Find the Calle Real Pump Station Rehabilitation, CIP Project No. 19516,\ncategorically exempt from the California Environmental Quality Act\n(CEQA) under Class 2 of the State CEQA Guidelines, Section 15302.\n2. Award the Calle Real Pump Station Rehabilitation, construction contract to\nRE Chaffee Construction, Inc. as the lowest responsible and responsive\nbidder.\n3. Approve, and authorize the City Manager to execute, Contract No. C2555, by and between the City of San Clemente and RE Chaffee\nConstruction, Inc., providing for the Calle Real Pump Station\nRehabilitation, in the amount of not to exceed $2,528,600, in a form\nsubstantially similar to Contract No. C25-55 (Attachment 1).

11G. \nCONTRACT AWARD - HAZARDOUS WASTE RESPONSE, CLEANUP,\nREMOVAL AND DISPOSAL ENVIRONMENTAL ON-CALL SERVICES, AND\nFINDING THE ACTIONS CATEGORICALLY EXEMPT UNDER THE\nCALIFORNIA ENVIRONMENTAL QUALITY ACT\nStaff Recommendation\nAdopt Resolution No. 25-171, which will:\n1. Award a three-year General Services Agreement to Ocean Blue\nEnvironmental Services, Inc. for Hazardous Waste Response, Cleanup,\nRemoval and Disposal Environmental On-Call Services for a total amount\nnot to exceed $120,000 during the first three years, plus two additional\none-year options.\n2. Approve, and authorize the City Manager to execute, Contract No. C2556, by and between the City of San Clemente and Ocean Blue\nEnvironmental Services, Inc., providing for Hazardous Waste Response,\nCleanup, Removal and Disposal Environmental On-Call Services, in an\namount no to exceed $120,000 for the first three years, with two additional\none-year options.\n3. Authorize the City Manager to administratively approve up to two,\none-year extensions to the Agreement that do not exceed the City Council\napproved budgeted amounts for each fiscal year.\n4. 11H. \nCONTRACT AWARD - AUTOMATED LICENSE PLATE RECOGNITION\nSERVICES AND AUTHORIZING AN EXEMPTION TO THE FORMAL\nSOLICITATION PROCESS\nStaff Recommendation\nAdopt Resolution No. 25-172 which will:\n1. Authorize an exemption to the formal solicitation process for a three-year\nagreement with Flock Group, Inc., DBA Flock Safety for automated\nlicense plate recognition (ALPR) services for an amount not to exceed\n$371,400.\n2. Approve, and authorize the City Manager to execute, Contract No. C2557, by and between the City of San Clemente and Flock Group, Inc., DBA\nFlock Safety, providing for automated license plate recognition (ALPR)\nservices, in an amount not to exceed $371,400, and to approve\nsuccessive annual renewal terms in the exercise of his discretion.\n3. Authorize the City Manager to approve a 19% project contingency in the\nexercise of his discretion.

11I.\nCONSIDERATION OF AUTHORIZING AN EXEMPTION TO THE FORMAL\nSOLICITATION PROCESS FOR THE PURCHASE OF PARTS TO REPAIR\nTHE AERATION BLOWERS AT THE WATER RECLAMATION PLANT, AND\nFINDING THE PROJECT CATEGORICALLY EXEMPT FROM THE\nCALIFORNIA ENVIRONMENTAL QUALITY ACT\nStaff Recommendation\nAdopt Resolution No. 25-173 which will:\n1. Find the project categorically exempt from the California Environmental\nQuality Act (CEQA) under Class 2 (Replacement or Reconstruction, 14\nCCR Section 15302) of the State CEQA Guidelines.\n2. Authorize the exemption to the Formal Solicitation Process based on\nSection XI.A.1.7 and Section XI.A.1.7.d of City Policy 201-2-1 and the\nsole source justification letter.\n3. Approve the expenditure for Aerzen Blower components for Fiscal Year\n2026-27 for a total amount not to exceed $184,000.

Find that the changes and modifications to the 2025 Editions of the\nCalifornia Building, Plumbing, Mechanical, Electrical, Residential,\nWildland-Urban Interface Code, Existing Building, and Fire Codes are\nreasonably necessary due to local climatic, geological, or topographical\nconditions in San Clemente. Other amendments are of an administrative\nor procedural nature and concern themselves with subjects that are not\ncovered by the Code or are reasonably necessary to safeguard life and\nproperty within the City of San Clemente. Adoption of these codes as\namended will implement the latest codes in the City, and complies with\ncurrent State law and Repeals Ordinance No.1738.\n3. Set the effective date of Ordinance No. 1796 to January 1, 2026.

8B.\nNovember 4, 2025\nOVERVIEW OF THE MILLS ACT PROGRAM AND CONSIDERATION OF A\nRESOLUTION AUTHORIZING THE MAYOR TO EXECUTE A HISTORIC\nPROPERTY PRESERVATION AGREEMENT (HPPA) FOR A QUALIFIED\nHISTORIC PROPERTY AT 121 W. ESCALONES\nPublic Hearing to consider a Mills Act agreement between the City and\nthe owner(s) of a historic property located at 121 West Escalones. Staff\nrecommends the City Council determine this historic preservation\nagreement is not a project, as defined by Section 15378 of the California\nEnvironmental Quality Act and is exempt from environmental review.\nStaff Recommendation\nContinue the Public Hearing to the Regular City Council Meeting of November\n18, 2025.

8C.\nPUBLIC HEARING - CONSIDERATION OF RESOLUTION NO. 25-150,\nESTABLISHING FEES FOR PLAY UPON THE SAN CLEMENTE MUNICIPAL\nGOLF COURSE, REPEALING AND REPLACING RESOLUTION NO. 23-02,\nAND RESOLUTION NO. 25-167, ESTABLISHING CERTAIN OPERATING\nSTANDARDS AND REGULATIONS FOR PLAY UPON THE MUNICIPAL GOLF\nCOURSE, AND REPEALING RESOLUTION NO. 20-71\nPublic Hearing to consider adjustments to greens fees and related fees at\nthe San Clemente Municipal Golf Course.\nStaff Recommendation\n1. Conduct the Public Hearing pursuant to California Government Code Section\n66018(a).\n2. Adopt Resolution No. 25-150 entitled A RESOLUTION OF THE CITY\nCOUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA,\nESTABLISHING CERTAIN FEES FOR PLAY UPON THE MUNICIPAL\nGOLF COURSE, REPEALING AND REPLACING RESOLUTION NO. 23-02.\n3. Direct staff to transition Starter Operations, Driving Range, and Golf\nLessons to City management effective January 1, 2027.\n2. Authorize staff to issue a request for proposals (RFP) for Retail Sales,\nEquipment Repairs, and Cart Operations to ensure operational continuity\nand optimal Pro Shop experience.
