This section states “Prior to casting a vote on any contract, permit, or other matter requiring City Council\napproval where the applicant seeking approval is a person or business entity controlled by that person that has\ncontributed more than five hundred dollars ($500) within the previous twelve (12) months to a Councilmember’s City\nelection campaign committee, the Mayor or Councilmember receiving such contribution(s) shall disclose on the public\nrecord the receipt of said contribution(s).

Authorize outside counsel to investigate and prosecute employer wage theft and\nauthorize applying to California Labor Commission grant\nIt is recommended that the City Council take the following actions:\n1) The City does not pursue the grant opportunity offered through the California Labor\nCommission for wage theft enforcement at this time, due to the significant staffing\nrequirements needed to carry out this program as well as unfunded financial\nobligations that fall outside the scope of the grant’s allowable expenses; or\n2) Adopt the following resolution:\nRESOLUTION NO. 2025-67 - A RESOLUTION OF THE COUNCIL OF THE CITY OF\nPOMONA, CALIFORNIA, TO HIRE AND AUTHORIZE OUTSIDE COUNSEL TO\nINVESTIGATE AND PROSECUTE EMPLOYER WAGE THEFT AND AUTHORIZE\nAPPLYING TO A CALIFORNIA LABOR COMMISSION GRANT

Approve the Draft Fiscal Year (FY) 2025-2026 Annual Action Plan with Preliminary\nFunding Recommendations\nIt is recommended that the City Council take the following actions:\n1) Adopt the following resolution:\nRESOLUTION NO. 2025-57 - A RESOLUTION OF THE CITY COUNCIL OF THE\nCITY OF POMONA, CALIFORNIA, APPROVING THE DRAFT FISCAL YEAR (FY)\n2025-2026 ANNUAL ACTION PLAN WITH PROPOSED FUNDING FOR\nCOMMUNITY DEVELOPMENT BLOCK GRANT (CDBG), HOME INVESTMENT\nPARTNERSHIPS (HOME), AND EMERGENCY SOLUTIONS GRANT (ESG)\nFEDERAL ENTITLEMENT PROGRAMS\n2) Approve the draft funding awards for the FY 2025-2026 Community Development\nBlock Grant and Emergency Solutions Grant Programs;\n3) Approve the funding recommendations for the FY 2025-2026 Home Investment\nPartnerships Program;\n4) Approve the inclusion of funding awards in the FY 2025-2026 Annual Action Plan.

Establishment of Underground Utility Districts 1 and 2 to enable SCE to Perform an\nUndergrounding Project\nIt is recommended that the City Council take the following actions:\n1) Conduct a Public Hearing to receive comments and testimony regarding the\nestablishment of Underground Utility District No. 1 along Lexington Avenue from Park\nAvenue to Garey Avenue; and\n2) After receiving public comment and testimony, close the Public Hearing and adopt the\nfollowing resolution:\nRESOLUTION NO. 2025-62 - A RESOLUTION OF THE CITY COUNCIL OF THE\nCITY OF POMONA, CALIFORNIA, ESTABLISHING AN UNDERGROUND UTILITY\nDISTRICT NO. 1\n3) Conduct a Public Hearing to receive comments and testimony regarding the\nestablishment of Underground Utility District 2 along Park Avenue from Franklin\nAvenue to Lexington Avenue; and\n4) After receiving public comment and testimony, close the Public Hearing and adopt the\nfollowing resolution:\nRESOLUTION NO. 2025-63 - A RESOLUTION OF THE CITY COUNCIL OF THE\nCITY OF POMONA, CALIFORNIA, ESTABLISHING AN UNDERGROUND UTILITY\nDISTRICT NO. 2

Commercial\nStreet, Pomona, CA, Assessor Parcel Number 8336-031-900, Related to the West Valley\nConnector Project (Council District 2)\nIt is recommended that the City Council take the following action:\n1) Adopt the following resolution:\nRESOLUTION NO. 2025-58 - A RESOLUTION OF THE CITY COUNCIL OF THE\nCITY OF POMONA, CALIFORNIA, APPROVING GRANT OF EASEMENT EC1-2025\nTO SOUTHERN CALIFORNIA EDISON FOR ELECTRICAL INFRASTRUCTURE\nINSTALLATION ON A PORTION OF CITY PROPERTY LOCATED AT 100 W.\nCOMMERCIAL STREET, ASSESSOR PARCEL NUMBER 8336-031-900\n2) Authorize the City Manager, or designee, to sign the Grant of Easement to SCE on\nbehalf of the City.

Approve an Agreement with Best Drilling & Pump, Inc. for Potable Water Well\nRehabilitation Services\nIt is recommended that the City Council take the following actions:\n1) Approve a maintenance service agreement with Best Drilling and Pump for potable\nwater well rehabilitation of Well 32 and Well 36; and\n2) Authorize the City Manager, or designee, to execute the maintenance services\nagreement on behalf of the City, and any amendments or related documents, subject\nto review by the City Attorney.

Award of bids to HASA, Inc. and to Waterline Technologies, Inc. for the Purchase of\nSodium Hypochlorite and Hydrochloric Acid\nIt is recommended that the City Council take the following actions:\n1) Award of bid to HASA, Inc. for the purchase of sodium hypochlorite and hydrochloric\nacid, at the bid prices bid, for a term of three-years, with a two-year extension option;\nand,\n2) Award of bid to Waterline Technologies Inc. for the purchase of sodium hypochlorite\nand hydrochloric acid, at the prices bid, for a term of three- years, with a two-year\nextension option.
