3) CONSIDERATION TO APPROVE FOR SECOND READING TO ADOPT ORDINANCE NO. 1722\nAMENDING THE CITY OF SAN FERNANDO’S WATER POLICIES TO COMPLY WITH SENATE BILL\n998 AND SENATE BILL 3, AMENDING PROVISIONS OF SECTIONS 94-151 THROUGH 94-164 OF\nDIVISION I, CHAPTER 94 (UTILITIES), ARTICLE III (WATER) OF THE SAN FERNANDO MUNICIPAL\nCODE CONCERNING THE DISCONTINUATION OF RESIDENTIAL WATER SERVICE FOR\nNONPAYMENT\nRecommend that the City Council approve for second reading, in title only, and waive further\nreading to adopt Ordinance No. 1722, titled, “an Ordinance of the City Council of the City of\nSan Fernando, California, amending provisions of Sections 94-151 through 94-164 of Division I,\nChapter 94 (Utilities), Article III (Water) of the San Fernando Municipal Code concerning the\ndiscontinuation of residential water service for Nonpayment” with an effective date of\nJuly 1, 2024.

4) CONSIDERATION TO APPROVE A PROFESSIONAL SERVICES AGREEMENT WITH NETXPERTS LLC\nFOR INFORMATION TECHNOLOGY MANAGED SERVICES\nRecommend that the City Council:\na. Approve a two (2) year Professional Services Agreement with NetXperts LLC to begin\nJuly 1, 2024, with three (3) one-year extension options. (Contract No. 2240) to provide\nfull-service Information Technology Managed Services for an amount not to exceed\n$149,700 per year with a 3.5% annual escalator and up to 10% per year for additional work\nrequested by the City; and\nb. Authorize the City Manager to make non-substantive changes and execute all related\ndocuments.

Adopt Resolution No. 8302 authorizing the City Clerk and City Attorney to destroy obsolete\nrecords per the Destruction List Approval and detailed in the Request for Destruction of\nRecords pursuant to the State of California, Government Code Section 34090 and the City’s\napproved Records Retention Schedule for the Maintenance and Disposition of Records;\nb. Authorize the City Clerk to certify the Certificate of Destruction; and\nc. 7) CONSIDERATION TO APPROVE A FUNDING AGREEMENT WITH THE STATE OF CALIFORNIA\nDEPARTMENT OF WATER RESOURCES TO FUND THE WATER NITRATE TREATMENT SYSTEM;\nADOPT A RESOLUTION AUTHORIZING THE CITY TO ENTER INTO A FUNDING AGREEMENT\nWITH THE STATE OF CALIFORNIA DEPARTMENT OF WATER RESOURCES; AND ADOPT A\nRESOLUTION AMENDING THE FISCAL YEAR 2023-2024 ADOPTED BUDGET\nRecommend that the City Council:\na. Approve Funding Agreement No. 4600015580 (Contract No. 2250) with the State of\nCalifornia Department of Water Resources to fund the Water Nitrate Treatment System in\nthe amount of $3,000,000;\nb. Adopt Resolution No. 8304 authorizing the City to enter into a Funding Agreement with the\nState of California Department of Water Resources to receive funds for the City’s Well No. 2A\nWater Nitrate Treatment System;\nc. Adopt Resolution No. 8305 amending the Fiscal Year 2023-2024 Adopted Budget to\nappropriate expenditures and revenues in the Capital Grants Fund; and\nd. Authorize the City Manager to execute the grant agreement with CDWR and all grant\nrelated documents.

Adopt Resolution No. 8303 amending the Fiscal Year 2023-2024 Budget to appropriate the\ngrant expenditures and revenues for the UASI 2023 Grant; and\nc. Authorize the City Manager to execute the agreement and all related documents.
