10) CONSIDERATION TO APPROVE AN AGREEMENT WITH THE LOS ANGELES GATEWAY REGION\nINTEGRATED REGIONAL WATER MANAGEMENT JOINT POWERS AUTHORITY FOR COST\nSHARING FOR THE INSTALLATION OF MONITORING EQUIPMENT AND MONITORING\nPURSUANT TO THE HARBOR TOXIC POLLUTANTS TOTAL MAXIMUM DAILY LOAD\nRecommend that the City Council:\na. Approve an agreement with the Los Angeles Gateway Region Integrated Regional Water\nManagement Joint Powers Authority (Contract No. 2232) for cost sharing for the\ninstallation of monitoring equipment and monitoring pursuant to the Harbor Toxic\nPollutants Total Maximum Daily Load; and\nb. 11) CONSIDERATION TO APPROVE A SECOND AMENDMENT TO THE PROFESSIONAL SERVICES\nAGREEMENT WITH EUROFINS EATON ANALYTICAL, LLC FOR WATER TESTING AND ANALYSIS\nSERVICES\nRecommend that City Council:\na. Approve a Second Amendment to the Professional Services Agreement with Eurofins\nEaton Analytical, LLC (Contract No. 1910(b)) increasing the annual not-to-exceed amount\nby $50,000 to a new total of $130,000, and extending the contract until July 1, 2024, for\nwater testing and analysis services,.\nb. Authorize the City Manager, or designee, to execute the Amendment and all related\ndocuments.\nPUBLIC HEARING

12) A PUBLIC HEARING TO CONSIDER ADOPTION OF URGENCY ORDINANCE NO. U-1725,\nEXTENDING BY A PERIOD OF ONE YEAR AN EXISTING TEMPORARY MORATORIUM ON THE\nINSTALLATION OF ARTIFICIAL TURF AND SYNTHETIC GRASS IN THE CITY OF SAN FERNANDO\nPURSUANT TO GOVERNMENT CODE SECTION 65858(A)\nRecommend that City Council :\na. Accept, file, and issue the report on the measures taken since imposing a temporary\nmoratorium on the installation of artificial grass and synthetic turf;\nb. Conduct a Public Hearing; and\nc. Pending public testimony, waive full reading, in title only, and adopt by a four-fifths vote\nUrgency Ordinance No. U-1725, “An Urgency Ordinance of the City Council of the City of\nSan Fernando, California, extending by a period of one year an existing temporary\nmoratorium on the installation of artificial turf and synthetic grass in the City of San\nFernando pursuant to Government Code Section 65858(A).”\nADMINISTRATIVE REPORTS

13) PRESENTATION AND DISCUSSION OF THE MID-YEAR BUDGET REVIEW FOR FISCAL YEAR\n2023-2024; AND CONSIDERATION TO ADOPT A RESOLUTION APPROVING THE MID-YEAR\nPROPOSED BUDGET AND BLANKET PURCHASE ORDER ADJUSTMENTS\nRecommend that the City Council:\na. Review and discuss the Mid-Year Budget Review for Fiscal Year 2023-2024;\nb. Adopt Resolution No. 8293 amending the City’s FY 2023-2024 Budget to include the\nproposed mid-year and blanket purchase order adjustments; and\nc. Review the FY 2024-2025 Budget Calendar.

14) DISCUSSION AND CONSIDERATION TO APPROVE A CONTRACT SERVICES AGREEMENT WITH\nTHE COUNTY OF LOS ANGELES DEPARTMENT OF ANIMAL CARE AND CONTROL TO PROVIDE\nANIMAL CARE AND CONTROL SERVICES TO THE CITY\nRecommend that City Council:\na. Approve a new standardized Contract Services Agreement with the County of Los Angeles\nDepartment of Animal Care and Control (Contract No. 2233) to provide animal care and\ncontrol services to the City; and\nb. Authorize the City Manager to make non-substantive changes and execute all related\ndocuments.

15) CONSIDERATION AND DISCUSSION TO ADOPT AN ORDINANCE AMENDING ARTICLE 1 OF\nCHAPTER 1 OF THE SAN FERNANDO MUNICIPAL CODE ESTABLISHING RESTRICTIONS\nGOVERNING THE USE OF THE CITY SEAL AND OTHER CITY LOGOS AND INSIGNIAS\nRecommend that the City Council, introduce for first reading, in title only, and waive further\nreading of Ordinance No. 1724 titled, “An Ordinance of the City Council of the City of San\nFernando Amending Article 1 (General Provisions) of Chapter 1 (General Provisions and\nPenalties) of the San Fernando Municipal Code Establishing Restrictions and Protections\nGoverning unauthorized use of the City Seal and other City Logos and Insignias.”

Adopt Resolution No. 24-031 approving the Warrant Register dated March 4, 2024; and\nb. Adopt Resolution No. 24-032 approving the Warrant Register dated March 18, 2024.

3) CONSIDERATION TO ADOPT A RESOLUTION AUTHORIZING THE DESTRUCTION OF CERTAIN\nOBSOLETE RECORDS IN ACCORDANCE WITH THE CITY’S RECORDS RETENTION SCHEDULE\nFOR THE MAINTENANCE AND DISPOSITION OF RECORDS\nRecommend that the City Council:\na. Adopt Resolution No. 8291 authorizing the City Clerk and City Attorney to destroy\nobsolete records per the Destruction List Approval and detailed in the Request for\nDestruction of Records pursuant to the State of California, Government Code Section\n34090 and the City’s approved Records Retention Schedule for the Maintenance and\nDisposition of Records;\nb. Authorize the City Clerk to certify the Certificate of Destruction; and\nc. Authorize the City Clerk to take all related actions to dispose of such records.

4) CONSIDERATION TO RECEIVE AND FILE THE ANNUAL COMPREHENSIVE FINANCIAL REPORT\nFOR THE FISCAL YEAR ENDING JUNE 30, 2023\nRecommend that the City Council receive and file the Annual Comprehensive Financial Report\nfor the fiscal year ending June 30, 2023.

5) CONSIDERATION TO ADOPT A RESOLUTION APPROVING AUTHORIZATION TO DISTRIBUTE\nREVENUES ON BEHALF OF THE FORMER SUCCESSOR AGENCY TO THE SAN FERNANDO\nREDEVELOPMENT AGENCY FROM THE PAYOFF OF OUTSTANDING LOANS RELATED TO\nLIBRARY PLAZA PARTNERS, LLC, AND APPROVE EXECUTION OF SUBSTITUTION OF TRUSTEE\nAND RECONVEYANCE OF DEED OF TRUST\nRecommend that the City Council:\na. Adopt Resolution No. 8292 of the City Council of the City of San Fernando, acting as\nsuccessor to the Successor Agency of the San Fernando Redevelopment Agency to\nauthorize distribution of proceeds;\nb. Approve execution of a Substitution of Trustee and Reconveyance of Deed of Trust related\nto the Payoff of Outstanding Loan Obligations in connection with Library Plaza Partners,\nLLC; and\nc. Authorize the City Manager to take certain related actions.

6) CONSIDERATION TO ADOPT A RESOLUTION ESTABLISHING AN EXECUTIVE COMPENSATION\nPLAN FOR DEPARTMENT HEAD CLASSIFICATIONS APPOINTED BY THE CITY MANAGER AND\nRESCINDING RESOLUTION NOS. 7973 AND 7973(A), AND AMENDING THE SALARY PLAN FOR\nFISCAL YEAR 2023-2024\nRecommend that the City Council:\na. Adopt Resolution No. 8289 establishing the salary and benefits for Department Head\nclassifications (Executive Compensation Plan) that are appointed by the City Manager;\nb. Rescind Resolution Nos. 7973 and 7973(a) that set forth the prior Department Head\ncompensation plan;\nc. Adopt Resolution No. 8290 amending the Salary Plan for Fiscal Year 2023-2024; and\nd. Authorize the City Manager to make non-substantive corrections and execute all related\ndocuments.

7) CONSIDERATION TO AUTHORIZE SUPPORT OF GRANT APPLICATIONS WITH THE\nFERNANDEÑO TATAVIAM BAND OF MISSION INDIANS FOR CLIMATE RESILIENCY PROJECTS\nRecommend that the City Council:\na. Authorize City support of grant applications as a partner with the Fernandeño Tataviam\nBand of Mission Indians to support climate resiliency planning and related projects in the\nCity of San Fernando; and\nb. Authorize the City Manager to execute all grant-related documents required for receiving\nsuch grant funds pursuant to the terms and conditions of the grants.

8) CONSIDERATION TO ADOPT A RESOLUTION APPROPRIATING FUNDING FOR THE\nCALIFORNIA NATURAL RESOURCES AGENCY’S URBAN GREENING GRANT PROGRAM FOR\nTHE CARLISLE GREEN ALLEY PROJECT\nRecommend that the City Council:\na. Adopt Resolution No. 8288 amending the budget for Fiscal Year 2023-2024 to appropriate\nthe grant revenues and expenses for the Urban Greening Grant Program for the Carlisle\nGreen Alley Project; and\nb. Authorize the City Manager to appropriate revenue and expenditures equal to the grant\naward in the Capital Grants Funds (Fund 010).

9) CONSIDERATION TO APPROVE A NON-EXCLUSIVE LICENSE AGREEMENT WITH SPECIAL\nOLYMPICS SOUTHERN CALIFORNIA FOR USE OF PARK FACILITIES AND THE USE OF THE CITY\nSEAL\nRecommend that the City Council:\na. Authorize the City Manager to execute a Non-Exclusive License Agreement (Contract No.\n2228) with Special Olympics Southern California for use of Las Palmas, Recreation and\nPioneer park facilities; and\nb. Approve the use of the City seal on print material and social media pursuant to City\nCouncil Resolution No. 6904.
