A. Second Public Hearing Pursuant to Government Code\nSection 34458 on Proposed Draft City Charter Over the last\nyear and a half, the City Council has been discussing\nbecoming a charter law city and placing the issue on the\nballot at the November 5, 2024, election. At its March 26,\n2024, meeting, the City Council directed that a draft charter\nbe set for public hearings pursuant to State law. This is the\nsecond public hearing required by State law on the draft\ncharter. The City’s first Public Hearing on the draft charter\nwas on May 28, 2024. After holding a second hearing on the\ndraft charter, the City Council at an upcoming meeting may\nvote to adopt a motion submitting the proposed charter to\nthe City’s voters. The City Council must wait 21 days after\nthe second Public Hearing before adopting this motion at a\nregular meeting, which would be on July 23, 2024. The\ndeadline to submit the charter to the County for inclusion on\nthe ballot for the November election is August 9, 2024.\nRecommendation: That the City Council take the following\nactions:\n1. Conduct the Public Hearing and take any public\ncomment.\n2. Discuss and provide any direction on the draft City\ncharter; and\n3. Vote on whether to schedule a Public Hearing on July 23,\n2024 to consider the adoption of the draft charter and\nplacing it on the ballot for the November 5, 2024,\nelection.\nStaff Report

On November 14, 2023, the City Council\nauthorized the City Manager to appoint Mr. Albert Leung as a\nRetired Annuitant to the position of City Engineer as\nauthorized per California Government Code Sections 7522.56\nand 21221(h). The recruitment is ongoing, but the position\nremains vacant. Third Amendment to Professional Services Agreement with\nTrio Community Meals an Elior Company for Senior Nutrition\nMeals Services On June 9, 2020, the City Council approved a\nthree-year agreement with Bateman Community Living, LLC,\nto provide meals for the Senior Nutrition Program was\nacquired by TRIO Community Meals. The 2nd amendment to\nthe agreement was approved on June 13, 2023. Staff is\nrequesting the City Council authorize the Third Amendment\nto include a one-year extension to the Agreement to provide\nthe Senior Nutrition Program services from July 1, 2024, to\nRecommendation: That the City Council authorize the City\nManager to execute the Third Amendment to the TRIO\nCommunity Meals for a one-year extension (July 1, 2024, to June\n30, 2025) to provide the Senior Nutrition Lunch program for a new\ntotal annual amount not-to-exceed $72,072.\nStaff Report

Adoption of Resolutions Approving the City of Rosemead’s\nFY 2024-25 Operating Budget, Capital Improvement Program\nBudget, Financial Policies, Establishing the FY 2024-25\nAppropriations Limit, Approving the Rosemead Housing\nDevelopment Corporation FY 2024-25 Annual Budget, and\nAmending the City of Rosemead’s FY 2023-24 Budget, and\nAmending the City of Rosemead’s Consolidated Salary\nSchedule The report provides a comprehensive overview of\nthe City’s financial strategy for the 2024-25 Fiscal Year. The\nFY 2024-25 Budget for all City operating expenditures is\n$41,771,600 and is divided into three operating fund types:\nthe General Fund, Special Revenue Funds, and Internal\nService Funds. The Capital Improvement Program budget is\n$7,649,267 and includes funding for two new projects,\nadditional funding for existing projects, and funding for four\nannual projects. G. Municipal Law Enforcement Services Agreement and Annual\nService Level Authorization with the Los Angeles County\nSheriff’s Department The City of Rosemead contracts with\nthe Los Angeles County Sheriff’s Department ("LASD") for\nlaw enforcement services. The Municipal Law Enforcement\nServices Agreement is a standardized 5-year agreement that\nallows LASD to provide law enforcement services to contract\ncities. Through the execution of the MLESA, services\nperformed and requested by the City are developed in\nconjunction with LASD and indicated on an Annual Service\nLevel Authorization Form ("SH-AD 575 Form"). The previous\nMLESA was approved in June 2019 and will expire June 30,\n2024. Each year, the City of Rosemead adopts a SH-AD 575\nForm, which provides a detailed breakdown of service levels\nand costs for each Fiscal Year ("FY"). On May 22, 2024, the\nCity was advised by LASD - Contract Law Enforcement\nBureau ("CLEB") that the annual rate renewal process\nresulted in the following increases, 3.44% for a Deputy\nSheriff Service Unit and 3.17% for a Sergeant. Additionally,\nthe liability surcharge will increase by 0.5% from 12% to\n12.5%. The finalized FY 2024-25 SH-AD 575 Form has not\nbeen provided yet; therefore, staff determined the estimated\nincrease based on the draft provided. Law enforcement\nservice levels are expected to remain the same with 22\nfunded positions and equipment purchases. The FY 2024-25\ncost is estimated to be $10,586,362.\nRecommendation: That the City Council authorize the City\nManager to execute the Municipal Law Enforcement Services\nAgreement; and approve the service level authorization for FY\n2024-25 and authorize and direct the City Manager to execute all\nnecessary documents with the Los Angeles County Sheriff's\nDepartment.\nStaff Report
