10. Approval of Tract Map TM No. 83362 for the Property Located at 650 W. Grand Avenue,\nPomona, CA, Assessor Parcel Number 8343-005-019, Related to the “Grand Garden”\n9-Unit Residential Condominium Development (Council District 2)\nIt is recommended that the City Council take the following actions:\n1) Adopt the following resolution:\nRESOLUTION NO. 2023-249 - A RESOLUTION OF THE CITY COUNCIL OF THE\nCITY OF POMONA, CALIFORNIA, APPROVING TRACT MAP TM NO. 83362 FOR\nTHE PROPERTY LOCATED AT 650 W. GRAND AVENUE,\nASSESSOR PARCEL NUMBER 8343-005-019\n2) Authorize the City Engineer to sign the Tract Map TM No. 83362 on behalf of the City.

11. Second Amendment to the Contract with R Dependable Construction Inc. for Tenant\nImprovements at 2040 N. Garey Avenue, Pomona CA\nIt is recommended that the City Council take the following actions:\n1) Amend the contract with R Dependable Construction Inc. for tenant improvements at\n2040 N. Garey Avenue by increasing the contract amount by $40,421, bringing the\ntotal contract price to $331,390; and\n2) Authorize the City Manager, or designee, to execute the contract on behalf of the City,\nsubject to review by the City Attorney.

12. Approve entering into an Agreement with SL Environmental Law Group, P.C.\nIt is recommended that the City Council take the following actions:\n1) Approve entering into an Agreement with SL Environmental Law Group, P.C. to\nrepresent the City in the Aqueous Film Forming Foams Products Liability case; and\n2) Authorize the City Manager, or designee, to execute the Agreement on behalf of the\nCity and any subsequent documents or amendments, subject to approval as to form\nby the City Attorney.

13. Finding of Public Benefit to the Community at Large-Recommended Expenditure(s) and\nRecap of Expended Funds\nIt is recommended that the City Council take the following actions:\n1) Approve the expenditure(s) recommended and make the finding that the community at\nlarge will receive a public benefit from the expenditure of funds for the recommended\nitem(s); and\n2) Receive and file the recap of final amounts.

Approval of the Police Department’s Expenditure Plan for the FY 2023-24 Supplemental\nLaw Enforcement Services Account, and Amend the FY 2023-24 Operating Budgets by\nIncreasing Revenue Estimates and Appropriations By $400,000\nIt is recommended that the City Council adopt the following actions:\n1) Approve the following resolution:\nRESOLUTION NO. 2023-191 - A RESOLUTION OF THE CITY COUNCIL OF THE\nCITY OF POMONA, CALIFORNIA, APPROVING THE POLICE DEPARTMENT’S\nEXPENDITURE PLAN FOR THE FY 2023-24 SUPPLEMENTAL LAW\nENFORCEMENT SERVICES ACCOUNT (SLESA), AND AMENDING THE FY\n2023-24 OPERATING BUDGETS BY INCREASING REVENUE ESTIMATES AND\nAPPROPRIATIONS BY $400,000\n2) Approve the purchase of Police Department vehicles from National Auto Fleet Group\nin the estimated total amount of $240,000 utilizing Sourcewell Contract No.\n091521-NAF.

3. Receive and File the City of Pomona Annual Report on Development Impact Fees for\nFiscal Year Ended June 30, 2023\nIt is recommended that the City Council receive and file the City of Pomona Annual\nReport on Development Impact Fees (DIF) as of June 30, 2023.

4. A Resolution Approving the Recognized Obligation Payment Schedule (ROPS 24-25) for\nthe Period of July 1, 2024 through June 30, 2025, Approving the Administrative Budget for\nthe Same Period, and Authorizing the Transmittal of the ROPS and Administrative Budget\nto the Oversight Board for Approval\nIt is recommended that the Successor Agency to the Former Redevelopment Agency\nadopt the following resolution:\nSA RESOLUTION NO. 2023-02 - A RESOLUTION OF THE CITY COUNCIL, SITTING\nAS THE SUCCESSOR AGENCY TO THE REDEVELOPMENT AGENCY OF THE CITY\nOF POMONA, CALIFORNIA, APPROVING THE RECOGNIZED OBLIGATION\nPAYMENT SCHEDULE (ROPS 24-25) FOR THE PERIOD OF JULY 1, 2024 THROUGH\nJUNE 30, 2025, APPROVING THE ADMINISTRATIVE BUDGET FOR THE SAME\nPERIOD, AND AUTHORIZING THE TRANSMITTAL OF THE ROPS AND\nADMINISTRATIVE BUDGET TO THE OVERSIGHT BOARD FOR APPROVAL

Adopt a Resolution Authorizing the Acceptance of Two Continuum of Care Grant Awards\nfrom the Department of Housing and Urban Development (HUD) Totaling $3,131,970, and\na Professional Services Agreement with Volunteers of America, Los Angeles (VOALA) in\nthe Amount of $1,018,603\nIt is recommended that the City Council take the following actions:\n1) Adopt the following resolution:\nRESOLUTION NO. 2023-236 - A RESOLUTION OF THE CITY COUNCIL OF THE\nCITY OF POMONA, CALIFORNIA, AUTHORIZING THE ACCEPTANCE OF TWO\nCONTINUUM OF CARE GRANT AWARDS FROM HUD TOTALING $3,131,970\n2) Award Professional Services Agreement to Volunteers of America, Los Angeles\n(VOALA) in the amount of $1,018,603; and\n3) Authorize the City Manager, or designee, to execute all contracts, amendments and\nany other documentation requested for acceptance of the award and operation of the\nabove listed Continuum of Care Programs for submission to funders, subject to\napproval as to form by the City Attorney.

6. Adopt a Resolution Authorizing the Amendment of the FY 2023-24 Operating Budget to\nCarryover the Los Angeles County Chief Executive Office Homeless Initiative (CEO-HI)\nInterim Housing Services Grant Award\nIt is recommended that the City Council take the following actions:\n1) Adopt the following resolution:\nRESOLUTION NO. 2023-238 - A RESOLUTION OF THE CITY COUNCIL OF THE\nCITY OF POMONA, CALIFORNIA, AUTHORIZING THE AMENDMENT OF THE FY\n2023-24 OPERATING BUDGET TO CARRYOVER LOS ANGELES COUNTY CHIEF\nEXECUTIVE OFFICE HOMELESS INITIATIVE (CEO-HI) INTERIM HOUSING\nSERVICES GRANT AWARD INCREASING REVENUE ESTIMATES AND\nAPPROPRIATIONS BY $164,138\n2) Authorize the City Manager, or designee, to execute all agreements, amendments and\nany other documentation requested for acceptance of the award, subject to approval\nas to form by the City Attorney.

7. Authorize the Acceptance of $860,000 dollars from the Board of State and Community\nCorrections (BSCC) for the Pomona Police Department to Lease Flock Cameras and\nServices Related to the Cameras\nIt is recommended that the City Council take the following actions:\n1) Adopt the following resolution:\nRESOLUTION NO. 2023-239 - A RESOLUTION OF THE CITY OF POMONA,\nCALIFORNIA, ACCEPTING $860,000 FROM THE BOARD OF STATE AND\nCOMMUNITY CORRECTIONS (BSCC) FOR THE POMONA POLICE DEPARTMENT\nAND AMENDING THE FY 2023-24 OPERATING BUDGET TO INCREASE\nREVENUE ESTIMATES AND APPROPRIATIONS BY $860,000\n2) Authorize sole-source lease of Flock cameras, and services related to the cameras,\nfrom Flock Safety in the amount not to exceed $860,000; and\n3) Authorize the City Manager, or designee, to execute any and all agreements on behalf\nof the City, subject to review and approval as to form by the City Attorney.

8. Approval of Parcel Map PM 83730 for the Property Located at 2061 S. Garey Avenue,\nPomona, CA, Assessor Parcel Number 8344-023-049, Related to the Subdivision of an\nExisting Commercial Development (Council District 2)\nIt is recommended that the City Council take the following actions:\n1) Adopt the following resolution:\nRESOLUTION NO. 2023-247 - A RESOLUTION OF THE CITY COUNCIL OF THE\nCITY OF POMONA, CALIFORNIA, APPROVING PARCEL MAP PM 83730 FOR THE\nPROPERTY LOCATED AT 2061 S. GAREY AVENUE, ASSESSOR PARCEL\nNUMBER 8344-023-049\n2) Authorize the City Engineer to sign the Parcel Map PM 83730 on behalf of the City of\nPomona.

9. Approval of Lot Merger LM7-2023 for the Property Located at 160-164 E. Second Street,\nPomona, CA, Assessor Parcel Number 8335-010-016, Related to the Repurposing of an\nExisting Commercial Property as a Mixed-Use Facility (Council District 2)\nIt is recommended that the City Council take the following actions:\n1) Adopt the following resolution:\nRESOLUTION NO. 2023-248 - A RESOLUTION OF THE CITY COUNCIL OF THE\nCITY OF POMONA, CALIFORNIA, APPROVING LOT MERGER LM7-2023 FOR\nTHE PROPERTY LOCATED AT 160-164 E. SECOND STREET, ASSESSOR\nPARCEL NUMBER 8335-010-016\n2) Authorize the City Engineer to sign the Lot Merger LM7-2023 on behalf of the City of\nPomona.
