Approve a Professional Services Agreement with Kimley-Horn & Associates, for\nprofessional consulting services to provide traffic engineering on-call services for a\nterm of three (3) years with one (1) two-year term extension based upon performance\nand at the discretion of the City, in an amount not-to-exceed $50,000; and\n4. Approve a Professional Services Agreement with Iteris, for professional consulting\nservices to provide traffic engineering on-call services for a term of three (3) years with\none (1) two-year term extension based upon performance and at the discretion of the\nCity, in an amount not-to-exceed $50,000; and\n5. Approve a Professional Services Agreement with AET, for professional consulting\nservices to provide traffic engineering on-call services for a term of three (3) years with\none (1) two-year term extension based upon performance and at the discretion of the\nCity, in an amount not-to-exceed $50,000; and\n6. Authorize the City Administrator to approve any contract term extensions based on\nperformance and amendments up to 10% of the contract not-to-exceed amount, or\n$5,000; and\n7. Authorize the City Administrator to execute the above-mentioned Professional\nServices Agreements, in a form approved by the City Attorney.

1.j Award Contract for On-Call Homeless Encampment Abatement and General Clean-up\nServices\nFiscal Impact:\nExpense: $100,000 (109594-6099)\nRecommended Action: It is recommended that the City Council:\n1. Approve Agreements with American Integrated Services and Ocean Blue\nEnvironmental Services; and\n2. Approve Expenditures and an Appropriation in the amount of $100,000 annually for\nthese services; and\n3. Authorize the Interim City Administrator and/or his designee to execute the necessary\ndocuments, in a form approved by the City Attorney.

3.a Yorba Linda-Placentia Joint Active Transportation Plan Adoption\nFiscal Impact:\nThe adoption of the resolution has no fiscal impact. The adoption of the Plan will assist the\nCity in remaining competitive for future grant opportunities.\nRecommended Action: It is recommended that the City Council:\nApprove Resolution R-2025-03, a Resolution of the City Council of the City of Placentia,\nCalifornia, approving and adopting the Yorba Linda and Placentia Joint Active Transportation\nPlan
