IN THE AMOUNT OF $987,000 (Parco)\nRECOMMENDATION:\n1)\nApprove the plans and specifications for the Santa Margarita Parkway\nPavement Rehabilitation Project; and\n2)\nFind that the Project is categorically exempt from the California\nEnvironmental Quality Act (CEQA), as a Class 1 Existing Facilities,\npursuant to CEQA Guidelines, Section 15301; and\n3)\nAward a Public Works Construction Contract to the lowest responsive,\nresponsible bidder Onyx Paving Company, Inc. of Yorba Linda,\nCalifornia, in the amount of $987,000, and reject all other bids; and\n4)\nAuthorize the Mayor to execute the proposed Public Works\nConstruction Contract.\nItem No. 5.3
