Cienega Avenue (APNs: 8385002037 & 8385002038) The Project is\nExempt from the California Environmental Quality Act guidelines under Section 15332 RECOMMENDATION:\nStaff and the Planning Commission recommend the City Council:\n1. Adopt Resolution 202627 (Attachment 1), approving Tentative Parcel Map 2502\n(TPM 84866), Development Plan Review 2518, and Tree Permit 2514.\nThe Planning Commission recommends the City Council:\n1. Approve the Applicant’s request for a waiver from the Code requirement to\nunderground existing offsite utilities, delete Condition No. 28 from the Conditions of\nApproval, and add the following WHEREAS, to the resolution waiving the undergrounding requirement:\n“WHEREAS, the Applicant requested a waiver from the Code requirement to\nunderground existing offsite utilities, per SDMC Section 17.32.110 Offsite\nimprovements and 17.32.130 Underground utilities; and the Planning Commission\nrecommended approval of the waiver of underground utilities to the City Council at the\nApril 16, 2026, public hearing; and City Council approved the Applicant’s request for a\nwaiver at the May 12, 2026, public hearing; and”
