13.\nApprove Pomona Choice Energy Peak Demand Response Incentive Program\nIt is recommended that the City Council take the following actions:\n1) Approve Pomona Choice Energy Peak Demand Response Incentive Program; and\n2) Authorize the City Manager, or designee, the authority to negotiate and execute all\ncontracts and policies, if applicable, on behalf of the City, with City Attorney approval.

14.\nApprove the Purchase of Specialized Trucks, Utility Trucks, and Equipment for the Water\nResources Department\nIt is recommended that the City Council take the following actions:\n1) Approve the purchase of four (4) Ford Lightning pickup trucks in the amount of\n$292,963 from Transwest Truck Centers, piggyback price extended via City of Ontario\nawarded bid #1718;\n2) Approve the purchase of two Ford F350 utility trucks, one Ford F-550 Gate Valve\nUtility truck, and one Ford F-750 Dump truck in the amount of $659,776 from PB\nLoader, utilizing Sourcewell contract #96675;\n3) Approve the purchase of one Easement Machine in the amount of $116,458 from\nSewer Equipment, utilizing Sourcewell contract #12207-SCA; and,\n4) Approve the purchase of one Backhoe Loader in the amount of $160,163 from\nCoastline Equipment, utilizing Sourcewell contract #011723-JDC.

15.\nStaff Report - Utility Trucks\nAdopt a Resolution Accepting a Federal Environmental Protection Agency Grant and\nAmending the Design/Build Well 34 Groundwater Treatment Plant CIP Project Budget;\nand, award of a Design-Build contract to RC Foster\nIt is recommended that the City Council take the following actions:\n1) Adopt the following resolution:\nRESOLUTION NO. 2025-100 - A RESOLUTION OF THE CITY COUNCIL OF THE\nCITY OF POMONA, CALIFORNIA, ACCEPTING A FEDERAL ENVIRONMENTAL\nPROTECTION AGENCY (EPA) GRANT AND AMENDING FY 2025-26 CIP BUDGET\nBY INCREASING REVENUE ESTIMATES AND APPROPRIATIONS BY A TOTAL OF\n$1,600,000 OF U.S. EPA GRANT FUNDING AND APPROPRIATIONS BY $500,000\nFROM WATER FUND BALANCE TO THE “WATER TREATMENT - VOLATILE\nORGANIC COMPOUND TREATMENT PLANT”,\nPROJECT\nNO.\n528-2590-XXXXX-95087\n2) Approve entering into an agreement with RC Foster Corp. for design-build services for\nthe “Water Treatment - Volatile Organic Compound Treatment Plant”, Project No.\n528-2590-XXXXX-95087 in the amount of $4,091,377; and,\n3) Authorize the City Manager, or designee, to execute an agreement with RC Foster\nCorp. on behalf of the City and any subsequent documents or amendments, subject to\napproval as to form by the City Attorney.

16.\nRequest to Establish a Compassionate Fund to Assist Families Impacted by Federal\nImmigration Activities\nIt is recommended that the City Council take the following actions:\n1) Discuss establishment and City funding for a Compassionate Fund to assist families\nimpacted by Federal immigration enforcement activities; and,\n2) Direct staff to bring back an appropriation and/or a contribution from respective City\nCouncilmember’s discretionary Fiscal Year (FY) 2025-26 General Fund Budgets for\nfuture Council action to seed and support the establishment of a Compassionate\nFund; and,\n3) Direct staff to identify an organization to administer the Compassionate fund and\nrelated activities.

7.\nAdopt a Resolution to Accept Tri-City Mental Health Services Act Funding for Hope for\nHome Crisis Shelter Operations and Amend FY 25-26 Operating Budget to Include\nCarryover Funds\nIt is recommended that the City Council take the following actions:\n1) Adopt the following resolution:\nRESOLUTION NO. 2025-86 - A RESOLUTION OF THE CITY COUNCIL OF THE\nCITY OF POMONA, CALIFORNIA, AUTHORIZING THE ACCEPTANCE OF\n$1,943,625 IN MENTAL HEALTH SERVICES ACT FUNDING FROM TRI CITY\nMENTAL HEALTH CENTER TO OPERATE 71 CRISIS SHELTER BEDS AT THE\nHOPE FOR HOME HOMELESS SERVICES CENTER (H4H), CARRYING OVER\n$381,465 FROM FY 2024-25 TO FY 2025-26, AND INCREASING REVENUE\nESTIMATES AND APPROPRIATIONS BY THE SAME AMOUNT\n2) Approve the third amendment to the Tri-City Mental Health revenue/grant agreement.\n3) Authorize the City Manager to execute all agreements, amendments, and any other\ndocumentation requested for acceptance of the award, distribution of the funding and\noperation of the Hope for Home Crisis Housing Program, subject to approval as to\nform by the City Attorney.
