Density Residential (R-3) Zoning District\nFiscal Impact:\nRevenue: Approximately $2,600,000 in Development Impact Fees\nRecommended Action: It is recommended that the City Council:\nAdopt Resolution No. R-2024-77, a Resolution of the City Council of the City of Placentia,\napproving Vesting Tentative Tract Map No. VTTM 19300 for the subdivision of four parcels\ninto three parcels and a lettered lot and also for the purposes of establishing a residential\ntownhome condominium subdivision concurrent with DPR No. 2024-01 and UP No. 2024-07\nsubject to the Conditions of Approval and Standard Development Requirements; and\nmaking findings that the project is categorically exempt pursuant to the California\nhttps://granicus_production_attachments.s3.amazonaws.com/placentia/f9e2e4c708caa1055715be925129f0f50.html 6/7\n12/2/24, 1:08 PM Agenda\nEnvironmental Quality Act (CEQA) set forth in Title 14 CCR § 15332 (Class 32 – In-Fill\nDevelopment Projects) and the City of Placentia Environmental Guidelines.

1.l Resolution Appointing an Interim City Administrator and Approving the Retired Annuitant\nEmployment Agreement with the City\nFiscal Impact:\nThe City Administrator is a regularly allocated position within the City's budget. The costs\nassociated with an Interim City Administrator can be covered in the current year's FY 2024-\n25 budget.\nRecommended Action: It is recommended that the City Council:\n1. Adopt Resolution R-2024-86, approving the appointment of an Interim City\nAdministrator; and\n2. Approve the Retired Annuitant Employment Agreement.
