10) DISCUSSION AND CONSIDERATION TO APPROVE PROFESSIONAL SERVICES AGREEMENTS\nWITH HOME AGAIN LOS ANGELES AND NORTH VALLEY CARING SERVICES TO PROVIDE\nCOMPREHENSIVE HOMELESS SERVICES\nRecommend that the City Council:\na. Approve a Professional Services Agreement with Home Again Los Angeles in an amount not\nto exceed $157,200, to provide comprehensive homeless services;\nb. Approve a Non-Exclusive Revocable License Agreement with the Fernandeño Tataviam\nBand of Mission Indians (Contract No. 2307) for access and use of Cindy Montañez Natural\nPark;\nb. 4) CONSIDERATION TO APPROVE A MEMORANDUM OF UNDERSTANDING ESTABLISHING THE\nSALARY AND COMPENSATION PLAN FOR SAN FERNANDO MANAGEMENT GROUP, ADOPT A\nRESOLUTION APPROVING THE JOB SPECIFICATION FOR PLANNING MANAGER, AND ADOPT A\nRESOLUTION AMENDING THE SALARY PLAN FOR FISCAL YEAR 2024-2025\nRecommend that the City Council:\na. Approve a Memorandum of Understanding (Contract No. 2305) between the City of San\nFernando and the San Fernando Management Group for a 5-year term (July 1, 2024 through\nJune 30, 2029);\nb. Adopt Resolution No. 8340 approving job specification for a Planning Manager job\nclassification;\nc. Adopt Resolution No. 8341 amending the Salary Plan for Fiscal Year 2024-2025; and\nd. Authorize the City Manager to make non-substantive changes and execute all related\ndocuments.

5) CONSIDERATION TO ADOPT A RESOLUTION ACCEPTING THE SOUTHERN CALIFORNIA\nASSOCIATIONS OF GOVERNMENTS’ REGIONAL EARLY ACTION PROGRAM 2.0 GRANT AND\nAUTHORIZE A MEMORANDUM OF UNDERSTANDING TO IMPLEMENT THE GRANT PROGRAM\nRecommend that the City Council:\na. Adopt Resolution No. 8342 accepting the Southern California Association of Governments’\nRegional Early Action Program 2.0 Grant;\nb. Authorize the City to enter into a Memorandum of Understanding (Contract No. 2306) with\nSCAG to implement the REAP 2.0 Grant Program; and\nc. Authorize the City Manager, or designee, to make non-substantive changes and execute\nthe MOU with SCAG and all grant related documents.

6) CONSIDERATION TO APPROVE A FIRST AMENDMENT TO THE LEGAL SERVICES AGREEMENT\nWITH CIVICA LAW GROUP FOR ON-CALL CODE ENFORCEMENT LEGAL SERVICES\nRecommend that the City Council:\nSpecial and Regular Meeting Notice and Agenda – October 21, 2024\na. Approve a First Amendment to the Legal Services Agreement with Civica Law Group, APC\n(Contract No. 2244(a)) to increase the not to exceed sum from $24,900 to $100,000 and\nextend for a three year term to provide on-call Code Enforcement Legal Services; and\nb. Authorize the City Manager, or designee, to execute the Amendment and all related\ndocuments.

7) CONSIDERATION TO APPROVE A PROFESSIONAL SERVICES AGREEMENT WITH HOPE THE\nMISSION FOR MENTAL HEALTH CLINICIAN SERVICES\nRecommend that the City Council:\na. Approve a Professional Services Agreement (Contract No. 2308) with Hope the Mission for\nMental Health Clinician Services;\nb. Authorize the City Manager, or designee, to make non-substantive changes and execute all\nrelated documents.

8) CONSIDERATION TO APPROVE CO-SPONSORSHIP OF AND PARTICIPATION IN THE 2024 PINK\nPATCH PROJECT\nRecommend that the City Council:\na. Approve the co-sponsorship of the 2024 Pink Patch Project and authorize staff to raise funds\nfor City of Hope by selling pink patches;\nb. Authorize uniformed staff to wear pink patches on their uniform every October, which is\ndesignated as “Breast Cancer Awareness Month”; and\nc. Authorize City staff to participate in fundraising efforts in support of the Pink Patch Project,\nincluding minimal use of City time and Department resources.

9) CONSIDERATION TO APPROVE A CONTRACT SERVICES AGREEMENT WITH PRECISION\nCONCRETE CUTTING THROUGH THE KEYSTONE PURCHASING NETWORK FOR SIDEWALK\nCONDITION ASSESSMENT SERVICES\nRecommend that the City Council:\na. Approve a Contract Services Agreement with Precision Concrete Cutting through Keystone\nPurchasing Network Contract Reference No. KPN-202201-04 in an amount not to exceed\n$1,006,900 for sidewalk condition assessment services;\nb. Approve a contingency up to $114,939 for any change orders due to unforeseen conditions\nor change in work; and\nSpecial and Regular Meeting Notice and Agenda – October 21, 2024\nc.
