MAYOR/COUNCILMEMBER COMMUNICATIONS\nReports on conferences, seminars, and regional meetings attended by Mayor and City Council and announcements of\nupcoming events, and also items for future City Council consideration as requested by Mayor or Members of the City\nCouncil.\nAdditionally, this is the time for Mayor and City Council to disclose on the record any contributions per Charter Section\n1403. This section states “Prior to casting a vote on any contract, permit, or other matter requiring City Council\napproval where the applicant seeking approval is a person or business entity controlled by that person that has\ncontributed more than five hundred dollars ($500) within the previous twelve (12) months to a Councilmember’s City\nelection campaign committee, the Mayor or Councilmember receiving such contribution(s) shall disclose on the public\nrecord the receipt of said contribution(s).

1. Consideration of Monument Sign to Commemorate Manuel Castillejos Plaza\nIt is recommended that the City Council:\n1) Approve a monument sign “Manuel Castillejos Plaza” for placement at the corner of\nGarey Avenue and Second Street, at an estimated cost of $500 plus staff time for\ninstallation of a large boulder with mounted plaque; and\n2) Authorize the City Manager, or her designee, to execute any necessary documents to\nprocure the materials needed to construct the monument sign, and any subsequent\nchanges thereto on behalf of the City.

2. Resolution to Amend the FY 2024-25 CIP Budget by Creating a New Project, “Pomona\nEmerging Transportation Technologies (PETT),” Project No. 428-2590-XXXXX-68597\nIt is recommended that the City Council take the following actions:\n1) Adopt the following resolution:\nRESOLUTION NO. 2025-36 - A RESOLUTION OF THE CITY COUNCIL OF THE\nCITY OF POMONA, CALIFORNIA, AMENDING THE FY 2024-25 CAPITAL\nIMPROVEMENT PROGRAM (CIP) BUDGET BY CREATING A NEW PROJECT,\n“POMONA EMERGING TRANSPORTATION TECHNOLOGIES (PETT),” PROJECT\nNO. 428-2590-XXXXX-68597 AND ACCEPTING, INCREASING REVENUE\nESTIMATES, AND APPROPRIATING $10,621,872 OF FEDERAL HIGHWAY\nADMINISTRATION (FHWA) FISCAL YEAR 2023-2024 ADVANCED\nTRANSPORTATION TECHNOLOGY AND INNOVATION (ATTAIN) PROGRAM\nGRANT FUNDS TO THE PROJECT\n2) Authorize the City Manager, or her designee, to execute the agreement and other\ndocumentation requested for acceptance and implementation of the grant awards,\nsubject to approval as to form by the City Attorney.

3. Approval of Lot Merger LM9-2024 for the Property Located at 618-642 W. Fernleaf\nAvenue, Pomona, CA, Assessor Parcel Number 8343-006-007, Related to the Four Unit\nTownhome (Council District 2)\nIt is recommended that the City Council take the following actions:\n1) Adopt the following resolution:\nRESOLUTION NO. 2025-21 - A RESOLUTION OF THE CITY COUNCIL OF THE\nCITY OF POMONA, CALIFORNIA, APPROVING LOT MERGER LM9-2024 FOR\nTHE PROPERTY LOCATED AT 618-642 W. FERNLEAF AVENUE, ASSESSOR\nPARCEL NUMBER 8343-006-007\n2) Authorize the City Engineer to sign Lot Merger LM9-2024 on behalf of the City of\nPomona.

Finding of Public Benefit to the Community at Large-Recommended Expenditure(s) and\nRecap of Expended Funds\nIt is recommended that the City Council take the following actions:\n1) Approve the expenditure(s) recommended and make the finding that the community at\nlarge will receive a public benefit from the expenditure of funds for the recommended\nitem(s); and,\n2) Receive and file the recap of final amounts.

Adoption of Resolution Amending the FY 2024-25 Operating Budget to Appropriate\n$36,982 for Street Sweeping Signs and Update on Downtown Trash Enclosures\nIt is recommended that the City Council receive an update on the Street Sweeping\nProgram and Downtown Trash Enclosures and adopt the following:\nRESOLUTION NO. 2025-32 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY\nOF POMONA, CALIFORNIA, AMENDING THE FISCAL YEAR 2024-25 OPERATING\nBUDGET BY APPROPRIATING $36,982 FROM REFUSE ADMINISTRATION FUND\nRESERVES (FUND 145) TO CONTROLLABLE CONTRACTS (145-2520-52285-00000)\nFOR STREET SWEEPING SIGNS

6. Approving an Amendment to the Permanent Local Housing Allocation (PLHA) Plan for\nyears 2021, 2022, and Authorizing Submittal to the State Department of Housing and\nCommunity Development\nIt is recommended that the City Council take the following actions:\n1) Conduct a Public Hearing to receive comments on the amendments to the Permanent\nLocal Housing Allocation (PLHA) Plan for years 2021, 2022 and 2023;\n2) After receiving public comment and testimony, close the Public Hearing and adopt the\nfollowing resolution:\nRESOLUTION NO. 2025-15 - A RESOLUTION OF THE CITY COUNCIL OF THE\nCITY OF POMONA, CALIFORNIA, APPROVING THE AMENDMENT TO THE\nPERMANENT LOCAL HOUSING ALLOCATION (PLHA) PLAN FOR YEARS 2021,\n2022 AND 2023 AND AUTHORIZING SUBMITTAL TO THE STATE DEPARTMENT\nOF HOUSING AND COMMUNITY DEVELOPMENT\n4) Authorize the City Manager, or her designee, to execute the Standard Agreement any\nsubsequent amendments or modifications thereto, subject to approval as to form by\nthe City Attorney.
