Second Reading and Adoption of an Ordinance Amending the Pomona Municipal Code\nRelating to Enhancement of Enforcement Options to Address Public Nuisance Conditions\nand Illegal Uses of Property Without Required Approvals and Permits\nIt is recommended that the City Council adopt at second reading the following ordinance:\nORDINANCE NO. 4341 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF\nPOMONA, CALIFORNIA, AMENDING SECTION 50-337 TO ARTICLE III, CHAPTER 50,\nADDING SECTION 74-198 AND 74-199 TO ARTICLE III, CHAPTER 74 OF THE\nPOMONA MUNICIPAL CODE RELATING TO ENHANCEMENT OF ENFORCEMENT\nOPTIONS TO ADDRESS PUBLIC NUISANCE CONDITIONS AND ILLEGAL USES OF\nPROPERTY WITHOUT REQUIRED APPROVALS AND PERMITS

Approve Second Amendment to the Contract with Service 1st Increasing the Contract\nAmount by $4,464.\nIt is recommended that the City Council take the following actions:\n1) Approve Second Amendment to the contract with Service 1st increasing the contract\namount by $4,464 from $197,694 to $202,158. All other terms will remain the same;\n2) Authorize the City Manager, or designee, to execute all documents related with this\naction with approval of the City Attorney, as to form.

Adopt a Resolution to Amend the FY 2023-24 VPD Budget by Appropriating $76,800 of\nthe Fund Reserves to the “Contract Sweeping” Line Item Budget Account Number\n230-9200-52934-00000 and Award a Three Year Contract for Sweeping Services\nIt is recommended that the City Council approve the following actions:\n1) Adopt the following resolution:\nRESOLUTION NO. 2023-226 - A RESOLUTION OF THE CITY COUNCIL OF THE\nCITY OF POMONA, CALIFORNIA TO AMEND THE FY 2023-24 VPD BUDGET BY\nAPPROPRIATING $76,800 OF THE FUND RESERVES TO THE “CONTRACT\nSWEEPING” LINE ITEM BUDGET ACCOUNT NUMBER 230-9200-52934-00000 TO\nCOVER THE ADDITIONAL COST OF SERVICES\n2) Award of a three (3) year Vehicle Parking District (VPD) parking lot sweeping contract\nwith two (2) optional annual adjustable renewals not to exceed the Consumer Price\nIndex (CPI) for each of those specific years to the Downtown Pomona Owners\nAssociation (DPOA) for an annual cost of $118,800 for a three (3) year total of\n$356,400; and\n3) Authorize the City Manager to execute the contract.

Approval of a Donation from the City of Pomona’s American Rescue Plan (ARP)\nExpenditure Spending Plan\nIt is recommended that the City Council approve a $10,000 donation from the City of\nPomona’s American Rescue Plan (ARP) expenditure spending plan to the Downtown\nProperty Owners Association for the Pomona Christmas Parade.

Acceptance of the State of California Alcoholic Beverage Control Mini Grant\nIt is recommended that the City Council adopt the following resolution:\nRESOLUTION NO. 2023-181 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY\nOF POMONA, CALIFORNIA, ACCEPTING THE STATE OF CALIFORNIA ALCOHOLIC\nBEVERAGE CONTROL (ABC) GRANT IN THE AMOUNT OF $40,000 AND AMENDING\nTHE FY 2023-24 OPERATING BUDGET BY INCREASING REVENUE ESTIMATES AND\nAPPROPRIATIONS BY SAID FUNDS

4. Award Bid to Littlejohn-Reuland Corporation for Electrical Maintenance and Repair\nServices for Motor Control Centers at Water Resources Facilities\nIt is recommended that the City Council take the following action:\n1) Award a bid to Littlejohn-Reuland Corporation (Littlejohn) for a three-year agreement\nwith two additional one-year renewal options, for electrical maintenance and repair\nservices for motor control centers (MCC), at the prices bid, in the amount\nnot-to-exceed of $720,000 and,\n2) Authorize the City Manager, or designee, to execute a three-year agreement with two\none-year renewal options with Littlejohn on behalf of the City and any subsequent\ndocuments or amendments, subject to approval by the City Attorney.

Retroactively Approve Amendment to the Agreement with Parkwood Landscape\nMaintenance, Inc. to Update the Fee for Pressure Washing Services at the Pomona\nTransit Center\nIt is recommended that the City Council take the following actions:\n1) Retroactively approve an amendment to the agreement with Parkwood Landscape\nMaintenance, Inc. to update the fee for pressure washing services at the Pomona\nTransit Center, effective November 1, 2023 through June 30, 2024, at an annual\namount of $132,132; and\n2) Authorize the City Manager, or designee, to execute the amended agreement with\nParkwood, and any extensions or amendments thereto on behalf of the City, subject to\nreview by the City Attorney.
