C.\nRequest to Add and Proclaim “California Mosquito Awareness Week” and\n“National Police Week” to the Approved List of Proclamations for Year\n2026 The San Gabriel Valley Mosquito and Vector Control District and the\nLos Angeles County Temple Sheriff’s Station have each requested that the\nCity Council issue proclamations in support of their respective causes.\nThe San Gabriel Valley Mosquito and Vector Control District is requesting\na proclamation declaring April 13–19, 2026, as “Mosquito Awareness\nWeek”, and the Los Angeles County Temple Sheriff’s Station is requesting\na proclamation declaring May 10–16, 2026, as “National Police Week”.\nRecommendation: That the City Council approve the requests to add the\n“California Mosquito Awareness Week”, April 13-19 and the “National Police\nWeek”, May 10-16 to the Approved Proclamations list for 2026 and schedule\nthe presentations to a subsequent City Council meeting.\nStaff Report

D.\nAccept Completed Improvements and Authorize the Filing of a Notice of\nCompletion for the City Hall Interior Renovations Project No. 31027 On\nNovember 12, 2024, the City Council awarded a construction contract to\nMLC Constructors, Inc. for the City Hall Interior Renovations Project. The\ntotal construction budget, including a 10% contingency, was\n$1,504,607.50. All construction improvements have been completed and\nhave been accepted by the City Staff. A notice of completion will be filed\nwith the Los Angeles County Recorder upon approval by the City Council.\nThe release of retention funds will take place upon the filing of the notice\nof completion.\nRecommendation: That the City Council take the following actions:\n1.\nAccept the completed improvements for the City Hall Interior\nRenovation Project No. 31027 as performed by MLC Constructors,\nInc.; and\n2.\nAuthorize the recordation of Notice of Completion with the Los\nAngeles County Recorder and the release of retention funds.\nStaff Report

E.\nSchedule a City Council Special Meeting for April 21, 2026, and Cancel the\nRegular Scheduled Meeting of April 28, 2026 On March 10, 2026, the City\nCouncil directed City staff to schedule a special meeting for Tuesday,\nApril 21 at 7:00 p.m. as part of the required second public hearing for the\nproposed charter item in lieu of the regularly scheduled meeting for April\n28, 2026.\nRecommendation: That the City Council schedule a special meeting for\nTuesday, April 21 at 7:00 p.m. to conduct the required second public hearing for\nthe proposed charter item, in lieu of the regularly scheduled meeting and cancel\nthe meeting of April 28, 2026.\nStaff Report

F.\nTermination of License Agreement with SiFi Networks Rosemead LLC On\nJanuary 10, 2023, the City entered into a License Agreement with SiFi\nNetworks Rosemead LLC ("SiFi") for the design, construction, and\noperation of a fiber optic network within the public right-of-way. Since\nexecution of the Agreement, SiFi has not met key contractual milestones,\nincluding submission of complete design plans and commencement of\nconstruction. Following multiple discussions and written\ncorrespondence, the City issued a formal Notice of Default. SiFi has not\ncured the identified deficiencies within the required timeframe and has\ninstead requested substantial extensions to the Agreement schedule.\nRecommendation: That the City Council take the following actions:\n1.\nFind that SiFi Networks Rosemead LLC is in material breach of the\nLicense Agreement dated January 10, 2023; and\n2.\nAuthorize the City Manager to terminate the Agreement pursuant to\nSection 8 of the Agreement.\nStaff Report

G.\nAward of Contract for Professional Information Technology Management\nServices The current Information Technology service contract will\nterminate on April 30th. Per the Rosemead Municipal Code section\n3.24.090, using alternative purchasing procedures, staff sourced two top-\nranking proposals from the year 2024 Request for Proposal, staff is\nrecommending the City Council authorize the City Manager to execute a\nProfessional Services Agreement with Acorn Technology Services for a 3-\nyear contract in the total amount of $550,463 from April 27, 2026 – April\n26, 2029, with an option for two one-year extensions.\nRecommendation: That the City Council authorize the City Manager to\nexecute a 3-year Professional Services Agreement in the total amount of\n$550,463 from April 27, 2026 – April 26, 2029, with Acorn Technology Services\nfor Information Technology Management Services, including an option to renew\nfor two one-year extensions.\nStaff Report
