Approval of Amendments to the Special Legal Counsel Panel\nIt is recommended that the City Council take the following actions:\n1) Approve the hourly rate increase of the Law Offices of Jones & Mayer to $250 per\nhour; and\n2) Approve the addition of Graves & King as a dangerous condition of public property\nand employment liability defense counsel; and\n3) Approve the addition of Michael Sullivan & Associates as Workers’ Compensation\ndefense counsel; and\n4) Authorize the City Manager to execute retainer agreements with the requested firms.

Approval of an Exclusive Negotiation Agreement with National Community Renaissance\nof California, Arteco, and Village Partners for the Sale and Development of Vehicle\nParking District Lots 6 & 7 and Adjacent Vehicle Parking District Owned Parcels on The\n400 Block of West 2nd Street\nIt is recommended that the City Council take the following actions:\n1) Approve the attached Exclusive Negotiation Agreement (ENA) with National\nCommunity Renaissance of California, Arteco & Village Partners (Developer)\nregarding the sale of Vehicle Parking District (VPD) Lots 6 & 7 and adjacent VPD\nowned parcels Generally Located on the 400 Block of West 2nd Street; and\n2) Authorize the City Manager to execute the ENA in substantially the form as attached\n(Attachment No. 2) and subject to approval as to form by the City Attorney.

Enter into a Contract with Chandler Asset Management to provide Investment Advisory\nServices for the City of Pomona\nIt is recommended that the City Council take the following actions:\n1) Enter into a contract effective November 2023 with Chandler Asset Management\n(“CAM”) for a three-year (3) period with the option to renew for two (2) additional\nyears, in one (1) year increments, not to exceed five (5) years, to perform investment\nadvisory services; and\n2) Authorize the City Manager or her designee to execute a three-year agreement with\ntwo one-year renewal options with CAM to provide Investment Advisory services.

Resolution to Amend the FY 2023-24 Capital Improvement Program (CIP) Budget by\nAdding $155,000 of ARP District 5 Funding to “Phillips Ranch Exercise Par Course\nRestoration”\nIt is recommended that the City Council adopt the following resolution:\nRESOLUTION NO. 2024-65 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY\nOF POMONA, CALIFORNIA, TO AMEND THE FY 2023-24 CAPITAL IMPROVEMENT\nPROGRAM (CIP) BUDGET BY APPROPRIATING $155,000 OF CORONAVIRUS STATE\nAND LOCAL FISCAL RECOVERY AMERICAN RESCUE PLAN (ARP) DISTRICT 5\nFUNDING TO “PHILLIPS RANCH EXERCISE PAR COURSE RESTORATION,”\nPROJECT NO. 428-2590-XXXXX-71093

Grand\nAve, Pomona, CA, Assessor Parcel Number 8343-013-053, Related to the Future\nImprovements of the Property; Approval of the Quitclaim Deed for the Vacated Easement\n(Council District 2)\nIt is recommended that the City Council take the following actions:\n1) Adopt the following resolution:\nRESOLUTION NO. 2024-66 - A RESOLUTION OF THE CITY COUNCIL OF THE\nCITY OF POMONA, CALIFORNIA, ORDERING THE SUMMARY VACATION\nVU2-2023 OF THE CITY’S UNUSED STREET EASEMENT (PORTION OF HILLMAN\nAVENUE) WITHIN THE BOUNDARY OF THE RESIDENTIAL LOT LOCATED AT\n1194 W.
