3.A.3. Memorandum of Understanding Between Riverside County Department of\nEnvironmental Health and the City of San Jacinto\nRECOMMENDATION:\nStaff recommends that the City Council:\n1. Approve a five-year Memorandum of Understanding (MOU) between the City\nof San Jacinto (City) and the County of Riverside, Department of\nEnvironmental Health (DEH), to provide vector control services and\nenvironmental planning review, technical assistance, and plan review for\nonsite wastewater treatment systems (OWTS), commonly referred to as\n“septic systems. In an amount not-to-exceed $20,000 per contract year, unless\nthere is prior approval by the City; and\n2. Authorize the City Manager, subject to the approval of the City Attorney, or\nhis designee, to execute the Memorandum of Understanding and any\nsubsequent amendments in accordance with the terms of the Memorandum of\nUnderstanding.\nDepartment: Community Development

Mayor and Mayor Pro Tem Rotation Policy Options\nRECOMMENDATION:\nStaff recommends that the City Council review and discuss the mayoral rotation\npolicy options in this staff report and provide direction to staff to either:\n• Make amendments to the City’s mayoral rotation policy and adopt at a later date a\nresolution to memorialize the amendment;\n• Keep the current selection process; or\n• Bring this item back at a later date for further discussion.\nDepartment: City Attorney
