CONSIDER INTRODUCTION OF AN ORDINANCE OF THE CITY OF SOUTH\nPASADENA AMENDING CHAPTER 36 OF THE SOUTH PASADENA MUNICIPAL\nCODE ELIMINATING THE DESIGN REVIEW BOARD, REALLOCATING DESIGN\nREVIEW AUTHORITY, AND MAKING RELATED AMENDMENTS FOR\nCONSISTENCY; AMENDING VARIOUS SECTIONS OF THE ZONING CODE FOR\nCONSISTENCY WITH STATE LAW, INCLUDING PROVISIONS RELATED TO\nACCESSORY DWELLING UNITS; AMENDING SECTIONS RELATED TO CODE\nADMINISTRATION, NOTICING AND PROCESS; AMENDING THE SIGN ORDINANCE;\nUPDATING DEVELOPMENT STANDARDS, AND RESOLVING INCONSISTENCIES\nTHROUGHOUT CHAPTER 36\nRecommendation\nIt is recommended that the City Council introduce the ordinance by title only and waive\nfull reading of the ordinance amending Chapter 36 (Zoning) of the South Pasadena\nMunicipal Code eliminating the design review board, streamlining the City's design review\nprocess and making other related amendments for consistency with State laws and the\nCity’s housing element.

(DBA ATHENS SERVICES) FOR COMPLIANCE WITH SENATE\nBILL 1383\nRecommendation\nIt is recommended that the City Council direct staff to draft a contract amendment with\nAthens Services for compliance with Senate Bill 1383, which if approved by the City\nCouncil at a later date, will add a third waste stream/blue container for recyclables for all\nsolid waste customers.

CONSIDERATION OF AN UNCODIFIED ORDINANCE OF THE CITY COUNCIL OF\nTHE CITY OF SOUTH PASADENA, CALIFORNIA, TO TEMPORARILY ADD THE\nREMAINING MEMBERS OF THE DESIGN REVIEW BOARD TO SERVE ON THE\nPLANNING COMMISSION UNTIL DECEMBER 31, 2025\nRecommendation\nIt is recommended that the City Council introduce the ordinance by title only and waive\nfull reading of the uncodified ordinance to temporarily add the remaining members of the\nDesign Review Board to serve on the Planning Commission until December 31, 2025.

IN\nTHE AMOUNT OF $112,260 FOR ELECTRICAL AND ENERGY DESIGN\nENGINEERING SERVICES RELATED TO THE INSTALLATION OF A LEVEL 3\nELECTRIC VEHICLE CHARGER IN THE SOUTH PASADENA POLICE DEPARTMENT\nPARKING LOT\nRecommendation\nIt is recommended that the City Council approve the proposed Task Order under a\nMaster On-Call Professional Services Agreement with Pacifica Services, in the final form\napproved by the City Attorney, to provide electrical and energy design services related to\nthe City Hall / Civic Center Electric Vehicle (EV) Charging System Project and the design\nof a Level 3 EV charger installation, in the amount of $112,260.

CONSIDERATION OF APPROVAL OF AN AMENDMENT TO A PROFESSIONAL\nSERVICES AGREEMENT WITH CHAWKINS COMMUNICATIONS CONSULTING, INC.\nFOR ELECTRIFICATION PROJECT COORDINATION AND STAKEHOLDER\nMANAGEMENT SERVICES FOR AN ADDITIONAL AMENDED COST OF $31,375,\nAND A TOTAL CONTRACT VALUE OF $85,000\nRecommendation\nIt is recommended that the City Council consider approval of an amendment of an\nexisting Professional Services Agreement with Chawkins Communications Consulting,\nInc. to provide project coordination and stakeholder management services to support the\nCity's electrification projects in the Capital Improvement Program (CIP) with an additional\namended cost of $31,375, a 60% increase to the total contract, and a total contract value\nof $85,000.\n3
