TO PROVIDE MENTAL HEALTH SUPPORT SERVICES, APPROVE COSPONSORSHIP OF EVENTS AND USE OF THE CITY SEAL, AND REQUEST TO WAIVE FACILITY\nPERMIT FEES\nRecommend that the City Council:\na. Approve a Memorandum of Understanding with El Centro de Amistad, Inc. (Contract No.\n2416) to provide mental health support services;\nb. Approve the use of the City seal on the print material and social media pursuant to City\nCouncil Ordinance No. 1724;\nc. Waive fees for use of City facilities for the co-sponsored event, with City Manager approval;\nand\nd. Authorize the City Manager, or designee, to make non-substantive changes and execute\nthe agreement.

6)\nCONSIDERATION TO ADOPT A RESOLUTION SETTING THE PROPERTY TAX RATE REQUIRED TO\nMEET THE CITY’S OBLIGATION TO THE CALIFORNIA PUBLIC EMPLOYEES’ RETIREMENT SYSTEM\nFOR FISCAL YEAR 2025-2026\nRecommend that the City Council:\na. Adopt Resolution No. 8404 establishing the amount necessary to be raised by taxation for\nthe City’s annual payment to the California Public Employees’ Retirement System;\nb. Adjust the property tax rate for Fiscal Year 2025-2026 to $0.168977 per $100 of assessed\nvaluation; and\nc. Levy that tax rate upon all taxable property in the City.

7)\nCONSIDERATION TO ESTABLISH A BUSINESS TAX DELINQUENT FEE AMNESTY PROGRAM AND\nADOPT A RESOLUTION IMPLEMENTING THE PROGRAM\nRecommend that the City Council:\na. Establish a Business Tax Delinquent Fee Amnesty Program to bring San Fernando businesses\ninto compliance without penalty burdens;\nb. Adopt Resolution No. 8406 implementing the proposed Business Tax Delinquent Fee\nAmnesty Program; and\nc. Authorize the City Manager, or designee, to finalize and execute all documents related to\nthe Business Tax Delinquent Fee Amnesty & Compliance Program.

Approve a Memorandum of Understanding with the San Fernando Part-Time Employees\nBargaining Unit (Contract No. 2417) for a four year term (January 1, 2025 through\nDecember 31, 2029); and\nb. Authorize the City Manager, or designee, to make non-substantive corrections and execute\nall related documents.
