10.\nApprove the Re-Appointment of One Police Oversight Commissioner Pursuant to Section\n806 of the Charter of the City of Pomona\nIt is recommended that the City Council approve the re-appointment of one (1)\ncommissioner, applicant Brian C. Brooks, to the Police Oversight Commission pursuant to\nSection 806 of the City Charter.

11.\nApproving Games Agreement with Los Angeles Organizing Committee for the Olympic\nand Paralympic Games 2028 d/b/a OCOG\nIt is recommended that the City Council approve the Games Agreement with the Los\nAngeles Organizing Committee for the Olympic and Paralympic Games 2028 (OCOG) to\nbe effective on the date of the last signature set forth in the Agreement by the Parties (for\nthe City, Mayor and City Manager, with City Attorney to Form and City Clerk to Attest) and\nremaining in effect until the earlier of (i) the date the OCOG ceases to exist; (ii) the date of\nthe express written agreement of each of the Parties hereto to terminate this Games\nAgreement, and (iii) the date this Agreement is terminated in accordance with Section 25\nof the Agreement.

Contract for Printing, Posting, Mailing, Electronic Bill\nRegular Meeting Agenda\nNovember 3, 2025\nPresentation and Payment Services for City Utility Bills\nIt is recommended that the City Council take the following actions:\n1) Approve the extension of services provided by InfoSend, Inc. of Anaheim, California,\nfor the printing, posting, mailing, and electronic bill presentment and payment services\nfor the City of Pomona’s utility bills for an additional term of one-year (1) year, with one\n(1), one-year (1) extension option, for the printing, posting, mailing and electronic bill\npresentment and payment services (EBPP) for the City of Pomona’s utility bills, at the\nprices bid, plus the actual cost of postage; and\n2) Authorize the City Manager, to execute an Amendment with InfoSend, Inc. for these\nservices and any authorized extensions, subject to review by the City Attorney.

3.\ninfo send staff report\nAdopt a Resolution Authorizing the City of Pomona Housing Authority (PHA) to accept Tri-City\nMental Health Services Act Funding for the Development of Affordable Housing, Totaling,\n$4,448,850\nIt is recommended that the City Council, sitting as the Governing Board of the City of Pomona\nHousing Authority, take the following actions:\n1) Adopt the following resolution:\nRESOLUTION NO. 2025-122 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF\nPOMONA, CALIFORNIA, SITTING AS THE GOVERNING BOARD OF THE CITY OF\nPOMONA HOUSING AUTHORITY APPROVING THE ACCEPTANCE OF A TRI CITY\nMENTAL HEALTH SERVICES ACT FUNDING, TO RECEIVE FUNDING TOTALING\n$4,448,850, AMENDING THE FY 2025-26 BUDGET BY AND APPROPRIATING FUNDS IN\nTHE SAME AMOUNT\n2) Authorize the Executive Director of the Housing Authority or her designee to execute the\ncontracts and other documentation requested for acceptance and implementation of the grant\naward.

4.\nApproval of the Public Highway At-Grade Crossing Agreement with Union Pacific Railroad\nCompany (UPRR) for San Antonio Avenue\nIt is recommended that the City Council authorize the City Manager or designee to\nexecute the Public Highway At-Grade Crossing Agreement with Union Pacific Railroad\nCompany for San Antonio Avenue, and any extensions or amendments thereto, subject\nRegular Meeting Agenda\nNovember 3, 2025\nto review by the City Attorney.

5.\nAgreement with Los Angeles County Metropolitan Transportation Authority to Provide\nProposition C Funding and Appropriate Funding to “Street Rehabilitation - Districts 2 and\n3,” Project No. 428-2590-XXXXX-67935\nIt is recommended that the City Council take the following actions:\n1) Enter into a Fulfillment Agreement of Proposition C Funds with Los Angeles County\nMetropolitan Transportation Authority (Metro) for the provision of $458,569 of\nProposition C funds to the City of Pomona; and\n2) Adopt the following resolution:\nRESOLUTION NO. 2025-127- A RESOLUTION OF THE CITY COUNCIL OF THE\nCITY OF POMONA, CALIFORNIA, AMENDING THE FY 2025-26 CAPITAL\nIMPROVEMENT PROGRAM (CIP) BUDGET BY INCREASING REVENUE\nESTIMATES AND APPROPRIATIONS BY A TOTAL OF $458,569 OF LOS\nANGELES\nCOUNTY\nMETROPOLITAN\nTRANSPORTATION\nAUTHORITY\nPROPOSITION C FUNDING AND APPROPRIATING THIS FUNDING TO “STREET\nREHABILITATION - DISTRICTS 2 AND 3,” PROJECT NO. 428-2590-XXXXX-67935\n3) Authorize the City Manager, or designee, to execute the agreement and any\nsubsequent documents or amendments, subject to approval by the City Attorney.

6.\nCalifornia Department of Housing and Community Development Annual Progress Report\nfor the 2024 Reporting Period\nIt is recommended that the City Council take the following actions:\n1) Receive and file the 2024 Annual Progress Report; and\n2) Direct staff to submit the report to California Department of Housing and Community\nDevelopment and the Governor’s Office of Planning and Research.

7.\nRegular Meeting Agenda\nNovember 3, 2025\nApprove Resolutions to Increase the Maximum Tow and Storage Rate Schedule for\nCity-Initiated Tows; and Provide Notice of Intent to Extend Non-Exclusive Towing\nFranchise Agreements for City-Initiated Tows and Set A Public Hearing to Introduce An\nOrdinance Approving the 3-Year Extensions of the Current Non-Exclusive Franchises\nIt is recommended that the City Council adopt the following resolutions:\nRESOLUTION NO. 2025-125 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY\nOF POMONA, CALIFORNIA, APPROVING THE MAXIMUM ALLOWABLE TOW AND\nSTORAGE RATE SCHEDULE FOR CITY-INITIATED TOWS\nRESOLUTION NO. 2025-126 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY\nOF POMONA, CALIFORNIA, DECLARING ITS INTENT TO EXTEND THE CURRENT\nNON-EXCLUSIVE TOWING FRANCHISES FOR CITY-INITIATED TOWS FOR A\nTHREE-YEAR TERM AND SETTING THE DATE FOR THE PUBLIC HEARING TO\nINTRODUCE AN ORDINANCE APPROVING THE EXTENSIONS OF THE CURRENT\nNON-EXCLUSIVE FRANCHISES

8.\nApproval of “Bike Path - San Jose Creek” Multi-Modal Project Concept\nIt is recommended that the City Council approve the “Bike Path - San Jose Creek,”\nProject No. 428-2590-XXXXX-58072 project concept.

9.\nApproving Funding of $75,000 to the Pomona Economic Opportunity Center (PEOC) in\naccordance with the Defined Disbursement Schedule\nIt is recommended that the City Council approve funding for the Pomona Economic\nOpportunity (the “PEOC”) for FY 2025-2026 in the amount of $75,000 to be disbursed in\nfour equal payments of $18,750 at the end of each quarter after receipt of the respective\nQuarterly Reports.
