Find the Camino Mira Costa Median Island, CIP Project No. 15323,\ncategorically exempt from the California Environmental Quality Act\n(CEQA) under Class 1 (Existing Facilities, 14 CCR section 15301) of the\nState CEQA Guidelines.\n2. Approve the modified design as illustrated in Attachment 4 of the\nAdministrative Report, dated October 21, 2025 and on file with the City\nClerk, as follows:\na. Pedestrian refuge island in the painted median on Camino Mira Costa.\nb. 11K. CONSIDERATION OF A RESOLUTION APPROVING FINAL PARCEL MAP\n2025-109, 214 WEST MARIPOSA DUPLEX CONDOMINIUM SUBDIVISION\nStaff Recommendation\nAdopt Resolution No. 25-155, which will:\n1. Approve the Final Parcel Map 2025-109 as it conforms to the\nrequirements set forth in the Subdivision Map Act and the previously\napproved Tentative Parcel Map.\n2. Accept on behalf of the City of San Clemente the water rights as\ndedicated.\n3. Authorize and direct the Public Works Director/City Engineer to execute\nthe Final Parcel Map.\n4. Authorize and direct the City Clerk to execute and submit the Final Parcel\nMap for recordation with the County of Orange Recorder’s Office.

11L.\nCONSIDERATION OF A RESOLUTION APPROVING AN EASEMENT FOR\nRIGHT OF WAY, CONSTRUCTION, AND MAINTENANCE FOR THE\nRESERVOIR NO. 5 SITE FROM RANCHO SAN CLEMENTE COMMUNITY\nASSOCIATION, AUTHORIZING THE CITY MANAGER TO NEGOTIATE,\nFINALIZE AND EXECUTE THE EASEMENT, ACCEPTING THE EASEMENT\nRIGHTS AS DEDICATED AND FINDING THE ACTIONS CATEGORICALLY\nEXEMPT UNDER THE CALIFORNIA ENVIRONMENTAL QUALITY ACT\nStaff Recommendation\nAdopt Resolution No. 25-166, which will:\n1. Find the actions categorically exempt from the California Environmental\nQuality Act (CEQA) under Class 1 of the state CEQA Guidelines Section\n15301 (14 CCR Section 15301, Existing Facilities).\n2. Approve, and authorize the City Manager to negotiate, finalize and\nexecute an easement (D-543) for the Reservoir 5 site with Rancho San\nClemente Community Association similar to the Easement Deed shown in\nAttachment 2 of the administrative Report dated October 21, 2025 and on\nfile with the City Clerk, with any revisions necessary and advisable in\nconsultation with the City Attorney.\n3. 8A.\nDE NOVO APPEAL HEARING OF PUBLIC HEARING PROJECT (PHP)\n25-323, HANSON HOTEL, A REQUEST TO CONSTRUCT A 61-ROOM\nBOUTIQUE HOTEL WITH ROOFTOP\nRESTAURANT, CAFÉS,\nSUBTERRANEAN PARKING, AND RELATED IMPROVEMENTS, AND\nFINDING THE PROJECT CATEGORICALLY EXEMPT FROM THE\nCALIFORNIA ENVIRONMENTAL QUALITY ACT\nDe Novo Public Hearing to consider a development request for the Hanson\nHotel, Public Hearing Project (PHP) 25-323, which was approved by the\nPlanning Commission on August 20, 2025, and subsequently appealed to\nthe City Council by a member of the public. The Project includes the\ndevelopment of a three-story, 61 room hotel, with a third-floor rooftop\nrestaurant and bar, two cafes, pool with a bar and restaurant, and a two-level\nsubterranean parking structure with site improvements including walls,\nhardscape, landscaping, pedestrian improvements, improvements in the City\nright-of-way, outdoor seating for the restaurants and cafes, amplified music,\nand full range alcohol service (Type 47 License). The Project is located on a\nvacant lot at 1801 N. El Camino Real, which is within North Beach/North El\nCamino Real Focus Area and Gateway in the Mixed Use 1 (MU1) zoning\ndesignation. The site is also within the Central Business (CB) District,\nArchitectural (A) Overlay, and Coastal Overlay (MU1-A-CB-CZ).\nStaff Recommendation\nContinue the public hearing, to a date uncertain, to consider the appeal of\nPublic Hearing Project (PHP) 25-323, Hanson Hotel, to allow staff the time to\ncomplete the environmental analysis necessary to fully respond to the issues\nraised in the appeal.

Find that the changes and modifications to the 2025 Editions of the\nCalifornia Building, Plumbing, Mechanical, Electrical, Residential,\nWildland-Urban Interface Code, Existing Building, and Fire Codes are\nreasonably necessary due to local climatic, geological, or topographical\nconditions in San Clemente. Other amendments are of an administrative\nor procedural nature and concern themselves with subjects that are not\ncovered by the Code or are reasonably necessary to safeguard life and\nproperty within the City of San Clemente. Adoption of these codes as\namended will implement the latest codes in the City, and complies with\ncurrent State law and Repeals Ordinance No.1738.\n3. Set a Public Hearing for November 4, 2025, to consider the adoption of\nOrdinance No. 1796, and direct staff to advertise the Public Hearing as\nrequired by State law.
