1) CONSIDERATION TO ADOPT A RESOLUTION APPROVING THE WARRANT REGISTER\nRecommend that the City Council adopt Resolution No. 23-121 approving the Warrant\nRegister.

2) CONSIDERATION TO APPROVE CALENDAR YEAR 2024 BUSINESS PERMITS FOR CERTAIN\nBUSINESS ACTIVITIES AS REQUIRED BY THE CITY CODE\nRecommend that the City Council:\na. Approve 20 Business Permits for Calendar Year 2024 for businesses engaged in certain\nbusiness activities, as required by Article III of Chapter 22 of the City Code; and\nb. Authorize the City Manager administrative authority to approve remaining 4 applicants\nfor Business Permits, upon completion of outstanding planning requirements.

3) CONSIDERATION TO AUTHORIZE THE ACCEPTANCE OF THE DEPARTMENT OF HEALTH AND\nHUMAN SERVICES SUBSTANCE ABUSE AND MENTAL HEALTH SERVICES ADMINISTRATION\nGRANT AND ADOPT A RESOLUTION APPROPRIATING THE FUNDS\nRecommend that the City Council:\na. Authorize the acceptance of the Department of Health and Human Services Substance\nAbuse and Mental Health Services Administration Grant funds in the amount of $757,583\nto implement a Mental Health Clinicians Project;\nb. Adopt Resolution No. 8279 amending the budget for Fiscal Year 2023-2024 to appropriate\nthe grant revenues and expenses; and\nc. Authorize the City Manager to execute all related documents.

4) CONSIDERATION TO ACCEPT MEASURE H FUNDS FROM LOS ANGELES COUNTY FOR\nHOMELESS SERVICES AND ADOPT A RESOLUTION APPROPRIATING THE FUNDS\nRecommend that the City Council:\na. Accept Los Angeles County Measure H Funds in the amount of $26,483 (Contract No. 2121);\nb. Adopt Resolution No. 8278 to increase the Operating Grants revenues and expenditures\nby $26,483 for Fiscal Year 2023-2024; and\nc. Authorize the City Manager to make non-substantive changes and execute all related\ndocuments.\nPUBLIC HEARING

7) DISCUSSION AND CONSIDERATION TO APPROVE THE DESIGN FOR THE PIONEER PARK\nPLAYGROUND RENOVATION PROJECT\nRecommend that the City Council:\na. Approve the final design for the Pioneer Park Playground Renovation Project, considering\nthe feedback from the community engagement meetings;\nb. Approve a first amendment to the Contract Services Agreement with Great Western\nRecreation (Contract No. 2196) to increase the not to exceed amount that includes any\nadditional cost for an enhanced playground design; and\nc. Authorize the City Manager to make non-substantive changes and execute all related\ndocuments.

8) ANNUAL REORGANIZATION OF THE CITY COUNCIL - SELECTION OF MAYOR AND VICE\nMAYOR\nRecommend that the City Council proceed with the annual reorganization for the selection of\nMayor and Vice Mayor in accordance with Section 11.1 Reorganization of the City Council\nProcedural Manual.
