CONSIDERATION OF APPROVAL OF THE FOLLOWING GENERAL MUNICIPAL\nELECTION RELATED RESOLUTIONS FOR THE GENERAL MUNICIPAL ELECTION\nTO BE HELD ON NOVEMBER 5, 2024; AND\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH PASADENA,\nCALIFORNIA, CALLING AND GIVING NOTICE OF THE HOLDING OF A GENERAL\nMUNICIPAL ELECTION TO BE HELD ON TUESDAY, NOVEMBER 5, 2024, FOR THE\nELECTION OF CERTAIN OFFICERS AND THE SUBMISSION OF A BALLOT\nMEASURE OR MEASURES TO THE VOTERS, AS REQUIRED BY THE PROVISIONS\nOF THE LAWS OF THE STATE OF CALIFORNIA RELATING TO GENERAL LAW\nCITIES; AND\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH PASADENA,\nCALIFORNIA, REQUESTING THE BOARD OF SUPERVISORS OF THE COUNTY OF\nLOS ANGELES TO RENDER SPECIFIED SERVICES TO THE CITY RELATING TO\nTHE CONDUCT OF A GENERAL MUNICIPAL ELECTION TO BE HELD ON\nTUESDAY, NOVEMBER 5, 2024; AND\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH PASADENA,\nCALIFORNIA, ADOPTING REGULATIONS FOR CANDIDATES FOR ELECTIVE\nOFFICE PERTAINING TO CANDIDATE’S STATEMENTS SUBMITTED TO THE\nVOTERS AT AN ELECTION TO BE HELD ON TUESDAY, NOVEMBER 5, 2024\nRecommendation\nIt is recommended that the City Council adopt the following resolutions related to the\nNovember 5, 2024, General Municipal Election:\n1. Resolution Calling and Giving Notice of the holding of a General Municipal Election,\nTuesday, November 5, 2024, for the election of certain officers; and\n2. Resolution Requesting Consolidation of Election with the Board of Supervisors of\nthe County of Los Angeles; and\n3. Resolution Adopting Regulations for Candidates for Elective Office pertaining to\nCandidate’s Statements submitted to the voters.

12. CONSIDERATION OF AN APPROVAL OF A THREE-YEAR CONTRACT SERVICES\nAGREEMENT WITH ALL CITY MANAGEMENT SERVICES, INC. FOR CROSSING\nGUARD SERVICES IN THE AMOUNT NOT-TO-EXCEED $317,995.20 FOR FISCAL\nYEAR 2024-2025, $333,876.60 FOR FISCAL YEAR 2025-2026, AND $350,400.60 FOR\nFISCAL YEAR 2026-2027\nRecommendation\nIt is recommended that the City Council:\n1. Approve the proposed three-year Contract Services Agreement with All City\nManagement Services, Inc. for crossing guard services in an amount not-to exceed\n$317,995.20 for Fiscal Year 2024-2025 with a 5% contract escalator for subsequent\ncontract term (Fiscal Years: 2025-26, 2026-27); and\n2. Approve the transfer of $15,881 from General Fund reserves to Account No. 101-\n4010-4011-8180 (Contract Services) to fund crossing guard services for FY 2025-\n2026 for a total of $333,876.60; and\n4\n3. Approve the transfer of $16,624 from General Fund reserves to Account No. 101-\n4010-4011-8180 (Contract Services) to fund crossing guard services for FY 2026-\n2027 for a total of $350,400.60.

13. CONSIDERATION OF THE AWARD OF A SOLE SOURCE PURCHASE WITH\nMOTOROLA SOLUTIONS INC. FOR MOTOROLA APX 8000, APX 6000 AND APX\n8500 ALL BAND MOBILE RADIOS IN AN AMOUNT NOT-TO-EXCEED $562,964.72\nRecommendation\nIt is recommended that the City Council:\n1. Authorize the purchase of forty (40) Motorola APX 8000 All Band Handheld Radios\nin the amount of $395,079.60; and\n2. Authorize the purchase of ten (10) Motorola APX 6000 Single Band Portable Radios\nin the amount of $69,569.90; and\n3. Authorize the purchase of five (5) Motorola APX 8500 All Band Mobile (Vehicle)\nRadios in the amount of $46,965.30; and\n4. Waive bidding requirements and authorize a single source purchase pursuant to\nSouth Pasadena Municipal Code (SPMC) Section 2.99-29(19).

CONSIDERATION OF APPROVING A MEMORANDUM OF AGREEMENT WITH THE\nSAN GABRIEL VALLEY COUNCIL OF GOVERNMENTS RELATED TO MUNICIPAL\nSEPERATE STORM SEWER (MS4) PERMIT COMPLIANCE FOR THE UPPER LOS\nANGELES RIVER (ULAR) WATERSHED MANAGEMENT GROUP (WMG) FOR THE\nPAYMENT OF ADDITIONAL COSTS IN THE AMOUNT OF $9,126.20\nRecommendation\nIt is recommended that the City Council consider approving a Memorandum of Agreement\nwith the San Gabriel Valley Council of Governments (SGVCOG) to pay the City's portion\nof $9,126.20 in cost exceedances over the original ULAR WMG cost-sharing contract\namount of $37,585 for the Fiscal Years (FY) 2018-2019 through 2022-2023.\nPUBLIC HEARING

CONSIDERATION OF AN APPEAL OF CITY STAFF’S FEBRUARY 15, 2024\nINCOMPLETENESS DETERMINATION, PURSUANT TO CALIFORNIA GOVERNMENT\nCODE SECTION 65943(C), FOR A PROJECT PROPOSING THE CONSTRUCTION OF\nA 6-UNIT TOWNHOME DEVELOPMENT FOR A VACANT PROPERTY ON CAMINO\nDEL CIELO (ASSESSOR’S PARCEL NUMBER: 5311-009-057) AND\nCONSIDERATION OF A RESOLUTION REGARDING THE SAME. THE SUBJECT\nPROPERTY HAS A GENERAL PLAN LAND USE DESIGNATION OF VERY LOW\nINTENSITY NEIGHBORHOOD AND IS ZONED ALTOS DE MONTEREY RESIDENTIAL\n(AM)\nRecommendation\nIt is recommended that the City Council hold an appeal hearing, consider evidence,\nreceive public testimony on the project, and then:\n1. CONSIDERATION OF PROVIDING DIRECTION AND ACTION ON THE RESIDENTIAL\nSLOW STREETS BIKE LANE INSTALLATIONS ALONG GRAND AVENUE AND\nHERMOSA STREET\nRecommendation\nIt is recommended that the City Council consider providing direction on the following for\nthe Residential Slow Streets Program components:\n1. On Grand Avenue, maintaining or removing the painted Class II Bike Lanes; and\n2. On Hermosa Street, maintaining or removing the uphill bicycle climbing lane and\nnewly established red curb on Hermosa Street.

Proposition A, in the amount of $325,000 for Electric Transit Buses/Vans and\nCharging Systems Project; and\n2. Proposition A, in the amount of $324,573 for a South Pasadena Arterial Traffic\nSignal Improvements and Prioritization Project; and\n3. Proposition C, in the amount of $273,535 for Street Repair Project(s) per the\nPavement Management System; and\n4. Measure M, in the amount of $187,474 for Street Repairs Project(s) per the\nPavement Management System.
