Resolution No. 4040 Authorizing the Execution of a Purchase and Sale\nAgreement for the Acquisition of 280 Bissell Place, San Jacinto, CA 92582\n(“Property”); Authorize the City Manager to Take any and all Actions Necessary\nto Implement the Agreement; Appropriate $680,000 for the purchase and\nrehabilitation of the Property.\nRECOMMENDATION:\nStaff recommends that the City Council:\n1. Determine that the proposed Ordinance is EXEMPT from CEQA pursuant to\npursuant to Sections 15301 (Existing Facilities), 15302 (Replacement or\nReconstruction), 15303 (Small Structures), and 15304 (Minor Alterations to\nLand) of Title 14 of the California Code of Regulations. Specifically, this\nResolution authorizes the acquisition and rehabilitation of an existing\nindustrial property for the expansion of the existing corporate yard that will\nnot result in a significant direct or reasonably foreseeable indirect physical\nchange in the environment. Moreover, under Section 15061(b)(3) of the State\nCEQA Guidelines, this Ordinance is exempt from the requirements of CEQA\nbecause it can be seen with certainty that the provisions contained herein\nwould not have the potential to cause a significant effect on the environment.\n2. Appropriate $680,000 for the purchase and rehabilitation of 280 Bissell Place\nfor the expansion of the City’s Corporate Yard to Capital Outlay, Account\n199-9999-425.40-01, CIP #25-008.\n3.
