5) CONSIDERATION TO ACCEPT PROJECT COMPLETION AND AUTHORIZE THE RECORDATION OF\nA NOTICE OF COMPLETION FOR PHASE 3 OF THE ANNUAL STREET RESURFACING PROJECT\nRecommend that the City Council:\na. Accept the improvements as constructed by American Asphalt South, Inc., and consider the\nwork completed;\nb. Authorize the issuance and filing of a “Notice of Completion” with the Los Angeles County\nOffice of the Registrar-Recorder/County Clerk; and\nc. Authorize the release of the five percent retention amount of $85,971.65 after the 35-day\nlien period from the date the Notice of Completion is recorded.

7) CONSIDERATION TO APPROVE A MEMORANDUM OF UNDERSTANDING WITH HABITAT FOR\nHUMANITY OF GREATER LOS ANGELES TO ADMINISTER THE CALHOME-FUNDED MORTGAGE\nASSISTANCE AND OWNER-OCCUPIED REHABILITATION PROGRAMS\nRecommend that the City Council:\na. Authorize the City to enter into a Memorandum of Understanding with Habitat for\nHumanity of Greater Los Angeles (Contract No. 2347) to administer the CalHome-funded\nMortgage Assistance and Owner-Occupied Rehabilitation Programs; and\nb. Authorize the City Manager, or designee, to make non-substantive changes and execute\nthe MOU with Habitat for Humanity of Greater Los Angeles and all related documents.

8) CONSIDERATION TO ADOPT AN ORDINANCE APPROVING AMENDMENTS TO THE SAN\nFERNANDO MUNICIPAL CODE ADOPTING BY REFERENCE THE 2023 EDITION CITY OF LOS\nANGELES BUILDING AND FIRE CODES AND SETTING A DATE FOR PUBLIC HEARING\nRecommend that the City Council:\na. Approve introduction of a first reading, in title only, and waive further reading of Ordinance\nNo. 1733, , “An Ordinance of the City of San Fernando, California, amending Articles I, II, III,\nIV, V, IX, and X of Chapter 18 of the San Fernando Municipal Code adopting by reference\nDivision II of Chapter 1 of the 2022 Edition of the California Building Code, which is codified\nin Part 2 of Title 24 of The California Code of Regulations; the 2023 Edition of the City of Los\nAngeles Building Code, as in effect December 23, 2022; the 2023 Edition of the City of Los\nAngeles Electrical Code, as in effect December 23, 2022; the 2023 Edition of the City of Los\nAngeles Mechanical Code, as in effect December 23, 2022; the 2023 Edition of the City of\nLos Angeles Plumbing Code, as in effect December 23, 2022; the 2023 Edition of the City of\nLos Angeles Residential Code, as in effect December 23, 2022; and the 2023 Edition of the\nCity Of Los Angeles Green Building Code, as in effect December 23, 2022, which are codified\nin Articles 1, 1.5, 3, 4, 5 and 9 of Chapter IX of The City of Los Angeles Municipal Code,\nincluding appendices, amendments, additions, and deletions thereto; amending Article II\nof Chapter 38 of the San Fernando Municipal Code, adopting by reference the City of Los\nAngeles Fire Code, as in effect October 4, 2023, which is codified in Article 7 of Chapter V\nof The City of Los Angeles Municipal Code, including appendices, amendments, additions\nand deletions thereto”; and\nb. Direct staff to provide for notice of Public Hearing on the proposed adoption of Ordinance\nNo. 1733 at the April 21, 2025 regular City Council meeting.

BRAND BOULEVARD IN THE R-2/PD ZONE\nRecommend that the City Council:\na. Conduct a Public Hearing;\nb. Pending public testimony, either:\n1. Adopt Resolution 8365 titled, “A Resolution of the City Council of the City of San\nFernando, California, Approving an Appeal Filed by the Applicant, Midland Contractors,\nInc., overturning the Planning and Preservation Commission’s Denial of Site Plan Review\nNo. 2024-001, and issue a Certificate of Use to Allow the Development of a 3-Story, 10-\nUnit Townhouse Style Residential Multi-Family Dwelling Structure that Includes Two\nDeed Restricted Affordable Units and with Two Detached Accessory Dwelling Units at\n833 N. Brand Boulevard in the Multi-Family Dwelling/Precise Development Overlay\nZone (R-2/PD);\nOR\n2. Deny the Appeal and affirm the Planning and Preservation Commission’s Denial of Site\nPlan Review No. 2024-001, and of issuing a Certificate of Use for the Development of a\n3-Story, 10-Unit Townhouse Style Residential Multi-Family Dwelling Structure that\nIncludes Two Deed Restricted Affordable Units and with Two Detached Accessory\nDwelling Units at 833 N. Brand Boulevard in the Multi-Family Dwelling/Precise\nDevelopment Overlay Zone (R-2/PD).
