4) CONSIDERATION TO ADOPT A RESOLUTION TO APPOINT CITY REPRESENTATIVES TO SERVE\nON THE INDEPENDENT CITIES FINANCE AUTHORITY BOARD OF DIRECTORS\nRecommend that the City Council adopt Resolution No. 8205 appointing Councilmember Joel\nFajardo as the primary representative, and Vice Mayor Mary Mendoza as the alternate\nrepresentative to the Independent Cities Finance Authority Board of Directors.

5) CONSIDERATION TO ADOPT A RESOLUTION TO AUTHORIZE FILING A GRANT APPLICATION\nWITH THE CALIFORNIA NATURAL RESOURCES AGENCY FOR THE URBAN GREENING\nPROGRAM FUNDING\nRecommend that the City Council:\na. Adopt Resolution No. 8207 authorizing the filing of a grant application to the California\nNatural Resources Agency for Urban Greening Program funding for the development of a\ngreen alley project along Carlisle Street;\nb. Authorize the City Manager to accept any grant funds from CNRA, upon award;\nc. Authorize the City Manager or designee to execute all related grant documents required\nfor receiving such grant funds pursuant to the terms and conditions of the grant; and\nd. Upon full execution of all grant-related documents, authorize the City Manager to amend\nthe revenue and expenditure budgets to appropriate the grant funds.\nPUBLIC HEARING

6) A CONTINUED PUBLIC HEARING TO CONSIDER AN URGENCY ORDINANCE MAKING CERTAIN\nFINDINGS AND EXTENDING FOR A PERIOD OF UP TO ONE YEAR INTERIM STANDARDS FOR\nURBAN LOT SPLITS AND TWO-UNIT RESIDENTIAL DEVELOPMENT PROJECTS IN SINGLE-\nFAMILY RESIDENTIAL (R-1) ZONE PURSUANT TO SENATE BILL 9 (SB 9) AND CONSIDERATION\nTO ADOPT A PROPOSED ORDINANCE APPROVING AMENDMENTS REGULATING SB 9\nPROJECTS\nRecommend that the City Council:\na. Conduct a Public Hearing;\nb. Pending public testimony, adopt Urgency Ordinance No. U-1713 extending the temporary\nregulations in Interim Urgency Ordinance No. U-1707 for one additional year; and\nc. Approve introduction and first reading, in title only, and waive further reading of\nOrdinance No. 1714 “ An Ordinance of the City Council of the City of San Fernando,\nCalifornia, repealing Interim Urgency Ordinance U-1706 and approving amendments to\nthe San Fernando Municipal Code to add Chapter 78, Article II, Division 6 “urban lot split”\nand to add Chapter 106, Article III, Division 2, Section 359 “Two-unit Urban Residential\nDevelopment” to establish regulations and standards for urban lot splits and two-unit\nresidential development projects in single-family residential (R-1) zone, pursuant to\nSenate Bill 9”;\nOR-\nd.
