Adopt Resolution No. 8229 establishing a Section 115 Trust for OPEB liabilities and related\nMultiple Employer OPEB/Pension 115 Trust, Adoption Agreement for the Multiple\nEmployer OPEB/Pension 115 Trust, Trust Administrative Services Agreement;\nb. Authorize the City Manager to make non-substantive changes and execute the Multiple\nEmployer OPEB/Pension 115 Trust, Adoption Agreement for the Multiple Employer\nOPEB/Pension 115 Trust, Trust Administrative Services Agreement; and\nc. Authorize the City Manager to enter into an administrative professional services\nagreement with Shuster Advisory Group, LLC to provide financial advisory services related\nto the ongoing investment management of funds deposited in the Section 115 Trust and\nexecute all related Trust documents.

5) CONSIDERATION TO APPROVE THE UPDATED SANITARY SEWER MANAGEMENT PLAN AND\nAUTHORIZATION TO SUBMIT THE UPDATED SANITARY SEWER MANAGEMENT PLAN TO THE\nSTATE WATER RESOURCES CONTROL BOARD\nRecommend that the City Council:\na. Approve the updated Sanitary Sewer Management Plan for the City of San Fernando;\nb. Authorize staff to submit the updated Sanitary Sewer Management Plan to the State\nWater Resources Control Board via the California Integrated Water Quality System Online\nSSO Database; and\nc. Authorize staff to replace the existing version of the Sanitary Sewer Management Plan\nwith the updated Sanitary Sewer Management Plan on the City’s website.

6) CONSIDERATION TO APPROVE A CONTRACT AMENDMENT WITH NORMAN A. TRAUB &\nASSOCIATES, LLC, APPROVE A PROFESSIONAL SERVICES AGREEMENT WITH CHUCK\nTHOMAS INVESTIGATIONS AND JL GROUP, LLC TO CONDUCT WORKPLACE\nINVESTIGATIONS; AND AUTHORIZE THE CITY MANAGER TO EXECUTE ALL RELATED\nDOCUMENTS\nRecommend that the City Council:\na. Approve an amendment to Contract No. 2067 (Contract No. 2067(a)) with Norman A.\nTraub & Associates, LLC to increase the not-to-exceed compensation by $76,722 to pay\noutstanding invoices;\nb. Approve a professional services agreement with Chuck Thomas Investigations (Contract\nNo. 2152) to provide internal police investigation services for an initial not-to-exceed\namount of $25,000 per year for three years;\nc. Approve a professional services agreement with JL Group, LLC (Contract No. 2153) to\nprovide internal police investigation services for an initial not-to-exceed amount of\n$25,000 per year for three years;\nd. Authorize the City Manager to increase professional service agreements for internal\npolice investigation services, as needed, in an amount not-to-exceed the approved budget\nauthority for the City Attorney - Labor Budget; and\ne. 7) A PUBLIC HEARING TO CONSIDER ADOPTION OF URGENCY ORDINANCE NO. U-1716,\nMAKING FINDINGS AND EXTENDING THE RULES AND REGULATIONS IN INTERIM URGENCY\nORDINANCE NO. U-1715 ESTABLISHING TEMPORARY MORATORIUM ON THE\nINSTALLATION OF ARTIFICIAL TURF AND SYNTHETIC GRASS IN THE CITY\nRecommend that the City Council:\na. Accept, file, and issue the report on the measures taken since imposing a temporary\nmoratorium on the installation of artificial grass and synthetic turf;\nb. Conduct a Public Hearing; and\nc. Pending public testimony, waive full reading, in title only, and adopt by a four-fifths vote\nUrgency Ordinance No. U-1716, “An Urgency Ordinance of the City Council of the City of\nSan Fernando, California, making findings and extending for a period of 10 months and\n15 days, regulations in Interim Urgency Ordinance No. U-1715 establishing temporary\nmoratorium on the installation of artificial turf and synthetic grass in the City of San\nFernando.”\nADMINISTRATIVE REPORTS

8) CONSIDERATION TO AWARD A PROFESSIONAL SERVICE AGREEMENT TO THE VERY\nCREATIVE FIRM TO MANAGE AND IMPLEMENT THE NORTHEAST VALLEY COMMUNITY\nSTREET FESTIVAL A METRO OPEN STREETS EVENT\nRecommend that the City Council:\na. Award a Professional Service Agreement (Contract No. 2154) to The Very Creative Firm,\nnot to exceed $487,563, to manage and implement the Northeast Valley Community\nStreet Festival a Metro Open Street event; and\nb. Authorize the City Manager to make non-substantive changes and execute all related\ndocuments.
