Accept the Board of State and Community Corrections Organized Retail Theft Grant funds,\nin the amount of $494,964 for a three-year lease of 37 Automatic License Plate Reader\ncameras and to establish a Catalytic Converter Etching Program;\nb. Adopt Resolution No. 8261 amending the budget for Fiscal Year 2023-2024 to appropriate\nthe grant revenues and expenses; and\nc. Authorize the City Manager to execute all related documents.

ZTA2023-002 TO GRANT DISCRETION TO THE PLANNING\nAND PRESERVATION COMMISSION OR THE CITY COUNCIL TO WAIVE OR MODIFY CERTAIN\nSTANDARD CONDITIONS FOR THE APPROVAL OF CONDITIONAL USE PERMITS\nAUTHORIZING THE SALE OF ALCOHOLIC BEVERAGES\nRecommend that the City Council approve for second reading, in title only, and waive all\nfurther readings to adopt Ordinance No. 1719 “An Ordinance of the City Council of the City\nof San Fernando, California, approving a Zoning Text Amendment (Project No. ZTA2023-002)\nto the San Fernando Municipal Code, Section 106-182, Standard Conditions, to grant\ndiscretion to the Planning and Preservation Commission or the City Council to waive or modify\ncertain standard conditions for the approval of Conditional Use Permits authorizing the sale\nof alcoholic beverages.”
