CONSIDERATION OF SECOND READING AND ADOPTION OF AN ORDINANCE OF\nTHE CITY OF SOUTH PASADENA ADDING ARTICLE 3.5 (FILMING) TO CHAPTER\n19A (NOISE REGULATION) OF THE SOUTH PASADENA MUNICIPAL CODE\nREGARDING HOURS OF FILMING AND PROHIBITED NOISE\nRecommendation\nIt is recommended that the City Council conduct adopt the proposed ordinance adding\nArticle 3.5 (Filming) to Chapter 19A (Noise Regulation) regarding the hours of filming and\nprohibited noise.

13. CONSIDERATION OF ADOPTION OF A RESOLUTION CLARIFYING AND AMENDING\nTHE MANAGEMENT BENEFITS SET FORTH IN RESOLUTION 7941 FOR THE\nPOSITION OF DIVISION FIRE CHIEF\nRecommendation\nIt is recommended that the City Council adopt a resolution clarifying and amending the\nUnrepresented Management Benefits set forth in Resolution 7941 for the position of Fire\nDivision Chief related to the application of Special Arrangement Hours and leave accrual\nrates.

14. CONSIDERATION OF APPROVAL OF THE FOURTH AMENDMENT TO THE\nAGREEMENT WITH CALIFORNIA METRO PATROL FOR SECURITY GUARD\nSERVICES AT THE LIBRARY FOR AN ADDITIONAL NOT TO EXCEED AMOUNT OF\n$119,000 AND TO EXTEND THE TERM TO FEBRUARY 28, 2026\nRecommendation\nIt is recommended that the City Council consider approving the fourth amendment to the\nagreement with California Metro Patrol for security guard services at the Library for an\nadditional amount of $119,000, bringing the aggregate total to $337,196.60, and extend\nthe agreement term to February 28, 2026.\nACTION/DISCUSSION

15. CONSIDERATION TO APPROVE PERMANENT LOCAL HOUSING ALLOCATION\nPILOT RENTAL ASSISTANCE PROGRAM GUIDELINES\nRecommendation\nIt is recommended that the City Council:\n1. Consider and approve guidelines for the Permanent Local Housing Allocation\n(PLHA) Pilot Rental Assistance Program; and\n2. Authorize staff to implement the PLHA Pilot Rental Assistance Program in\naccordance with the approved guidelines.

16. CONSIDERATION OF SUBMITTAL AND REVIEW OF THE SOUTH PASADENA\nPOLICE DEPARTMENT’S MILITARY EQUIPMENT USE REPORT FOR JUNE 2024SEPTEMBER 2025\nRecommendation\nIt is recommended that the City Council receive and review the Military Equipment Use\nReport.
