10.\nAward a Contract to Z&K Consultants for Construction Management and Labor\nCompliance Services for the Rehabilitation of 252 E. 4th Street, Pomona, CA\nIt is recommended that the City Council take the following actions:\n1) Approve an award of contract to Z&K Consultants for Construction Management and\nLabor Compliance Services for the rehabilitation of 252 E. 4th Street, Pomona, in the\nAmount of $177,092; and,\n2) Authorize the City Manager, or her designee, to execute the professional services\nagreement and any amendments thereto, subject to review by the City Attorney.

11.\nDiscussion Regarding Class 4 Bike Path Alternatives Along Arrow Highway and\nPedestrian Improvements along North Garey Avenue Related to Light Rail “A” Gold Line\nand First Last Mile Improvements\nIt is recommended that the City Council discuss and provide direction related to the\nfollowing improvements:\n1) Arrow Highway Two Direction Class 4 Separated Bike Lane Improvements (south side\nof street)\na. Alternative 1 - Southside bulb-outs around utility poles/impediments from\nLordsburg Court to Fair Avenue and full Class 4 bike lane in current parking lane from\nWhite Avenue east to Lordsburg Court and Fair Avenue to eastern City limits\ni. Preserve all parking between Lordsburg Court and Fair Avenue;\nii. Approve bulb-outs design concept (with easements, as necessary) along the\nsouth side of Arrow Highway with locations still to be determined; or\nb. Alternative 2 - Northside bulb-outs into street around utility poles/impediments from\nLordsburg Court to Fair Avenue and full Class 4 bike lane in current parking lane\nfrom White Avenue east to Lordsburg Court and Fair Avenue to eastern City limits\ni. Preserves most, but not all parking between Lordsburg Court and Fair Avenue;\nii. Approve bulb-outs design concept around utility poles (no easements required)\nalong the south side of Arrow Highway; or\nc. Alternative 3 - Full Class 4 Bike lane in parking lane from White Avenue to eastern\nCity limit\ni. Approve loss of all existing parking on the south side of Arrow Highway;\nii. Authorize use of parking lane along south side Arrow Highway. There is no\nbulb-out or easement design concept to approve for this alternative.\n2) Garey Avenue - Pedestrian Improvements from Arrow Highway to Bonita Avenue\na. Alternative 1 - Walkability Improvements: 6’ clear path around utility poles /\nimpediments in the existing sidewalks\ni. Approve wider sidewalk design concepts, with easements as needed; or\nb. Alternative 2 - No change to sidewalk width\ni. Sidewalk width remains the same on Garey Avenue, from Arrow Highway to\nBonita Avenue, resulting in narrower sidewalks.\n3) Consider the need for full-width repaving of Arrow Highway.

12.\nAward a Contract to LAZ Parking CA, LLC for City-Wide Street Sweeping Enforcement\nIt is recommended that the City Council take the following actions:\n1) Adopt the following resolution:\nRESOLUTION NO. 2025-116 - A RESOLUTION OF THE CITY COUNCIL OF THE\nCITY OF POMONA, CALIFORNIA, AMENDING THE FY 2025-26 OPERATING\nBUDGET BY INCREASING REVENUE ESTIMATES IN THE AMOUNT OF $800,000\nAND APPROPRIATIONS IN THE AMOUNT OF $436,061 FOR STREET SWEEPING\nENFORCEMENT CONTRACT\n2) Award a contract to LAZ Parking CA, LLC for city-wide street sweeping enforcement in\nthe amount of $1,337,065 for a three-year term from October 1, 2025, to September\n30, 2028; and two (2), one (1) year extensions.\n3) Authorize the City Manager to execute the street sweeping enforcement agreement\nand any amendments thereto, subject to review by the City Attorney.

13.\nDesignate a Voting Delegate and Alternate(s) for the 2025 League of California Cities\nAnnual Conference\nIt is recommended that the City Council take the following actions:\n1) Designate a voting delegate and voting alternate(s) for the 2025 League of California\nCities Annual Conference scheduled to take place on October 8-10, 2025; and\n2) Direct Staff to complete the Voting Delegate Form through the League of California\nCities online submission portal.

4.\nApprove a Sole Source Procurement with Grundfos CBS, Inc. for Pumping Equipment\nand Control Systems\nIt is recommended that the City Council take the following actions:\n1) Approve a sole source procurement with Grundfos CBS, Inc. for pumping equipment\nand control systems, for a five (5) year term; and,\n2) Authorize the City Manager to approve purchase agreements, and any extensions\nthereto, on behalf of the City.

5.\nCouncil Report - Approve Sole Source to Grundfos (Diggs Final 8.19.25)\nAuthorize Staff to Seek Planning Grant Opportunities for the Palm Lake Golf Course Site\nIt is recommended that the City Council authorize staff to partner with Trust for Public\nLand (TPL) to submit planning grant applications for reenvisioning recreational uses at\nPalm Lake Golf Course.

6.\nStaff Report\nAdopt a Resolution to Amend the Fiscal Year 2025-26 Operating Budget by Appropriating\n$58,000 from the General Fund Reserves and Establishing the Compassion Fund\nRegular Meeting Agenda\nSeptember 8, 2025\nIt is recommended that the City Council take the following actions:\n1) Adopt the following Resolution:\nRESOLUTION NO. 2025-109 - A RESOLUTION OF THE CITY OF POMONA,\nCALIFORNIA, AMENDING THE FISCAL YEAR 2025-26 OPERATING BUDGET BY\nAPPROPRIATING $58,000 FROM THE GENERAL FUND RESERVES AND\nESTABLISHING THE COMPASSION FUND\n2) Allow for the transfer in the amount of $62,000 from the Mayor and Council’s\nDiscretionary Fund to the Compassion Fund; and\n3) Authorize the City Manager, or her designee, to execute all required Funding\nAgreements and/or Memorandums of Understanding (MOUs) to facilitate the\nCompassion Fund program with the awarding agencies.

9.\nAdopt a Resolution Accepting Los Angeles County Measure A Funds for the Operation of\nthe City of Pomona Local Solutions Funded Programs\nIt is recommended that the City Council take the following actions:\n1) Adopt the following resolution:\nRESOLUTION NO. 2025-108 - A RESOLUTION OF THE CITY COUNCIL OF THE\nCITY OF POMONA, CALIFORNIA, AUTHORIZING THE ACCEPTANCE OF\n$1,142,491 IN MEASURE A FUNDS FOR THE LOCAL SOLUTIONS FUNDED\nPROGRAMS AND AMENDMENT OF THE FY 2025-2026 OPERATING BUDGET\n2) Authorize the City Manager to execute all agreements, amendments, and any other\ndocumentation requested for acceptance of the award, distribution of the funding and\noperation of the Local Solutions Fund and H4H Interim Housing Programs, subject to\napproval as to form by the City Attorney.
