Adopt a Resolution Accepting Amended Grant Funds for the Operation of the Crisis\nHousing Program at Hope for Home Homeless Services Center and Amendment of the\nFY 2023-24 Operating Budget\nIt is recommended that the City Council take the following actions:\n1) Adopt the following resolution:\nRESOLUTION NO. 2024-57 - A RESOLUTION OF THE CITY COUNCIL OF THE\nCITY OF POMONA, CALIFORNIA, AUTHORIZING THE ACCEPTANCE OF AN\nADDITIONAL $213,034 IN MEASURE H GRANT FUNDS FOR THE OPERATION OF\nTHE CRISIS HOUSING PROGRAM AT HOPE FOR HOME HOMELESS SERVICES\nCENTER (H4H), AMENDMENT OF THE FY 2023-24 OPERATING BUDGET TO\nINCREASE REVENUE ESTIMATES BY $213,034 AND APPROPRIATIONS BY\n$209,680\n2) Amend the agreement with Volunteers of America Los Angeles (VOALA) as the H4H\nSite Operator by increasing the award by $201,407 to operate the Crisis Housing\nProgram; and\n3) Authorize the City Manager to execute all agreements, amendments, and any other\ndocumentation requested for acceptance of the award, distribution of the funding and\noperation of the H4H Crisis Housing Program, subject to approval as to form by the\nCity Attorney.

Amendment to Purchase Order with First Serve Productions, Inc. for “Park\nImprovements - Sport Court Resurfacing and Restriping”\nIt is recommended that the City Council take the following actions:\n1) Approve Amendment No. 1 (Change Order No. 1) to Purchase Order (PO) No. 205413\nwith First Serve Productions, Inc., in the amount of $28,420, for a new total PO\namount of $122,960 for additional pickleball equipment for “Park Improvements - Sport\nCourt Resurfacing and Restriping,” Project No. 428-2590-XXXXX-71069; and\n2) Authorize City Manager, or designee, to execute any amendments to the purchase\norder and related documents, on behalf of the City of Pomona (City), subject to City\nAttorney approval.

Resolution to Amend the FY 2023-24 Capital Improvement Program (CIP) Budget by\nRe-appropriating Measure R and Measure M Funds from Various CIP Projects, Award of\nConstruction Contract, and Authorize Entry Into an Agreement with the City of La Verne,\nCA for “Street Preservation - Citywide (FY 16-17) (Major),” Project No.\n428-2590-XXXXX-67920\nIt is recommended that the City Council approve the following actions:\n1) Adopt the following resolution:\nRESOLUTION NO. 2024-59 - A RESOLUTION TO AMEND THE FY 2023-24\nCAPITAL IMPROVEMENT PROGRAM (CIP) BUDGET BY RE-APPROPRIATING\n$564,000 OF MEASURE R AND MEASURE M FUNDS FROM VARIOUS CIP\nPROJECTS TO “STREET PRESERVATION - CITYWIDE (FY 16-17) (MAJOR),”\nPROJECT NO. 428-2590-XXXXX-67920\n2) Award a construction contract to American Asphalt South, Inc. for “Street\nPreservation - Citywide (FY 16-17) (Major),” Project No. 428-2590-XXXXX-67920, to\ninclude all Base Bid ‘A’ & ‘B’ items, in the amount of $1,355,329;\n3) Authorize Staff to enter into an Agreement, on behalf of the City of Pomona, with the\nCity of La Verne to complete slurry seal improvements on White Avenue from the\nnortherly Pomona City limit to just south of the Arrow Highway intersection, located\nwithin La Verne City limits;\n4) Find that the project referenced above is categorically exempt from the California\nEnvironmental Quality Act (CEQA) pursuant to Section 15301(c) and that the\nproposed project will not have a significant effect on the environment;\n5) Approve an increase in contingency capacity from City standard 25% to 50%, due to\nthe scope of the work and portions of work within other jurisdictions;\n6) Approve working days and hours to include nights and weekends; and\n7) Authorize the City Manager, or designee, to execute the construction\ncontract/agreement and related documents (permits, etc.).

Approval of Purchase Orders to Miracle Recreation Utilizing Sourcewell Cooperative\nContract No. 10521-LTS in the Total Amount of $1,703,928 to Replace Playground\nEquipment at Multiple City Parks\nIt is recommended that the City Council approve the following actions:\n1) Approve Purchase Orders to Miracle Recreation utilizing Sourcewell Cooperative\nContract No. 10521-LTS in the total amount of $1,703,928 to replace and upgrade\nplayground equipment at multiple City parks, as listed in Table 1; and\n2) Authorize the City Manager, or designee, to execute necessary documents and\nsubsequent changes or amendments thereto, on behalf of the City.

Approval to Authorize Agreement with Tri-City Mental Health Relating to the\nImplementation of the California Violence Intervention and Prevention Grant (CalVIP)\nIt is recommended that the City Council take the following actions:\n1) Approve contract agreement with Tri-City Mental Health in the amount not to exceed\n$311,601; and\n2) Authorize the City Manager, or designee, to execute the agreement and any\nextensions, subsequent changes, or amendments thereto, on behalf of the City,\nsubject to review and approval as to form by the City Attorney.

Approve an Agreement with SL Environmental Law Group, P.C.\nIt is recommended that the City Council take the following actions:\n1) Approve an entering into an agreement with SL Environmental Law Group, P.C. to\nrepresent the City in a 1,2,3-Trichloropropane products liability case; and\n2) Authorize the City Manager, or designee, to execute the agreement on behalf of the\nCity and any subsequent documents or amendments, subject to approval as to form\nby\nthe City Attorney.
