Verification of Sufficiency of Petition Signatures for Initiative Charter Amendment\nRequiring at Least Ten Percent of the City’s Annual Unrestricted General Purpose\nRevenues to be Allocated to Children and Youth Programs and Services\nIt is recommended that the City Council take the following actions:\n1) Receive, file, and accept the Certificate of Sufficiency of Initiative Petition; and\n2) Based upon the sufficiency of the petition, take one of the actions identified below:\na. Submit the initiative measure to the voters at the “next regular municipal election”\noccurring at least 88 days later; or\nb. Direct Staff to prepare an impartial and informational report analyzing the impact of\nthe initiative measure on the City’s finances, ability to provide public services, land\nuse and development regulations, and the like.

Adoption of a Resolution Receiving a Grant Award of $300,000 from The California\nNatural Resources Agency and Amending the FY 2023-24 Operating Budget By\nIncreasing Revenue Estimates and Appropriating $300,000 in Awarded Grant Funds\nIt is recommended that the City Council take the following actions:\n1) Adopt the following resolution:\nRESOLUTION NO. 2024-01 - A RESOLUTION OF THE CITY COUNCIL OF THE\nCITY OF POMONA, CALIFORNIA, RECEIVING A GRANT AWARD OF $300,000\nFROM CALIFORNIA NATURAL RESOURCES AGENCY AND AMENDING THE FY\n2023-24 OPERATING BUDGET BY INCREASING REVENUE ESTIMATES AND\nAPPROPRIATING THE $300,000 IN AWARDED GRANT FUNDS\n2) Authorize the City Manager, or designee, to execute an agreement and any\nsubsequent amendments subject to review by the City Attorney.

Amend the Fiscal Year 2023-24 Operating Budget by Appropriating $42,532 from the\nGeneral Fund Reserves and Approve an Amendment to the Agreement with Merchants\nLandscape Services, Inc. for Increased Cleaning Frequency at all Park Restrooms\nIt is recommended that the City Council take the following actions:\n1) Adopt the following resolution:\nRESOLUTION NO. 2024-13 - A RESOLUTION OF THE CITY COUNCIL OF THE\nCITY OF POMONA, CALIFORNIA, TO AMEND THE FISCAL YEAR 2023-24\nOPERATING BUDGET BY APPROPRIATING $42,532 FROM THE GENERAL FUND\nRESERVES FOR INCREASED RESTROOM MAINTENANCE AT CITY PARKS\n2) Approve an amendment to the agreement with Merchants Landscape Services, Inc. to\nincrease cleaning frequency at all park and occupied space restrooms in an annual\namount of $127,596 effective February 29, 2024, and increase the total not-to-exceed\ncompensation amount with a 2.8% Consumer Price Index adjustment to $1,798,314\nfor the first extension; and\n3) Authorize the City Manager, or designee, to execute the amendment and any related\ndocuments and extensions, subject to approval by the City Attorney.

Approve Extension to Agreement with R3 Consulting Group, Inc. to Finalize Tasks Related\nto the Transition to Exclusive Hauler and Implementation of SB 1383-Related Activities\nIt is recommended that the City Council take the following actions:\n1) Approve extension to the agreement with R3 Consulting Group, Inc. through June 30,\n2024 to finalize tasks related to the transition of the City’s municipal residential\ncollection operation and consolidation of its commercial operations to the exclusive\nhauler, Athens Services, and completion of activities related to the implementation of\nSB 1383; and\n2) Authorize the City Manager, or designee, to execute the amendment subject to review\nby the City Attorney.
