2.a Public Hearing and Consideration of Proposed Programs and Activities to be Submitted to\nthe County of Orange for Community Development Block Grant (CDBG) Funding for Fiscal\nYear 2025-26\nFiscal Impact:\nCommunity Development Block Grant (CDBG) funds in the amount of $533,305 are to be\nreceived for Fiscal Year 2025-26 to support proposed programs. No impact to the City's\nGeneral Fund.\nRecommended Action: It is recommended that the City Council take the following actions:\n1. Open the Public Hearing to consider proposed programs and activities for the\nCommunity Development Block Grant Funding for Fiscal Year 2025-26; and\n2. Receive the Staff report, consider all public testimony, ask any questions of Staff; and\n3. Close the Public Hearing; and\n4. Authorize the Interim City Administrator to submit an application to the County of\nOrange to receive CDBG Funds to support public service programs, public facilities\nimprovements, housing rehabilitation needs, and administrative expenses for Fiscal\nYear 2025-26; and\n5. Authorize the Interim City Administrator to execute all necessary documents, in a form\napproved by the City Attorney.

2.b Request for consideration of Planning Commission's Denial of Ordinance No. 2025-02\nAmending Specific Plan No. 5 (SP-5) to Reduce the Minimum Residential Density from 65\nto 15 Dwelling Units per Acre on Parcel No. 9\nFiscal Impact:\nNone.\nRecommended Action: It is recommended that the City Council take the following actions:\n1. Open Public Hearing, concerning Zoning Code Amendment No. ZCA 2024-01; and\n2. Receive the Staff Report and consider all Public Testimony; and\n3. Close the Public Hearing; and\n4. Adopt Ordinance O-2025-02, An Ordinance of the City Council of the City of Placentia,\nCalifornia, finding that the project is categorically exempt pursuant to the California\nEnvironmental Quality Act (CEQA) set forth in Title 14 CCR Section 15061(b)(3) and\nthe City of Placentia Environmental Guidelines, and waive full reading, by title only,\nand introduce for first reading Ordinance No. O-2025-02, an Ordinance of the City\nCouncil of the City of Placentia, approving Zoning Code Amendment No. 2024-01,\nmaking findings of approval for amending Placentia Municipal Code Chapter 23.105,\nSpecific Plan 5, revising Section 23.105.050, "Permitted Uses for Parcels 9 and 11",\nby reducing the minimum residential density requirement from 65 dwelling units per\nacre to 15 dwelling units per acre.\nAlternative to Recommendation 4:\nA. Modify Draft Ordinance No. O-2025-02 to reflect a lower or higher minimum residential\ndensity requirement; or\nB. Do not adopt Draft Ordinance No. O-2025-02, which would keep the minimum\nresidential density requirement at 65 dwelling units per acre.

3.a Third Study Session to Review Chapman Corridor Revitalization Plan Progress\nFiscal Impact:\nNo fiscal impacts are associated with this Study Session. Potential significant economic\nbenefit to the local Placentia economy, including jobs, public & private investment, and\nannual/one-time revenue.\nRecommended Action: It is recommended that the City Council:\n1. Receive and file the Staff Report and presentation; and\n2. Solicit public comments (if any) regarding the draft Chapman Corridor Revitalization\nPlan and supporting documentation; and\n3. Provide direction to Staff as appropriate regarding the proposed Chapman Corridor\nRevitalization Plan, Draft Development Standards and associated Streetscape Master\nPlan.
