Approve 25 Business Permits for Calendar Year 2025 for businesses engaged in certain\nbusiness activities, as required by Article III of Chapter 22 of the City Code; and\nb. Authorize the City Manager administrative authority to approve the remaining 20\napplicants for Business Permits, pending completion of outstanding planning requirements.

5) CONSIDERATION TO ACCEPT THE NATIONAL ENDOWMENT FOR THE ARTS AND THE\nCALIFORNIA ARTS COUNCIL GRANT FUNDS FOR THE MARIACHI MASTER APPRENTICE\nPROGRAM AND ADOPT A RESOLUTION APPROPRIATING THE FUNDS\nRecommend that the City Council:\na. Accept the National Endowment for the Arts and the California Arts Council Grant Funds in\nthe amount of $66,203 for the Mariachi Master Apprentice Program;\nb. Adopt Resolution No. 8346 amending the budget for Fiscal Year 2024-2025 to appropriate\nthe grant revenues and expenses; and\nc. Award a Professional Services Agreement with The Language Pros (Contract No. 2328) for\nLanguage Services, in an amount not-to-exceed $25,000 annually for one (1) year with an\noption to extend for four (4) one-year terms; and\nb. Authorize the City Manager, or designee, to make non-substantive changes and execute all\nrelated documents.

7) CONSIDERATION TO APPROVE A FIRST AMENDMENT TO FRANCHISE AGREEMENT NO. 1937\nWITH BLACK & WHITE GARAGE, INC., DBA BLACK & WHITE TOWING, INC. TO EXTEND THE\nAGREEMENT FOR A PERIOD NOT-TO-EXCEED SIX MONTHS\nRecommend that the City Council:\na. Approve a First Amendment to the Franchise Agreement with Black & White Garage, Inc.,\ndba Black & White Towing, Inc. (Contract No. 1937(a)) to extend the agreement for a period\nnot to exceed six months, from December 12, 2024 to June 12, 2024; and\nb. Approve the release and circulation of a Request for Qualifications soliciting proposals for\na non-exclusive franchise vehicle towing and vehicle storage services.

Adopt Resolution No. 8354 amending the Fiscal Year 2024-2025 Salary Plan to implement\nchanges in the minimum wage for part-time employees and cost of living adjustments\nrelated to the San Fernando Management Group Association Memorandum of\nUnderstanding; and\nb.
