Resolution to Amend the FY 2024-25 Capital Improvement Program (CIP) Budget by\nCreating a New Project, “Ted Greene Park Restroom Renovations”\nIt is recommended that the City Council approve the following resolution:\nRESOLUTION NO. 2025-42 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY\nOF POMONA, CALIFORNIA TO AMEND THE FY 2024-25 CAPITAL IMPROVEMENT\nPROGRAM (CIP) BUDGET BY CREATING A NEW PROJECT, “TED GREENE PARK\nRESTROOM RENOVATIONS,” PROJECT NO. 428-2590-XXXXX-71121 AND\nAPPROPRIATING $160,000 OF AVAILABLE CIP PROJECT FUND RESERVES\n(GENERAL FUND) TO THE PROJECT

Resolution Amending the FY 2024-25 Capital Improvement Program (CIP) Budget by\nAdding Additional Funding to “New Playground at Washington Park Baseball Fields”\nIt is recommended that the City Council adopt the following resolution:\nRESOLUTION NO. 2025-44 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY\nOF POMONA, CALIFORNIA, TO AMEND THE FY 2024-25 CAPITAL IMPROVEMENT\nPROGRAM (CIP) BUDGET BY UNAPPROPRIATING $20,000 OF DISTRICT 3 CIP\nCARRYOVER DISCRETIONARY FUNDS FROM “WASHINGTON PARK COMMUNITY\nCENTER REHABILITATION,” PROJECT NO. 428-2590-XXXXX-71095 AND\nAPPROPRIATING THIS FUNDING TO “NEW PLAYGROUND AT WASHINGTON PARK\nBASEBALL FIELDS,” PROJECT NO. 428-2590-XXXXX-71094

12. Approve the Purchase of Pickup Trucks and Utility Trucks for the Water Resources\nDepartment\nIt is recommended that the City Council take the following actions:\n1) Approve the purchase of seven (7) Ford Lightning pickup trucks in the amount of\n$506,520 from Transwest Truck Centers; and,\n2) Approve the purchase of one Ford F-250 utility truck, one Ford F-350 and one\nFord F-550 utility truck in the total amount of $270,646 from Ted Jones Ford, Inc.

Finding of Public Benefit to the Community at Large-Recommended Expenditure(s) and\nRecap of Expended Funds\nIt is recommended that the City Council take the following actions:\n1) Approve the expenditure(s) recommended and make the finding that the community at\nlarge will receive a public benefit from the expenditure of funds for the recommended\nitem(s); and,\n2) Receive and file the recap of final amounts.

Fiscal Year 2024-25 General Fund Mid-Year Budget Review\nIt is recommended that the City Council take the following actions:\n1) Adopt the following resolution:\nRESOLUTION NO. 2025-34 - A RESOLUTION OF THE CITY COUNCIL OF THE\nCITY OF POMONA, CALIFORNIA, AMENDING THE FISCAL YEAR 2024-25\nOPERATING BUDGET AND AMENDING THE FISCAL YEAR 2024-25 CAPITAL\nIMPROVEMENT PROGRAM (CIP) BUDGET\n2) Review the Fiscal Year (FY) 2024-25 General Fund Mid-Year Budget Report.

15. Introduction and First Reading of Ordinance No. 4357, Approving Zoning Code\nAmendment (CODE-001403-2024) Establishing New Sign Regulations in the Pomona\nZoning and Development Code Section 630 (“Signs”)\nIt is recommended that the City Council take the following actions:\n1) Conduct a public hearing and receive public testimony; and\n2) Introduce, waive further, and give first reading to the following ordinance:\nORDINANCE NO. 4357 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY\nOF POMONA, CALIFORNIA, APPROVING ZONING CODE AMENDMENT\n(CODE-001403-2024) AMENDING THE POMONA ZONING AND DEVELOPMENT\nCODE TO REMOVE THE CURRENT SIGN SECTION .1310 AND REPLACE WITH\nSECTION 630. (“SIGNS”)

2. Award of Contract to USI Insurance Services to Provide Employee Benefits Insurance\nBrokerage Services\nIt is recommended that the City Council take the following actions:\n1) Award a three-year contract with two (2), one-year extension options to USI Insurance\nServices to provide employee benefits insurance brokerage services;\n2) Authorize the City Manager to execute an agreement with USI Insurance Services on\nbehalf of the City, and any subsequent extensions or amendments, subject to approval\nas to form by the City Attorney; and\n3) Authorize the City Manager, or designee, to execute agreements with insurance and\nbenefit providers for benefits obtained through USI Insurance Services.

Resolution Authorizing David Taussig and Associates as the Engineer of Record for Fiscal\nYear 2025-26 and Ordering the Preparation of the 2025-26 Engineer’s Report for the\nConsolidated Citywide Street Lighting and Landscape Maintenance District\nIt is recommended that the City Council adopt the following resolution:\nRESOLUTION NO. 2025-29 - A RESOLUTION OF THE CITY COUNCIL OF POMONA,\nCALIFORNIA, AUTHORIZING DAVID TAUSSIG AND ASSOCIATES, INC., D/B/A/ DTA,\nAS THE ENGINEER OF RECORD FOR FISCAL YEAR 2025-26 AND ORDERING THE\nPREPARATION OF THE 2025-26 ENGINEER’S REPORT FOR THE CONSOLIDATED\nCITYWIDE STREET LIGHTING AND LANDSCAPE MAINTENANCE DISTRICT

4. Approve Amendment No. 1 to the Agreement with ENCO Engineering, Inc. for On-Call\nCitywide Plumbing Services in an Amount Not to Exceed $275,000 for a Three-Year Term\nIt is recommended that the City Council approve the following actions:\n1) Approve Amendment No. 1 to the Agreement with ENCO Engineering, Inc., (formerly\nE L Engineering) for On-Call Citywide Plumbing Services in an amount not to exceed\n$275,000 for a three-year term; and\n2) Authorize the City Manager to execute any documents necessary to complete the\nENCO Engineering, Inc., amendment and any subsequent change orders on behalf of\nthe City.

5. Award Contract to TKE Engineering Incorporated in the Amount of $409,550 for VPD\nParking Lot Renovations and ADA Compliance Design Consulting Services\nIt is recommended that the City Council take the following actions:\n1) Award a professional consulting services contract to TKE Engineering Incorporated for\n“VPD - Parking Lots Rehabilitation II,” Project No. 428-2590-XXXXX-71081 for\nprofessional design consulting services related to ADA Accessibility design to bring the\nVPD lots into current ADA compliance for a cost not to exceed $409,550; and\n2) Authorize the City Manager to execute the consulting contract and any subsequent\nchange orders on behalf of the City.

6. Award a Two-Year Contract to Axon Enterprise, Inc. for the Purchase of FususOne\nSoftware Management System and Establish Axon Enterprise, Inc. as the Sole Source\nProvider of Standard Police Equipment\nIt is recommended that the City Council take the following actions:\n1) Award a Two-Year purchasing contract to Axon Enterprise, Inc. for the FususOne\nSoftware Management for an aggregate amount not to exceed $200,000;\n2) Establish Fusus (Axon Enterprise, Inc) as the sole source provider of standard Police\nequipment for Fiscal Year 2024-25; and\n3) Authorize the City Manager, or designee, to execute any and all agreements on behalf\nof the City, subject to review and approval as to form by the City Attorney.

7. Resolution Amending the FY 2024-25 Operating Budget and Capital Improvement\nProgram (CIP) Budget by Appropriating $200,000 of Youth Commitment Funding to “Park\nImprovements - Sport Court Resurfacing and Restriping Citywide”\nIt is recommended that the City Council adopt the following resolution:\nRESOLUTION NO. 2025-40 - A RESOLUTION OF THE CITY COUNCIL OF THE\nCITY OF POMONA, CALIFORNIA, AMENDING THE FY 2024-25 OPERATING AND\nCAPITAL IMPROVEMENT PROGRAM (CIP) BUDGETS BY UNAPOPROPRIATING\n$200,000 OF GENERAL FUND YOUTH COMMITMENT FUNDING AND\nAPPROPRIATING THIS $200,000 OF GENERAL FUND YOUTH COMMITMENT\nFUNDING TO “PARK IMPROVEMENTS - SPORT COURT RESURFACING AND\nRESTRIPING CITYWIDE,” PROJECT NO. 428-2590-XXXXX-71069

8. Approve an Agreement with the Los Angeles County Fair Association for Law\nEnforcement Services for the 2025 Los Angeles County Fair\nIt is recommended that the City Council take the following actions:\n1) Adopt the following resolution:\nRESOLUTION NO. 2025-43 - A RESOLUTION OF THE CITY COUNCIL OF THE\nCITY OF POMONA, CALIFORNIA, AMENDING THE FY 2024-25 OPERATING\nBUDGET BY INCREASING REVENUE ESTIMATES BY $72,428 AND\nAPPROPRIATING $72,428 IN THE GENERAL FUND\n2) Approve an agreement with the Los Angeles County Fair Association for Law\nEnforcement Services for the 2025 Los Angeles County Fair in the amount of\n$836,717; and\n3) Authorize the City Manager, or designee, to execute any and all agreements on behalf\nof the City, in substantially the form submitted, subject to review and approval by the\nCity Attorney.

9. Adopt a Resolution to Amend the FY 2024-25 Operating Budget Correcting the Fund and\nAccount Code\nIt is recommended that the City Council adopt the following resolution:\nRESOLUTION NO. 2025-41 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY\nOF POMONA, CALIFORNIA AMENDING THE FY 2024-25 OPERATING BUDGET BY\nDECREASING STATE GRANT FUNDS AND INCREASING MEASURE H REVENUE\nESTIMATES AND APPROPRIATIONS IN THE AMOUNT OF $180,675
