J.\nConsider awarding a professional services agreement to Pipe Tec, Inc. for\ncondition assessment services for the Storm Drain Asset Management\nProgram. K.\nConsider continuing the emergency justification for work and emergency\ncontracting for the Greater Portuguese Bend-Ancient Altamira Landslide\nEmergency Project. (Copp)\nRecommendation: 1) Reconfirm, by a four-fifths vote, there is a need to\ncontinue the work on the Emergency Project declared by Council-adopted\nResolution No. 2024-20 on May 7, 2024, finding an emergency exists requiring\nimmediate action in the Greater Portuguese Bend-Ancient Altamira Landslide\nComplex (Landslide Complex) to seek to mitigate the movement of the\nlandslide; 2) Direct the City Clerk to confirm the same in the minutes of this\nCity Council meeting, via Minute Order, reflecting this action; 3) Approve\nAmendment No. 1 to the Public Works Agreement (PWA) with Clarke\nContracting Corporation (Clarke) for emergency on-call landslide stabilization\nconstruction services, storm drain repairs, sanitary sewer repairs and related\nwork, increasing the not-to-exceed amount for the initial one-year term by\n$1,000,000 from $1,500,000 to $2,500,000 while maintaining a 10%\ncontingency, for which the completed value of work under the amended\nAgreement will not exceed the project budget; and, 4) Authorize the Mayor to\nexecute PWA Amendment No.1 with Clarke in a form approved by the City\nAttorney.\nAgenda Report
