Award a five-year Public Works Agreement to Colts Landscape, Inc., for citywide vine trimming\nservices in an amount not-to-exceed $87,046; and\n2. Authorize the Interim City Administrator to approve contract change orders up to 20% or\n$17,409.20 of the contract not-to-exceed amount; and\n3. Authorize the Interim City Administrator and/or his designee to execute all necessary\ndocuments, in a form approved by the City Attorney.

1.e Agreement with PowerPlus for Temporary Electrical Power at Placentia Public Safety Center\nFiscal Impact:\nExpense: $100,000 Service Cost\n$ 10,000 Contingency Cost\n$110,000 Total Cost\nAvailable Budget: $487,669.07 (105213-6840)\nRecommended Action: It is recommended that the City Council take the following actions to:\n1. Approve a Public Works Agreement with S.R. Bray, LLC (dba PowerPlus) for the Public Safety\nCenter Project in the amount of $100,000; and\n2. Authorize the Interim City Administrator to approve up to ten percent (10%) contingency of the\ncontract amount, or $10,000, for a total contract not-to-exceed amount of $110,000; and\n3. Authorize the Interim City Administrator to approve all agreements in a form approved by the\nCity Attorney.

1.f Second Amendment to the Waste Disposal Agreement with the County of Orange\nFiscal Impact:\nThere is no fiscal impact associated with the recommended action.\nRecommended Action: It is recommended the City Council take the following actions to:\n1. Approve the Second Amendment to the Waste Disposal Agreement with the County of Orange\nextending the agreement by one year and increasing the disposal fee 2.6% through June 30,\n2026; and\n2. Authorize the Interim City Administrator and/or his designee to execute all necessary\ndocuments, in a form approved by the City Attorney.

1.g Second Reading and Adoption of Ordinance No. O-2025-03, approving the Municipal Code\namendment to establish a comprehensive regulatory framework for city special events on public\nproperty.\nFiscal Impact:\nThere is no fiscal impact to the City's General Fund for this item.\nRecommended Action: It is recommended that the City Council take the following action to:\n1. Waive full reading, by title only, and adopt Ordinance No. O-2025-03, An Ordinance of the City\nCouncil of the City of Placentia, California, amending Title 1 (general provisions), Chapter 14\n(temporary suspension of regulatory ordinances) amending Section 10.28.010 (drinking in\npublic) of Chapter 10.18 (intoxication) of Title 10 (peace, morals and safety), repealing Chapter\n13.60 (parades - assemblages) of Title 13 (vehicles & traffic) and amending Title 14 (public\nproperty) with the addition of Chapter 14.18 (special events permit), to establish a\ncomprehensive regulatory framework for city special events on public property.

1.h Retirement and Ownership Transfer of Police Service Dog\nFiscal Impact:\nExpense: $0.00\nOffsetting Revenue: $1.00\nRecommended Action: It is recommended that the City Council take the following action to:\n1. Approve the "Release and Waiver of Liability and Indemnity Agreement" authorizing the transfer\nof ownership of retired Police Service Dog “Champ” to Officer Zachary King: and\n2. Authorize the Interim City Administrator, or his designee, to execute an agreement with Police\nOfficer Zachary King to purchase Police Service Dog “Champ” in the amount of one dollar\n($1.00). In a form approved by the City Attorney.

2.a Public Hearing Regarding the Annexation of Territory to Existing Community Facilities District No.\n2024-1 (Old Town Maintenance Services) and Authorize Special Tax Annexation No. 1 for 201 S.\nBradford Avenue, APN 339-365-23\nFiscal Impact:\nProjected Annual Revenue: $427.52 (CFD for Old Town Maintenance Services)\nRecommended Action: It is recommended that the City Council take the following action to:\n1. Open the Public Hearing concerning the annexation of 201 S. Bradford Avenue; and\n2. Receive the Staff Report, consider all public testimony, ask questions of Staff; and\n3. Conduct election for annexation of 201 S. Bradford Avenue to Community Facilities District No.\n2024-1 (Old Town Maintenance Services); and\n4. Close the Public Hearing; and\n5. Adopt Resolution R-2025-16, a Resolution of the City Council of the City of Placentia, California,\nordering the annexation of territory to its Community Facilities District No. 2024-1 (Old Town\nMaintenance Services) and approving the amended map for said District; and\n6. Authorize inclusion of the annexed territory for Community Facilities District No. 2024-1 (Old\nTown Maintenance Services) for Fiscal Year 2025-26 on the Orange County Secured Property\nTax Roll.

3.a Study Session: Placentia Enhanced Infrastructure Financing District and the Old Town Streetscape\nMaster Plan\nFiscal Impact:\nEstimated range of $17 to $24 million in property tax increment over approximately 40 years. Up to\n$59 million in net fiscal impact revenue to the City over approximately 50 years.\nRecommended Action: It is recommended that the City Council take the following actions to:\n1. Receive and file the Staff Report and presentations; and\n2. Ask any questions of the Measure U Committee and Staff; and\n3. Provide direction to Staff as appropriate regarding the next steps in the EIFD Process.

3.b Fiscal Year 2025-26 Capital Improvement Program - Study Session No. 3\nThe fiscal impact will be determined with final adoption of the Fiscal Year 2025-26 Capital\nImprovement Program Budget.\nRecommended Action:\nIt is recommended that the City Council take the following actions:\n1. Receive and file the staff report and presentation; and\n2. Provide direction to staff regarding the proposed fuel tank storage options.
