This section states “Prior to casting a vote on any contract, permit, or other matter requiring City Council\napproval where the applicant seeking approval is a person or business entity controlled by that person that has\ncontributed more than five hundred dollars ($500) within the previous twelve (12) months to a Councilmember’s City\nelection campaign committee, the Mayor or Councilmember receiving such contribution(s) shall disclose on the public\nrecord the receipt of said contribution(s).

10. Recommendation to Eliminate Cash Sales for Daily Parking at all Vehicle Parking District\n(VPD) Payment Kiosks\nIt is recommended that the City Council approve the elimination of cash payments for\ndaily parking at the Vehicle Parking District (VPD) payment kiosks.

Finding of Public Benefit to the Community at Large-Recommended Expenditure(s)\nand Recap of Expended Funds\nIt is recommended that the City Council take the following actions:\n1) 1) Approve the expenditure(s) recommended and make the finding that the community at\nlarge will receive a public benefit from the expenditure of funds for the recommended\nitem(s);\n2) 2) Receive and file the recap of final amounts for previously approved projects/activities;\nand\n3) Limit authorized contributions for outgoing City Councilmembers, when combined with\nall other District expenditures, to not exceed fifty percent of the budgeted FY 24-25\nAccount funding, in order to allow an appropriate pro-rated amount for the incoming\nCouncilmember who fills that pending Council vacancy.

Award Construction Contract to Gentry Brothers, Inc. in the Amount of $2,182,817 for\n“Street Improvements and Walking Trail/Steps Rehabilitation,” Project No.\n428-2590-XXXXX-71078\nIt is recommended that the City Council approve the following actions:\n1) 1) Award a construction contract to the apparent lowest bid from Gentry Brothers, Inc. for\n“Street Improvements and Walking Trail/Steps Rehabilitation,” Project No.\n428-2590-XXXXX-71078, to include all Base Bid A & B items, plus Additive Alternate Nos.\n1-3, in the total amount of $2,182,817;\n2) 2) Find that the project referenced above is categorically exempt from the California\nEnvironmental Quality Act (CEQA) pursuant to Section 15301(c) and that the proposed\nproject will not have a significant effect on the environment;\n3) 3) Find that the project referenced above was categorically excluded under HUD\nregulations in 24 CFR Part 58 of the National Environmental Policy Act (NEPA) per 24\nCFR 58.35(a)(5) and subject to laws and authorities in 58.6;\n4) 4) Authorize increased contingency capacity of up to forty-two (42) percent to allow use\nof available grant funding; and\n5) Authorize City Manager, or designee, to execute the construction contract and any\nsubsequent change orders on behalf of the City.

Resolution to Amend the Fiscal Year 2024-25 Capital Improvement Program (CIP) Budget\nby Appropriating $130,000 of Los Angeles County Funding to “Library Facility Remodel”\nIt is recommended that the City Council adopt the following resolution:\nRESOLUTION NO. 2024-131 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY\nOF POMONA, CALIFORNIA, AMENDING THE FISCAL YEAR 2024-25 CAPITAL\nIMPROVEMENT PROGRAM (CIP) BUDGET BY ACCEPTING, INCREASING REVENUE\nESTIMATES, AND APPROPRIATING $130,000 OF COUNTY OF LOS ANGELES\nEXECUTIVE OFFICE BOARD OF SUPERVISORS SOCIAL PROGRAM FUNDS TO\n“LIBRARY FACILITY REMODEL,” PROJECT NO. 428-2590-XXXXX-74118

Acceptance of a 2023 State Homeland Security Grant Program (SHSGP) Sub- Recipient\nAward\nIt is recommended that the City Council take the following actions:\n1) 1) Adopt the following resolution:\nRESOLUTION NO. 2024-186 - A RESOLUTION OF THE CITY COUNCIL OF THE\nCITY OF POMONA, CALIFORNIA, AMENDING THE FY 2024-25 OPERATING\nBUDGET BY INCREASING REVENUE ESTIMATES AND APPROPRIATIONS IN\nTHE AMOUNT OF $37,500 FOR POLICE RADIOS\n2) 2) Accept a 2023 State Homeland Security Grant Program (SHSGP) Sub-Recipient\nAward from the Los Angeles County beginning September 1, 2023 through October 23,\n2026; and\n3) Authorize the City Manager, or designee, to execute any and all agreements on behalf\nof the City, in substantially the form submitted, subject to review and approval as to form\nby the City Attorney.

Award of Contract to UCLA for a General Government Services Contract in the Amount of\n$250,000 for Early Childhood Ecosystem Evaluation and Community Engagement\nIt is recommended that the City Council take the following actions:\n1) 1) Award of contract to the UCLA Center for Healthier Children, Families & Communities\nto complete the Pomona P-3 Ecosystems Transformation Accelerator project for an\namount not to exceed $250,000 for a contract term of one year with a one-year extension\noption; and\n2) Authorize the City Manager, or designee, to execute a one-year agreement with\none-year renewal options with UCLA to provide services in an amount not to exceed\n$250,000.
