A. Continued Public Hearing on Planned Development 23-01 -\n7600 Graves Avenue On October 8, 2024, the City Council\nconducted a duly noticed public hearing on Planned\nDevelopment 23-01 (P-D 23-01), an application by Maryvale to\nlegalize and intensify land uses consisting of transitional and\nsupportive housing, mental health services, administrative\nservices, early education, daycare, religious and institutional\nuses, and open space and recreational uses to be offered at\n7600 Graves Avenue. Due to the overwhelming number of\nattendees and concerns with safety and decorum at the\nmeeting, the City Council continued the public hearing to the\nnext regularly scheduled City Council meeting to allow the\nCity to find a larger facility to accommodate the number of\nattendees. Since the distribution of the last City Council\nagenda, the City has received additional information\nregarding crime statistics for Maryvale from the Los Angeles\nCounty Sheriff’s Department. Details of the crime statistics\nare provided in the "Crime Summary" section of the report.\nRecommendation: That the City Council take the following\nactions:\n1. Conduct the continued public hearing and receive public\ntestimony; and\n2. B. The Mayor shall invite the person or entity that filed the\napplication to make a presentation. The applicant shall have\na reasonable amount of time to present evidence or\ntestimony relevant to any issue before the City Council. The\nCity Council, City Manager, or City Attorney may ask\nquestions of the applicant or any witness presented by the\napplicant.

C. After presentations by City staff and the applicant, if any, the\ncomments from members of the audience.

D. The Mayor will call on members of the public that submitted\na request to speak card. Each speaker will have 2 minutes to\naddress the City Council. Interpreters in Chinese,\nVietnamese, and Spanish are available if needed during\npublic comment and will be allotted addition time to\ntranslate.

E. In order to expedite matters and to avoid repetitious\ncomments, any group of people who wish to address the\nCouncil on the same subject matter, may also designate a\nspoke person for the group.

F. At the conclusion of the public comment portion, the Mayor\nwill close the public hearing and no more public comments\nwill be received.
