5) CONSIDERATION TO APPROVE A LEGISLATIVE ADVOCACY LETTER FROM THE SAN FERNANDO\nCITY COUNCIL TO LOS ANGELES UNIFIED SCHOOL DISTRICT 6 BOARD MEMBER KELLY GONEZ,\nIN SUPPORT OF INCREASING POLICE PRESENCE AND PARTNERSHIPS ON SCHOOL CAMPUSES\nRecommend that the City Council:\na. Review and approve the legislative advocacy letter, urging the Los Angeles Unified School\nDistrict to increase police presence and partnerships on school campuses in San Fernando;\nand\nb. Authorize the City Manager to incorporate feedback received from the City Council and\ndistribute the letter to all parties listed.

6) CONSIDERATION TO ADOPT A RESOLUTION APPROPRIATING GRANT FUNDS FROM THE\nSOUTHERN CALIFORNIA ASSOCIATIONS OF GOVERNMENTS’ REGIONAL EARLY ACTION\nPROGRAM 2.0 GRANT, AND APPROVE A PROFESSIONAL SERVICES AGREEMENT WITH RINCON\nCONSULTANTS INC. TO IMPLEMENT THE GRANT PROGRAM\nRecommend that the City Council:\na. Adopt Resolution No. 8369 amending the budget for Fiscal Year 2024-2025 to appropriate\nthe funds from the Southern California Association of Governments’ Regional Early Action\nProgram 2.0 Grant and increase the Operating Grants (Fund 110) revenues and expenditures\nby $1,125,000;\nb. Approve a Professional Services Agreement with Rincon Consultants Inc. (Contract No. 2343) in\nan amount not-to-exceed $1,125,000 to implement the REAP 2.0 Grant Program; and\nc. 8) A PUBLIC HEARING TO CONSIDER ADOPTING A RESOLUTION ESTABLISHING THE ALLOCATION\nOF YEAR 5 PERMANENT LOCAL HOUSING ALLOCATION FUNDS FOR FISCAL YEAR 2027-2028\nRecommend that the City Council:\na. Conduct a Public Hearing;\nb. Pending public testimony, adopt Resolution No. 8370 approving the allocation of\nPermanent Local Housing Allocation Funds for Fiscal year 2027-2028, in the amount of\n$79,615; and\nc.
