5)\nCONSIDERATION TO AWARD A PROFESSIONAL SERVICES AGREEMENT TO CIVILTEC\nENGINEERING INC. FOR WATER MASTER PLAN DEVELOPMENT SERVICES\nRecommend that the City Council:\na. Award a Professional Services Agreement (Contract No. 2428) to Civiltec Engineering Inc. in\nan amount not to exceed $250,880, to provide Water Master Plan Development Services;\nb. Authorize the City Manager to approve a contingency up to an amount of $32,725 not to\nexceed approximately 15% of the contract price for any unforeseen related costs; and\nc. Authorize the City Manager, or designee, to make non-substantive changes and execute\nthe agreement and all related documents.

7)\nDISCUSSION AND CONSIDERATION TO APPROVE A SECOND READING AND ADOPTION OF\nORDINANCE NO. 1736 AMENDING CHAPTER 90 (TRAFFIC AND VEHICLES) OF THE SAN\nFERNANDO MUNICIPAL CODE TO IMPLEMENT A RESIDENTIAL PARKING PERMIT PROGRAM\nRecommend that the City Council adopt Ordinance No. 1736 that was introduced for first\nreading at the City Council meeting of September 2, 2025, in title only, and waive all further\nreadings titled, “An Ordinance of the City Council of the City Of San Fernando, California,\namending Chapter 90 (Traffic And Vehicles) of the San Fernando Municipal Code to implement\na Residential Parking Permit Program”.

Designate a voting Delegate for the League of California Cities 2025 Annual Conference and\nExpo for the General Assembly meeting;\nb. Designate up to two Alternate Voting Delegate(s) who may vote in the event that the\ndesignated Delegate is unable to serve in that capacity; and\nc. Authorize the City Clerk to notify the League of the City Council appointed Voting\nDelegate/Alternate(s).

9)\nDISCUSSION AND CONSIDERATION REGARDING COLLABORATION WITH THE MEXICAN\nCONSULATE TO HOST CONSULATE ON WHEELS PROGRAM SERVICES, AND APPROVE COSPONSORSHIP AND USE OF THE CITY SEAL\nRecommend that the City Council:\na. Receive update regarding the Mexican Consulate to host “Consulate on Wheels Program\nServices” event in San Fernando;\nb. Provide direction on the selection of a facility to host the Consulate Services event in\nOctober 2025, including consideration of the San Fernando Pool Facility Conference Room\nor the Santa Rosa de Lima Church; and\nc. Approve the use of the City seal on the print material and social media pursuant to City\nCouncil Ordinance No. 1724.
