IN THE AMOUNT OF $619,000.00 (Parco)\nRECOMMENDATION:\n1) Approve the plans and specifications for the Fiscal Year 2024-25 Annual\nResidential Overlay Project; and\n2) Find that the Project is categorically exempt from the California\nEnvironmental Quality Act (CEQA), as a Class 1 Existing Facilities,\npursuant to CEQA Guidelines, Section 15301; and\n3) Award a Public Works Construction Contract to the lowest responsive,\nresponsible bidder Hardy & Harper, Inc. of Lake Forest, California, in the\namount of $619,000.00, and reject all other bids; and\n4) Authorize the Mayor to execute the proposed Public Works Construction\nContract.\nItem No. 5.6
