4.1. Warren Road Minor Drainage Improvement Project (SJ-507) (CIP# 24-002)\nRECOMMENDATION:\nStaff recommends that the City Council take the following actions:\n1. APPROVE the plans and specifications for the WARREN ROAD MINOR\nDRAINAGE IMPROVEMENT PROJECT (SJ-507) (CIP# 24-002);\n2. AWARD the construction contract to the lowest responsible bidder submitting a\nresponsive bid Wright Construction Engineering for the sum of $331,750;\n3. ALLOCATE 13% ($43,127.50) of total bid for administration, inspection, and\ntesting;\n4. ALLOCATE 15% ($49,762.50) of total bid for construction contingencies; and

4.2. Selection of Mayor and Mayor Pro Tem\n RECOMMENDATION:\n Staff recommends that the City Council review the mayoral selection options in\n this staff report and either:\n\n . Keep the current selection process for Mayor and Mayor Pro Tem adopted via\n Resolution No. 4042 on October 15, 2024, and take action to confirm Mayor Pro\n Tem Valerie Vandever as Mayor and Councilmember Alonzo Ledezma as Mayor\n Pro Tem;\n\n 2. Adopt Resolution No. 4055 and amend the current selection process for Mayor\n and Mayor Pro Tem by appointing a Mayor and Mayor Pro Tem through\n nomination of any member of the City Council and three (3) affirmative votes and\n then take action to select a Mayor and Mayor Pro Tem; or\n\n 3.
