Approve an agreement with the Los Angeles Gateway Region Integrated Regional Water\nManagement Joint Powers Authority (Contract No. 2232) for cost sharing for the\ninstallation of monitoring equipment and monitoring pursuant to the Harbor Toxic\nPollutants Total Maximum Daily Load; and\nb. Authorize the City Manager, or designee, to execute the agreement and all related\ndocuments.

Approve a Second Amendment to the Professional Services Agreement with Eurofins\nEaton Analytical, LLC (Contract No. 1910(b)) increasing the annual not-to-exceed amount\nby $50,000 to a new total of $130,000, and extending the contract until July 1, 2024, for\nwater testing and analysis services,.\nb. Accept, file, and issue the report on the measures taken since imposing a temporary\nmoratorium on the installation of artificial grass and synthetic turf;\nb. Conduct a Public Hearing; and\nc. Adopt Resolution No. 8291 authorizing the City Clerk and City Attorney to destroy\nobsolete records per the Destruction List Approval and detailed in the Request for\nDestruction of Records pursuant to the State of California, Government Code Section\n34090 and the City’s approved Records Retention Schedule for the Maintenance and\nDisposition of Records;\nb. Adopt Resolution No. 8289 establishing the salary and benefits for Department Head\nclassifications (Executive Compensation Plan) that are appointed by the City Manager;\nb. Rescind Resolution Nos. 7973 and 7973(a) that set forth the prior Department Head\ncompensation plan;\nc. Adopt Resolution No. 8290 amending the Salary Plan for Fiscal Year 2023-2024; and\nd. Authorize the City Manager to make non-substantive corrections and execute all related\ndocuments.

7) CONSIDERATION TO AUTHORIZE SUPPORT OF GRANT APPLICATIONS WITH THE\nFERNANDEÑO TATAVIAM BAND OF MISSION INDIANS FOR CLIMATE RESILIENCY PROJECTS\nRecommend that the City Council:\na. Authorize City support of grant applications as a partner with the Fernandeño Tataviam\nBand of Mission Indians to support climate resiliency planning and related projects in the\nCity of San Fernando; and\nb. Authorize the City Manager to execute all grant-related documents required for receiving\nsuch grant funds pursuant to the terms and conditions of the grants.

8) CONSIDERATION TO ADOPT A RESOLUTION APPROPRIATING FUNDING FOR THE\nCALIFORNIA NATURAL RESOURCES AGENCY’S URBAN GREENING GRANT PROGRAM FOR\nTHE CARLISLE GREEN ALLEY PROJECT\nRecommend that the City Council:\na. Adopt Resolution No. 8288 amending the budget for Fiscal Year 2023-2024 to appropriate\nthe grant revenues and expenses for the Urban Greening Grant Program for the Carlisle\nGreen Alley Project; and\nb. Authorize the City Manager to appropriate revenue and expenditures equal to the grant\naward in the Capital Grants Funds (Fund 010).

9) CONSIDERATION TO APPROVE A NON-EXCLUSIVE LICENSE AGREEMENT WITH SPECIAL\nOLYMPICS SOUTHERN CALIFORNIA FOR USE OF PARK FACILITIES AND THE USE OF THE CITY\nSEAL\nRecommend that the City Council:\na. Authorize the City Manager to execute a Non-Exclusive License Agreement (Contract No.\n2228) with Special Olympics Southern California for use of Las Palmas, Recreation and\nPioneer park facilities; and\nb. Approve the use of the City seal on print material and social media pursuant to City\nCouncil Resolution No. 6904.
