A Resolution to Amend the FY 2024-25 Capital Improvement Program (CIP) Budget for\n“Meadow View Demonstration Garden,” Project No. 428-2590-XXXXX-71200 and Award\na Construction Contract\nIt is recommended that the City Council approve the following actions:\n1) Adopt the following resolution:\nRESOLUTION NO. 2024-201 - A RESOLUTION OF THE CITY COUNCIL OF THE\nCITY OF POMONA, CALIFORNIA TO AMEND THE FY 2024-25 CAPITAL\nIMPROVEMENT PROGRAM (CIP) BUDGET BY APPROPRIATING $183,000 OF\nAVAILABLE CAPITAL IMPROVEMENT PROJECT FUND RESERVES TO\n“MEADOW VIEW DEMONSTRATION GARDEN,” PROJECT NO.\n428-2590-XXXXX-71200\n2) Accept the Bid Withdrawal Request from the Low Apparent Bidder, Kormex\nConstruction, Inc. and award a contract to the next Apparent Low Bidder, Superb\nEngineering, Inc., in the amount of $531,097 for the “Meadow View Demonstration\nGarden,” Project No. 428-2590-XXXXX-71200; and\n3) Authorize the City Manager, or her designee, to execute the construction\ncontract/agreement and related documents (amendments, etc.), and any memoranda\nof understanding with City Departments necessary to effectuate the same.

11. Amend Fiscal Year 2024-25 Operating Budget by Appropriating $300,000 of Grant Funds\nfrom California Natural Resources Agency for Let’s MOVE Pomona Project\nIt is recommended that the City Council take the following actions:\n1) Adopt the following resolution:\nRESOLUTION NO. 2024-198 - A RESOLUTION OF THE CITY COUNCIL OF THE\nCITY OF POMONA, CALIFORNIA, AMENDING THE FISCAL YEAR 2024-25\nOPERATING BUDGET BY APPROPRIATING $300,000 OF CALIFORNIA NATURAL\nRESOURCES AGENCY GRANT FUNDS TO THE LET’S MOVE POMONA\nPROJECT\n2) Authorize the City Manager, or designee, to execute all documents and any future\namendments related with this action, with approval of the City Attorney as to form.

12. Adoption of Urgency Ordinance No. 4353 Amending Section 830.A (Accessory Dwelling\nUnits) of the City of Pomona Zoning and Development Code Pertaining to Accessory\nDwelling Unit and Junior Accessory Dwelling Unit Regulations In Compliance With State\nLaw\nIt is recommended that the City Council take the following action introduce, waive further\nreading, and adopt the following:\nURGENCY ORDINANCE NO. 4353 - AN URGENCY ORDINANCE OF THE CITY\nCOUNCIL OF THE CITY OF POMONA, CALIFORNIA, PURSUANT TO SECTION 510\nOF THE CITY CHARTER, AMENDING SECTION 830.A (ACCESSORY DWELLING\nUNITS) OF THE CITY OF POMONA ZONING AND DEVELOPMENT CODE\nPERTAINING TO ACCESSORY DWELLING UNIT AND JUNIOR ACCESSORY\nDWELLING UNIT REGULATIONS IN COMPLIANCE WITH STATE LAW AND\nDETERMINING THE URGENCY ORDINANCE TO BE EXEMPT FROM CEQA

A Resolution to Update the American Rescue Plan (ARP) and Approval of Memorandums\nof Understanding to Obligate ARP Funded Programs\nIt is recommended that the City Council take the following actions:\n1) Adopt the following Resolution:\nRESOLUTION NO. 2024-203 - A RESOLUTION OF THE CITY COUNCIL OF THE\nCITY OF POMONA, CALIFORNIA APPROVING THE FINAL AMERICAN RESCUE\nPLAN (ARP) SPENDING PLAN\n2) Approve a one-year Memorandum of Understanding with the Pomona Police\nDepartment to obligate ARP funding for the Homeless Engagement And Resources\nTeam (HEART) in the amount of $2,488,395;\n3) Approve a two-year Memorandum of Understanding with the Rent Stabilization\nDepartment within the Neighborhood Services Department to obligate funding for\nfull-time positions to work in the areas of rental registry support, inspection, and\ngeneral program implementation and administration in the amount of $2,403,386;\n4) Authorize the City Manager, or designee, to execute the agreement and any\nextensions, subsequent changes, or amendments thereto on behalf of the City, subject\nto review and approval as to form by the City Attorney.

2. Amend the FY 2024-25 CIP Budget and Award of Contracts for Enterprise Resource\nPlanning (ERP) System Selection\nIt is recommended that the City Council take the following actions:\n1) Adopt the following resolution:\nRESOLUTION NO. 2024-202 - A RESOLUTION OF THE CITY COUNCIL OF THE\nCITY OF POMONA, CALIFORNIA, TO AMEND THE FY 2024-25 CAPITAL\nIMPROVEMENT PROGRAM (CIP) BUDGET BY APPROPRIATING $280,000 OF\nWATER FUND RESERVES, $120,000 OF SEWER FUND RESERVES, $105,000 OF\nCAPITAL IMPROVEMENT PROJECT FUND RESERVES, AND $290,616 OF ARP\nFUNDS ALLOCATED TO TECHNOLOGY UPGRADES TO “FINANCIAL\nSOFTWARE PROJECT”, PROJECT 428-2590-XXXXX-71048\n2) Award a Professional Services Agreements (PSA) to Workday, Cognizant Technology\nSolutions (“Cognizant”), and Can/Am Technologies (“CanAm”) for ERP system\nselection and implementation. The agreements are in amounts not-to-exceed the\nfollowing over a 10-year term:\na. Workday in the amount of $3,837,964;\nb. Cognizant in the amount of $2,872,885;\nc. Teller in the amount of $1,062,330;\n3) Authorize the City Manager to execute the agreement and any extensions or\namendments thereto on behalf of the City, and any memoranda of understanding with\nCity Departments necessary to effectuate the same, subject to review by the City\nAttorney.

A Resolution Approving the Recognized Obligation Payment Schedule (ROPS 25-26) for\nthe Period of July 1, 2025 through June 30, 2026, Approving the Administrative Budget for\nthe Same Period, and Authorizing the Transmittal of the ROPS and Administrative Budget\nto the Oversight Board for Approval\nIt is recommended that the Successor Agency to the Former Redevelopment Agency\nadopt the following resolution:\nSA RESOLUTION NO. 2024-01 - A RESOLUTION OF THE CITY COUNCIL, SITTING\nAS THE SUCCESSOR AGENCY TO THE REDEVELOPMENT AGENCY OF THE CITY\nOF POMONA, CALIFORNIA, APPROVING THE RECOGNIZED OBLIGATION\nPAYMENT SCHEDULE (ROPS 25-26) FOR THE PERIOD OF JULY 1, 2025 THROUGH\nJUNE 30, 2026, APPROVING THE ADMINISTRATIVE BUDGET FOR THE SAME\nPERIOD, AND AUTHORIZING THE TRANSMITTAL OF THE ROPS AND\nADMINISTRATIVE BUDGET TO THE OVERSIGHT BOARD FOR APPROVAL

Resolution to Amend the FY 2024-25 Capital Improvement Program (CIP) Budget by\nCreating a New Project, “Traffic Signal Improvements - Towne Avenue (Mission Boulevard\nto Philadelphia Street)”\nIt is recommended that the City Council adopt the following resolution:\nRESOLUTION NO. 2024-193 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY\nOF POMONA, CALIFORNIA, AMENDING THE FY 2024-25 CAPITAL IMPROVEMENT\nPROGRAM (CIP) BUDGET BY CREATING A NEW PROJECT, “TRAFFIC SIGNAL\nIMPROVEMENTS - TOWNE AVENUE (MISSION BOULEVARD TO PHILADELPHIA\nSTREET),” PROJECT NO. 428-2590-XXXXX-68596, AND APPROPRIATING $42,500\nOF TRAFFIC SIGNAL AND CONTROL DEVICE DEVELOPMENT IMPACT FEES TO\nTHE PROJECT

Resolution to Amend the Fiscal Year 2024-25 Capital Improvement Program (CIP) Budget\nby Appropriating $150,000 of Art in Public Places Funding to “Holt Avenue Corridor\nImprovements”\nIt is recommended that the City Council adopt the following resolution:\nRESOLUTION NO. 2024-197 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY\nOF POMONA, CALIFORNIA, AMENDING THE FISCAL YEAR 2024-25 CAPITAL\nIMPROVEMENT PROGRAM (CIP) BUDGET BY APPROPRIATING $150,000 OF ART\nIN PUBLIC PLACES FUNDING TO “HOLT AVENUE CORRIDOR IMPROVEMENTS,”\nPROJECT NO. 428-2590-XXXXX-68575

A Resolution to Amend the FY 2024-25 Capital Improvement Program (CIP) Budget for\n“Park Restroom Construction and Replacement,” Project No. 428-2590-XXXXX-71079\nand Award a Construction Contract\nIt is recommended that the City Council approve the following actions:\n1) Adopt the following resolution:\nRESOLUTION NO. 2024-200 - A RESOLUTION OF THE CITY COUNCIL OF THE\nCITY OF POMONA, CALIFORNIA TO AMEND THE FY 2024-25 CAPITAL\nIMPROVEMENT PROGRAM (CIP) BUDGET BY APPROPRIATING $1,349,671 OF\nAVAILABLE AMERICAN RESCUE PLAN (ARP) FUNDS AND $25,000 OF\nAVAILABLE CAPITAL IMPROVEMENT PROJECT FUND RESERVES TO “PARK\nRESTROOM CONSTRUCTION AND REPLACEMENT,” PROJECT NO.\n428-2590-XXXXX-71079\n2) Award a construction contract to the apparent low bid from ARC Construction, Inc. in\nthe amount of $3,276,373 for the “Park Restroom Construction and Replacement,”\nProject No. 428-2590-XXXXX-71079;\n3) Find that the project referenced above is categorically exempt from the California\nEnvironmental Quality Act (CEQA) pursuant to Section 15301(c) and that the\nproposed project will not have a significant effect on the environment; and\n4) Authorize the City Manager to execute the construction contract and any subsequent\nchange orders on behalf of the City, and any memoranda of understanding with City\ndepartments necessary to effectuate the same.

A Resolution to Amend the FY 2024-25 Capital Improvement Program (CIP) Budget for\n“Martin Luther King Jr. Park - Skate Park Expansion/Lights,” Project No.\n428-2590-XXXXX-71092 and Award a Construction Contract\nIt is recommended that the City Council approve the following actions:\n1) Adopt the following resolution:\nRESOLUTION NO. 2024-199 - A RESOLUTION OF THE CITY COUNCIL OF THE\nCITY OF POMONA, CALIFORNIA TO AMEND THE FY 2024-25\nCAPITAL IMPROVEMENT PROGRAM (CIP) BUDGET BY APPROPRIATING\n$100,000 OF CAPITAL IMPROVEMENT PROJECT FUND RESERVES TO “MARTIN\nLUTHER KING JR. PARK - SKATE PARK EXPANSION/LIGHTS,” PROJECT NO.\n428-2590-XXXXX-71092\n2) Award a construction contract to the apparent lowest bid from C.S. Legacy\nConstruction, Inc. for “Martin Luther King Jr. Park - Skate Park Expansion/Lights,”\nProject No. 428-2590-XXXXX-71092, to include all Base Bid A Items, plus Additive\nAlternate Items No. 2 & 3 in the total amount of $370,974;\n3) Find that the project referenced above is categorically exempt from the California\nEnvironmental Quality Act (CEQA) pursuant to Section 15301(c) and that the\nproposed project will not have a significant effect on the environment; and\n4) Authorize the City Manager to execute the construction contract and any subsequent\nchange orders on behalf of the City, and any memoranda of understanding with City\nDepartments necessary to effectuate the same.
