1. Consideration and possible action to receive a report from Southern California\nEdison (SCE) regarding frequent power outages in the Grandview Estates\nneighborhood. (Bañales) (30 mins)\nRecommendation: 1) Receive a report from Southern California Edison\n(SCE) regarding the reason behind the ongoing power outages in the\nGrandview Estates neighborhood; and, 2) Request SCE return on June 6,\n2023 to present the City Council with a short-term and long-term action plan\nand timeline for correcting the power outage issue in the Grandview Estates\nneighborhood.\nAgenda Report

2. Consideration and possible action to review the proposed draft City Council\nGoals for FY2023-24. Consideration and possible action to reject all bids for construction of the\nRestroom Improvements at the Point Vicente Interpretive Center project.\n(O’Neill/Lo) (15 mins)\nRecommendation: 1) Find that MLC Constructor, Inc.’s bid for the Restroom\nImprovements at Point Vicente Interpretive Center Project is not responsive; 2)\nReject all bids for construction of the Restroom Improvements at the Point\nVicente Interpretive Center project; 3) Direct staff to re-evaluate the plans,\nspecifications, project conditions, and materials that may have caused bids to\nbe higher than the Engineer’s Estimate; 4) Approve Amendment No. 2 to the\nHouston Tyner professional services agreement extending the term to June\n30, 2024; and, 5) Direct staff to issue a new Notice Inviting Bids.\nAgenda Report
