D. Lead Free Homes LA Program - Memorandum of Understanding (MOU)\nBetween The City of Rosemead and Los Angeles County Development\nAuthority (LACDA) The City was contacted by LACDA to establish a\npartnership for implementation of their Lead-Free Homes LA Program.\nThe program provides free lead-paint hazard mitigation services to\neligible residential properties, with the goal of protecting children under\nsix and pregnant women from lead exposure and is managed countywide\nthrough program phases. The City was selected for inclusion into the 7th\nPhase targeting the San Gabriel Valley area, which started on June 1,\n2026, and ends on October 31, 2026. An MOU is required to allow LACDA\nstaff to process requests by City of Rosemead residents.\nRecommendation: That the City Council authorize the City Manager to\nexecute the MOU between LACDA and the City of Rosemead.\nStaff Report

E. Second Amendment to Professional Services Agreement Extension for\nTranstech Engineers, Inc. - Building and Safety Services On July 1, 2022,\nthe City Council approved a three-year Professional Services Agreement\nwith Transtech Engineers, Inc. for building and safety services, which\nincludes serving and protecting the public by ensuring that building\nconstruction complies with California Building Standards Code (Title 28,\nCalifornia Code of Regulations) as well as State safety laws, disabled\naccess, and City Ordinances. The terms of the agreement allow for two\none-year extensions, in which the first one-year extension was approved\non June 10, 2025. Staff is requesting that the City Council consider the\nlast one-year extension, effective July 1, 2026.\nRecommendation: That the City Council approve and authorize the City\nManager to execute the second amendment with Transtech Engineers, Inc. and\nauthorize the last one-year extension and the increase in hourly compensation\nin accordance with the CPI-U.\nStaff Report

Adopt Resolution No. 2026-27, Approving SB1 (Beall) Project List for\nFiscal Year 2026-27 Under the Road Repair and Accountability Act of 2017\nSenate Bill (SB) 1, known as the Road Repair and Accountability Act of\n2017, provides the City of Rosemead with funding for essential road\nmaintenance, rehabilitation, and critical safety improvements. For Fiscal\nYear 2026–27, the City is projected to receive approximately $1,433,482 in\nSB1 funds. To secure this funding, the City must adopt a list of proposed\nprojects by resolution and submit it to the California Transportation\nCommission by July 1, 2026.\nRecommendation: That the City Council adopt Resolution No. 2026-27,\nentitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF\nROSEMEAD, CALIFORNIA, APPROVING A LIST OF PROJECTS FOR FISCAL\nYEAR 2026-27 FUNDED BY SB 1: THE ROAD REPAIR AND\nACCOUNTABILITY ACT OF 2017\nStaff Report

A. Implementation of Senate Bill 707 Requirements and Adoption of\nResolution No. 2026-33, A Disruption of Telephonic or Internet Service\nPolicy Required Under Government Code Section 54953.4 Senate Bill 707\n(SB 707) significantly amends the Ralph M. Brown Act by establishing\nnew statewide requirements related to teleconferencing, public\nparticipation, language access, and accessibility accommodations for\ncertain local legislative bodies, called "eligible legislative bodies."\nImplementation of SB 707 relating to public access, translation of\nagendas, and accessibility requirements become operative on July 1,\n2026. Adoption of Resolutions Approving the City of Rosemead’s FY 2026-27\nOperating Budget, Capital Improvement Program Budget, Establishing the\nFY 2026-27 Appropriations Limit, Approving the Rosemead Housing\nDevelopment Corporation FY 2026-27 Annual Budget The City Council will\nconsider the adoption of the City’s Fiscal Year (FY) 2026-27 Operating and\nCapital Improvement Budget, which provides for total appropriations of\n$54,176,000. The General Fund operating budget of $34,615,500. The\nCapital Improvement Program budget is $7,965,250 and includes funding\nfor three new projects, additional funding for existing projects, and\nfunding for annual projects.
