2.\nAmendment to the FY 2025-26 Operating Budget Adjusting Revenue Estimates and\nAppropriations for the Housing Stabilization’s Budget\nIt is recommended that the City Council adopt the following resolution:\nRESOLUTION NO. 2025-111 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY\nOF POMONA, CALIFORNIA, AUTHORIZING THE AMENDMENT OF THE CITY\nOPERATING\nBUDGET\nBY\nAMENDING\nREVENUE\nESTIMATES\nAND\nAPPROPRIATIONS

3.\nAward of Professional Consultant Services Agreement for On-Call Plan Checking\nServices to Willdan Engineering\nIt is recommended that the City Council take the following actions:\n1) Award a contract to Willdan Engineering to provide professional on-call engineering\nplan check services for a not-to-exceed amount of $300,000 for an initial three (3) year\nterm beginning November 1, 2025, through October 31, 2028, with the option to renew\nfor up to two (2) additional one-year periods; and\n2) Authorize the City Manager or designee to execute a three (3) year agreement with\nWilldan Engineering, and any extensions or amendments thereto, subject to review by\nthe City Attorney.

4.\nApprove a New On-Call Master Consultant List for Planning and Environmental\nConsulting Services, to Support Ongoing Development Projects\nIt is recommended that the City Council take the following actions:\n1) Approve a new On-Call Master Consultant List for a term of up to five years to CASC\nEngineering and Consulting; Chambers Group, Inc.; CSG Consultants, Inc.; Dudek;\nEcoTierra Consulting, Inc.; Impact Sciences, Inc.; Interwest; Kimley-Horn and\nAssociates, Inc.; MIG; and Rincon Consultants, Inc., to provide essential on-call\nRegular Meeting Agenda\nSeptember 15, 2025\nservices to assist staff in the review of development projects, including environmental\nreviews and technical analysis; and\n2) Authorize the City Manager, or her designee, to enter into Master Agreements of up to\nfive years for planning and environmental consulting services with the recommended\nfirms on behalf of the City; and\n3) Extend the existing Master Agreements, which include Dudek, Willdan, CASC, Evans\nBrooks, First Carbon, EPD, Eco Tierra, Infrastructure, Impact Science, and Rincon, by\nan additional 16 days. This adjustment will establish a new expiration date of\nSeptember 30, 2025.

5.\nStaff Report\nApproval of Lot Merger LM11-2024 for the Property Located at 950-956 N. Gordon Street,\nPomona, CA, Assessor Parcel Number 8336-011-024, Related to the Construction of a\nnew 749 Sq Ft Attached ADU, (Council District 1)\nIt is recommended that the City Council take the following actions:\n1) Adopt the following Resolution:\nRESOLUTION NO. 2025-110 - A RESOLUTION OF THE CITY COUNCIL OF THE\nCITY OF POMONA, CALIFORNIA, APPROVING LOT MERGER LM11-2024 FOR\nTHE PROPERTY LOCATED AT 950-956 N. GORDON STREET, ASSESSOR\nPARCEL NUMBER 8336-011-024\n2) Authorize the City Engineer to sign Lot Merger LM11-2024 on behalf of the City of\nPomona.

6.\nAdoption of a Resolution Amending the Citywide Salary Schedule to Reflect a Four\nPercent (4%) Salary Increase for Full and Part-Time Classifications\nIt is recommended that the City Council adopt the following resolution:\nRESOLUTION NO. 2025-106 - A RESOLUTION OF THE CITY COUNCIL OF THE\nRegular Meeting Agenda\nSeptember 15, 2025\nCITY OF POMONA, CALIFORNIA, AMENDING THE CITYWIDE SALARY SCHEDULE\nFOR FISCAL YEAR 2025-26 TO MEET THE CALIFORNIA CODE OF REGULATIONS\nTITLE 2, SECTION 570.5 AND 571 TO IMPLEMENT A FOUR PERCENT (4%) SALARY\nINCREASE TO FULL AND PART-TIME CLASSIFICATIONS

7.\nReport Back on Fire Services Delivery Options\nIt is recommended that the City Council take the following actions:\n1) Receive and consider the presentation outlining three pathways for ensuring the\ncontinued provision of fire and EMS services for the City; and\n2) Authorize the formation of a Pomona City Council Ad Hoc Committee to further\nevaluate a regional collaboration for fire and EMS service with the City of La Verne\nwhich will report updates to their respective City Councils; and\n3) Direct Staff to initiate Phase 2, including a detailed financial analysis and modeling,\nevaluation of governance structures, coordination with LAFCO, resource deployment,\nassessment of resource deployment, and exploration of EMS system opportunities;\nand:\n4) Direct Staff and the Ad Hoc Committee to report back to the City Council no later than\nDecember 2025, with the results of Phase 2 and recommended next steps for the\nprovision of fire and EMS services.

8.\nPublic Hearing to Receive Comments on the Fiscal Year 2024-25 Consolidated Annual\nPerformance and Evaluation Report (CAPER)\nIt is recommended that the City Council take the following actions:\n1) Conduct a public hearing to receive comments for the Fiscal Year (FY) 2024-25\nConsolidated Annual Performance and Evaluation Report (CAPER) for Community\nDevelopment Block Grant (CDBG), Home Investment Partnerships (HOME) Program,\nand Emergency Solutions Grant (ESG) Funds;\nRegular Meeting Agenda\nSeptember 15, 2025\n2) Upon conclusion of the public hearing, direct staff to incorporate comments received\ninto the final FY 2024-25 CAPER; and\n3) Approve the FY 2024-25 CAPER for submission to the U.S. Department of Housing\nand Urban Development (HUD).
