3) CONSIDERATION TO ADOPT A RESOLUTION AUTHORIZING THE DESTRUCTION OF CERTAIN\nOBSOLETE RECORDS IN ACCORDANCE WITH THE CITY’S RECORDS RETENTION SCHEDULE\nFOR THE MAINTENANCE AND DISPOSITION OF RECORDS\nRecommend that the City Council adopt Resolution No. 8226:\na. Authorizing the City Clerk and City Attorney to complete a Destruction List Approval\nauthorizing the destruction of certain records and documents described in the detailed\nlist pursuant to the State of California, Government Code Section 34090 and the City’s\napproved Records Retention Schedule for the Maintenance and Disposition of Records;\nb. Authorizing the City Clerk to certify the Certificate of Destruction; and\nc. Authorizing the City Clerk to take all related actions to dispose of such records.

4) CONSIDERATION TO APPROVE A PROFESSIONAL SERVICES AGREEMENT WITH NORTH\nVALLEY CARING SERVICES TO PROVIDE STREET OUTREACH FOR INDIVIDUALS\nEXPERIENCING HOMELESSNESS\nRecommend that the City Council:\na. Determine that the proposed service is urgent and necessary to avoid danger to life,\nhealth, or property;\nb. Determine that it is in the City’s best interest to dispense of competitive solicitation\nrequirements pursuant to Chapter 2, Article VI, Division 6, Subdivision II, Section 2-804 of\nthe San Fernando Municipal Code and award a contract based on the current urgency;\nc. Approve a Professional Services Agreement (Contract No. 2148) with North Valley Caring\nServices, in an amount not-to-exceed $175,000, to provide street outreach for individuals\nexperiencing homelessness for a term of one year, with an optional one-year extension;\nd. Approve reallocation of $300,000 in American Rescue Plan Act funds from the “Solar on\nCity Facilities” project to fund the proposed outreach services contract and related\nhomelessness services; and\ne. Authorize the City Manager and the City Attorney to make non-substantial edits and\nexecute all related documents.

Approve a Memorandum of Understanding (Contract No. 2145) between the City of San\nFernando and the San Fernando Public Employees’ Association for a five-year term\n(July 1, 2022 through June 30, 2027);\nb. Adopt Resolution No. 8227 amending the Fiscal Year 2022-2023 Salary Plan to include\ncertain provisions in the approved MOU between the City of San Fernando and SFPEA;\nand\nc. Authorize the City Manager to make non-substantive corrections and execute all related\ndocuments.
